Dr. DeRoaaet was a genial, warm-hearted, lib ral-minded and benevolent gentleman, and enjoyed the universal respect and esteem of all who knew him, either socially or pro '"alJy. He received hU early academic I training In Switzerland, finally graduated at the Unlveralty of the City of New Tork I in 1859, and waa elected House Physician to the New Tork Bellevue Hoepllal the same year. When the war broke out he came South, cast hla lot with the Confed eracy and was made Assistant 8ur geon of Artillery, serving with Stone- all Jackaoa in hla memorable Valley campaign. He waa next promoted to be Surgeon and Inspector of Hospitals for the Department ot Henrico, and was subse quently one of the surgeons of the Officers' Hospital in Richmond. Virginia. After the war he served aa Professor of Chemis try in the School of Pharmacy in Balti more, and aa Adjunct Profeaeor of Chemis try in the University of Maryland. About ten years ajro be determined to devote his talents as a specialty to the treatment of the eye and ear, in which department of surgery he became eminently successful. practising at different time in Baltimore, Wilmins'oo, New Tork and Austin, Texas, In each of which place he achieved a reputation second to but few among the moat eminent In the profession. He hsd returned to New York after a short resi dence in lue city of Austin, Texas, when he waa aeiied with tbe fatal malady from which he never sufficiently recovered to pay any attention to business, and soon afterwards was brought to this cHy, where he could receive among bis devoted friends and kindred that care and attention which could not be expected to be devoted to him among comparative strangers. This model physician and gentleman passed to his rest at 8 o'clock on Sunday morning, and his death was announced in the most of the churches at the cervices in the forenoon. The funeral took place at Bt.' Jamee Church yesterday afternoon, at 5 o'clock, and was attended by a large coe eourae of kindred and friends, the most ot whom followed the remain to their resting place io Oakdale Cemetery. Committee on Lights reported favorably on sundry applications for street lamps.aod the reports were adopted . Committee on Fire Department were granted further time in the matter of a new fire-alarm bell Committee on Police were granted until the next meeting to report on appointments to the police force. The commissioner of the ainking fund, the city treasurer and tax collector, and Mr. T. J. Southerlsod, were granted until tbe next meeting of the Board to file their official bonds. Tbe Sanitary Committee reported health ordinance which was adopted. A communication from the county Board of Health, submitting an address by Dr. Thos. F. Wood, was referred to Aldermen Northrop and Huggins. The contract for taking the tax list Jor 1881 was awarded to Col. J. G. Burr, at bis bid of $350. Petition. for a gas lamp on tbe corner of Eighth and Ann streets, was referred to committee on Lights Offer of Ed. B. .Holt in regard to fire- alarm waa referred to committee. It was ordered the Board of Audit and Finance concurring, that the pay of street hands be continued at one dollar per day. Alderman Huggins offered the following, which was adopted: "IZesolved. That inasmuch as the law cre ating a 'Board of Audit and Finance for tbe city of Wilmington', makes it incum bent on that Board to fix the salaries and pay of the officers and employes of this city, that this Board of Aldermen are in no wise responsible for any increase 01 sala ries or pay these officers and employes may now be receiving."
