His success in the Franco German and the Rosso-Turkish wars wat immense something quite un paralleled as far as we have read or heard. Hazen's appointment gives univers al disaiisfaction. No one likes it but Hayes and Hazen. It was a great outrage. The Philadelphia Time says: "No account seems to have been taken by the President of the con ueded want of fitness of Gen. Hazen for the task which is strange to him, aud of a very delicate character in itself. It has also revived some old army scandals which are not at all pleasant, and it will be necessary for the Senate, when it comes to act upon thia'appointment to do what the Executive has inexcusably neg lected and make rigid inquiry re garding the character and qualifica tions of Gen. We are also informed that Mr. Ma hew has fled. Charlotte Observer: A tele gram was received in the city yesterday announcing the death in Raleigh of Mr. George H. Rigler, formerly a well known citizen of Charlotte. All of Mr. RIgler'a connections live in this city, including his wife and children. The Lancaster Rcvim reports that a paper was circulated there for signatures last week, which will be presented to the Sooth Carolina Legisla ture, asking actioo io behalf of a charter for a railroad from Lancaster to the North Carolina line, in the direction of either Charlotte or Monroe, the question of gauge to. be optional with the Company. Four hundred psges of the manuscript are now in the hands of the Appletons. the wel known New York publishers, who, it is said, have agreed to publish it at their own risjc Raleigh News Observer: The loss by the late fire at Durham was $86, 000, and the insurance (48,500. The cross-ties for the University Railroad have, with the exception of 5,000, been received, and are now on the track. The remaining ones have been contracted for and will be delivered in Jaouarv. The iron is to be laid, it is understood, as soon as these other ties are received. At 12.20 thU morn ing the fire alarm was given, caused by the burning of several stores at the corner of Martin and Blount streets. The fire started in Stanton's restaurant, it is supposed. It burned that building, then Sam Parham'a oar-room. Both of these were wooden, one-story buildings. Next the two-story, concrete walled stores of H. E. rarham and. R. E. Parham, fronting on Blount street. The burned buildings all belonged to Mr. James M. Harris, and were valued at $8,500. They were insured. Mr. Parham'a stocK or dry goods. valued at S2.U0U was in sured zor f 1,000. Mr. rarham's stocK of general groceries and liquors was valued at $2,000 and was insured for $1,000. Mr. oam farham s stock of liauors. valued at ai,wu, was nearly all destroyed. Mr. Stanton's loss is not large. Dunston's bar ber shop, connected with the restaurant, was burned with it. On the morning of the 11th inst.. at 6:80 o'clock, the steamer Cotton Plant, valued at $7,000, belonging to the Old Dominion Steamship Company, was destroyed by fire while lying at her wharf. The origin of the fire is un known. Fully insured. She had on board 140 bales of cotton and some other articles of merchandise, belonging to parties here, all of which being insured. The State on Friday concluded its testimony in the case of Win. Parker, charged with the murder of General Bryan Grimes. The defence had examined a few witnesses when one of the jurors was taken sick. The Judge waited until after dinner, for an im provement in the juror's condition, and when informed by the physicians that it would be impossible for the -juror to con tinue on the trial, continued hte case until the next term of Beaufort court, which will be held next spring. The report of the Richmond and Danville Railroad company show that the earnings on the North Caroli na division were $632,856.47, while the ex pense was $370,134.83, leaving net receipts at $252,221.64. (which is nearly the full amount of the lease money, $260,000. Sat urday he and our City Surveyor, Mr. J. K. Brown, spent the afternoon in making an accurate survey of the premises, and Mr. Brown i9 now engaged in perfecting a complete plot of the same. Monday he se cured the services of one of our prominent builders and contractors. Mr. R. S. Rad cliffe, who is now engaged in making a careful estimate of the various buildings. Just what Mr. Lawton intends doing with all the data he is obtaining we are not in- brmed, but it looks as though something was to be done, and, whatever it may be, we Bhall rejoice with the community when ever it shall again have restored to it the hum of business. Tax Matters. The attention of persons owing city taxes is called to the notice of the Treasurer and Collector, which has appeared in the last two Issues. Sheriff Manning also gives notice to all persons owing poll and personal property tax that longer indulgence will not be giv en, and that persons who have waived ad vertisement of property must come up and settle or their property will be sold. The steam tug Blanche is on the ma rine railway to-day, foot of Church street, undergoing some necessary overhauling. There was quite an exciting runaway and smasbup in the neighbor hood of Second and Dock streets, yester day afternoon, the horse and vehicle being the property of Samuel Merrick, the butcher. If old man Bergh would just move down this way he would have his heart stirred to its profoundest depths by the instances of cruelty and careless and in. human treatment of animals which would almost hourly come under his observation. Dodge, Superintendent of tha New Hamp shire Memorial Institute, will be the minis ter in charge. The Charlotte Observer and other papers contain descriptions of the brilliant meteor alluded to by us as having been witnessed by persona in this city on Thursday evening last, and their account! tally exactly with ours. Some say its ap pearance here was accompanied by a rum bling noise resembling distant thunder. Kaida upon a Cotton Oompreu-sys tematic cotton Stealing. It has been knowa for some time past that what appeared to be a regular system atic band of cotton thieves were operating in this city, the proprietors of the Cham pion Compress being the chief sufferers. articulars were withheld for the reason tbat officers were on the track of the thieves, and it was feared that any mention that might be made of the case or the cir cumstances attending it weuld lead to the escape of the perpetrators of the series of robberies. The officers have been arresting the parties as they happened to meet up with them, until yesterday the list comprise J one white and five colored men, alleged to be implicated in the robberies and io re ceiving the stolen goods. The patties were required by the magistrate, who issued the warrants to give bond and good security io the sum of $100 each for their appearance at his office on Saturday next, the 15th inst., except the white man, who was also re quired to enter into a similar bond io the sum of $200 for his appearance to answer to the charge of receiving the stolen cotton. The colored men, failing to give the neces sary security, were lodged in jail. The company, it is claimed, have had about ten bales stolen from them alto gether, some of it beipg carried away in bags at intervals, and in some cases entire bales being taken. The most of it, how ever, has been recovered. By request, the names of the parties art rested are withheld until the preliminary examination takes place. mayor's Court. John Reepen, a white seaman, was ar raigned before the Mayor yesterday morn ing on the charge of being drunk and dis orderly on the street Saturday afternoon and trying to force bis way violently into Mr. Wm. Ulrica's establishment, corner of Church and Front streets. Defendant was ordered to pay a fine of $20 or be confined in the city prison for thirty days. Walter Haney, colored, had a hearing on the charge of firing a gun on the streets, and was ordered to pay a fine of $2 50 or go below for five days. John H. Holmes, colored, charged with refusing to pay a license on dray. De fendant released on promise to pay the license due. One of the clerks visited the store for some purpose on that morning early, when he detected the smell of fire and discovered considerable smoke in the building. After a brief investigation he finally found that aspaik had by some means got into the show-case on the previous night and burned a hole through a fancy paper waiter and thence through the bottom of the show-case.
