Hancock wu called on by several delegation!; he made response and spoke kindly of the South and in an eminently patriotic tone. -The Paris bankers have appointed an executive committee of the Panama canal. Gen. Hancock was the recipient yesterday of two gold-headed caDes one from Pennsylvania and the other from Ohio; both the result of voting contests at fairs. Advices from Hull gay that there have been many shipwrecks, attended with great loss of life.on the Eng- liita coast. The British steamer Hor- deu. from Port Royal, 8. C, cotton-ladeD, put back to the port, with cargo on fire. Two prominent citizens of Cleveland, Ohio, have been arrested for illegal voting. N OKTH C1RUUNA BLBCTION BB -marts. Our friends in all parts of the State .)tere the Stab circulates who can iach a Western Union Telegraph i-.ffice by 12 o'clock on the night of ih election (Taesday, November 2d) bit requested to send to the nearest iblegraph-operator all the election re turns they can gather by that hour, 'l litee will be forwarded to the West urn Union Telegraph office in this city fite of expense to the sender. Those who are too far from such telegraph office to comply with the above request will please mail the election returns to the nearest tele graph office by the first mail which leaves their respective post-offices after the close of the polls, directing ibeir letters "Western Union Tele graph Operator at , North Qfrolina." In making up the returns state when possible the gains or losses ot the Democratic electoral ticket as compared with the vote for the Til den electors in 1876. - Remember that if you fail to vote yon give half a vote to Garfield, half vote to Buxton, half a vote to Can ad ay. The chances are that the Demo crat will gain at least four, perhaps six members of Congress in New York, and one in Connecticut. -There is not much belting on the election in New York, says the Clipper, the leading sportiug paper of that city. The ruling bet is even money. "Let the ktUle to the trumpet speak, The trumpet to the cannoneer without, The cannon to the Heavens; the heavens to the earth." But let the people vote for Han cook. And so they will. The Aorth American, of Philadel phia, a Republican paper, says there is but little doubt that Pennsylvania will go Radical, bat adds that Han cock is very popular in that State and will get a larger vote than is sup posed. Miss Clara Louise Kellogg (the best of American singers, some musical oritics, to the contrary,) has had a great Success in Vienna. She wis called six times before the cur tain. The papers praised her very much. The Pniladetphia Times says that there is "good reason to believe that New Jersey and even little Delaware are to be debauched next Tuesday by the work of imported ronnders in official guise, of repeaters from Phil adelphia and Baltimore and the down right purchase of votes. At Bishop Doggett's funeral in Richaaond,Rev. Dr.John E. Edwards, of the Methodist, Dra. Reid snd Hoge, of the Presbyterian, and Dr. Minoi g erode, of the Episcopal Churches, delivered addresses. We copy from the State: V'Dr MiMigerodedwelt upon ibefaitu lulaeas of th deceased, and said Dr. Dog- gettwas especially what would be called a faolyaaan. The loss to the Virginia Bible Sjciety in the death of this good minister would be deeply felt "Dr. Hoge closed the addresses. John stiltoa had said on his death-bed : 'I am like a letter that has been fairlv written. signed, and sealed, and now it has only to be aeot on its destination.' So was the de ceased. His letter had been fully written The VOL. XXVII. NO. 34. It most manifest that the Radicals in New York are not trying really to find out the truth about the genuine ness of the Morey letter. It is only an electioneering dodge. The Dem ocrats have got evidence of an im portant kind, no doubt, if they could only get a chance to put it in. But Gen. Pryor told the truth when he accused them of maneuvering to keep the country from receiving the facts and the proper impression. The New York letter in the Philadelphia Ledger of the 28tb, says : "The Republican leaders at headquar ters, I find, are by no means agreed as to the political wisdom of the proceedings against Iruth in the matter of the forged Garfield Chinese letter. While there is en tire unanimity on the point that the forger, whoever he is, should be in the penitentiary or State prison and the sooner the better the shrewder heads thinks it would have been best in a party sense to let the thing pass into silent contempt. As it is, they say it has put Mr. Garfield as if in a posi tion antagonistic to Chinese immigration." As our readers know, Landers, the Democratic candidate for Governor in Indiana, was not popular. Por ter's plurality is 6,953. But the Radical candidate for Lieutenant Governor, one Hanna, has but 4,777. This in fact is the average plurality of the Radical State ticket. Who. will swear that Hancock cannot overcome that average? If it were not for colonizing, of uegroes from Kentucky and Radical whites from Minnesota and other States known to be safe for Garfield, we should expect certainly good returns from Indiana. It is suggested, as old registration books will be used up Tuesday, upon ; which will appear the names of many voters who are either dead or hve moved away, that a list of such be promptly handed in to-mor row in. order to prevent others from as suming their names and voting in their places, which has been done in previous elections. Monday is the time for the reg ular meeting of the Board of County Com. misaionejs and Board of Aldermen The heavy rain of Friday and Friday night was followed by warmer instead, of the cooler weather which was anticipated. The Register of Deeds issued four marriage licenses during the past week, of which two were for white and two for colored couples. We hear that there are some forty or fifty cases of epizooty among the horses f Wilmington, including some of those belonging to the fire engines. The members of the Hancock, Jarvis and Shackelford Club are requested to meet at the City Hall to-morrow (Mon day) evening, at 8 o'clock, with lamps. Only one more working day be fore he election. Let every Democrat re solve that he will spend a portion in doing some good for the party .and his country. See to it that each voting pre cinct is supplied with the names of all criminals convicted of orimes for which they are disfranchised by the laws of the land. We learn that permission has been received for the men employed on the Revenue Cutter Colfax to go home to vote. Several of them are from Carteret county. The announcement of the change of schedule on the Wilmington & Weldon Railroad, made in yesterday's pa per, was premature. At present no change will be made. The "Sunset" and "Sunrise" juvenile bus; ball clubs played a match game at the old base ball grounds yester day afternoon, the former scoring 48 and the lattci 24. From a private letter received from New ork we learn that very little business is being done in the metropolis, as every one is wild on politics and every thing gelling red hot. Only one case of drunkenness and disorderly conduct was disposed of by the Mayor yesterday morning.Jthe defend ant being .required to fork Jover ten dollars for his "little indiscretion." A rumor was circulated yester day to the effect that U. S. deputy marshals had been appointed to attend at the polls in this city on election day, but there was no foundation for such a report. To-morrow is the time for the assembling of the U. S. District Court in this city, but owing to the election, as has been heretofore Btated, it will not be called until the following Wednesday, at which time the attendance of witnesses, jurors and others interested will be required. The expenses and taxes of New Hanover county have been greatly re duced by our Democratic County Com missioners, to the joy of our previously overburdened tax-payers. Now elect the excellent county ticket which has been presented to our voters and we will make further strides towards retrenchment and reform. Tblrd. Ward GaoTauen and Chal lenger. A friend writing us from Pender says: "Notwithstanding the conflicting an nouncements made in regard to the speak ing at our place, there was quite a crowd to hear your talented young townsman, R. H. McKoy, and our District Elector, Mr. D. H. Lean, who spoke at some length on the political issues of the day. Mr. Mc Koy's remarks were replete with sound Democratic doctrine. He showed up the great Republican party in its true colors. Mr. McLean's address was, as his speeches always are, full of spirit and humor, calling forth frequent applause from the crowd, and carrying conviction to every honest heart. This has been a good day for the Democrats of Pender, who will long re- i the good advice and pleasant and J mcm"Ci .fa . . . I apt illoslrations of the speakers." N. C, SUNDAY. OCTOBER 31, 1880. BOAUDOF ALDEKH1EN. Proceedings In Regard to the Pro posed Water Worki. The Board of Aldermen met in called session yesterday afternoon, at 4 o'clock; present, His Honor Mayor S. H. Fishblate, and Aldermen CD. Myers, John F. Di vine, L. H. Bowden, H. VonGlahn, H. Vollers, F. W. Foster, and J. A. Lowrey. The' Mayor stated that he had called the meeting for the purpose of receiving the report of the Committee on Water Works, appointed at the last meeting. The Committee made the following re port: Vie Honorable, the Boards of Aldermen and Audit and Finance : Gentlemen : Your Committee, appoint ed to examine tne respective merits of bids for furnishing the city with water for public and private consumption, report favorably, as between the two submitted, on the propo sition of Messrs. J. A. Cloud & Co. The following will justify the decision : J. A. Cloud & Co. give nine more hose connections on the original line of works than Mr. Wilkins. Less money is to be paid for the same to Messrs. Cloud & Co. by $030 annually, which sum is sufficient to secure (10) ten additional hydrants. Mr. Wilkins' proposition would compel the city to erect on all his extensions ten hydrants per mile, whether the city desired to increase its water facilities or no. The right to purchase in Cloud & Co.'s proposition insures every (10) ten years valuation io be made by disinterested ex perts. In Wilkins' proposition every fif teen years, in the same manner, with a proviso that 10 per cent, shall be added to assessed valuation. If you should award the contract to Messrs. J. A. Cloud & Co. there are certain conditions which we think should be in" serted, not referred to in the proposal, and one referring to the coupons of water works, eliminated. I We suggest, in order to obviate any mis understanding between the two boards, that a committee of two be appointed to confer with the contracting parties and draft the contract . Very respectfully, Norwood Giles, D. G. Wobth, RlCHABD J. JOKKS, 8. H. Fishblate, John F. Divine, F. W. Foster On motion of Alderman Myers the re port was received, and a committee con sisting of His Honor, Mayor Si H. Fish blate, and Norwood Giles, Esq., were appointed to have a contract drawn up, and the same, together with the bids of Messrs. Cloud & Co., and Mr. Wilkins, printed in pamphlet form for distribution, and all, when completed, referred back to the Board for final action. The Board then adjourned. Badlv Hart. A colored man by the name of West was badly hurt at Messrs. B. F. Mitchell & Son's grain mill, yesterday.
