In some ins stances as the ' psyments of the laborers were monthly and they required small soma weekly to psy their bills to support their families, I advanced . hese .. small amounts In such cases without any compensation. or secuiity ' whatever and when tbeir checks came to band I cashed them at their re quest upon their endorsement aod retained the smounls doe mo. Dnrinir the month of November last so error occurred in tbe time of four of the em ployees by wbicb tbeywere allowed aitoiteinr er to tbe amount of $22.88 too much time. In checking off the amounts coming to these four with my time book I discovered the mlstske and deducted the surplus snd made tbe necessary entries io my books to deduct the same io my final settlement with the Department The men, however, were of the opinion that the money belonged to them on the ground that the checks were msde out to them for those amounts; and to show thst I hsd no improper interest in the matter I paid them the amounts previously deducted and notified 'the Department, in closing the amount of overplus, with the re quest that these amounts should be deduct ed from their checks on the last payment but It was too lste. Tbe men themselves, however, when they understand the matter, promptly refunded me thoa-amounta with one exception. It is proper for me to state in this con nectionaa this is a full and absolutely cor rect ststement of the whole transaction , that during my absence ss superintendent of the repairs Mr. Joseph L. Roberta wss my manager conducting my busiaess, as 1 was not supposed to shut up and discon tinue my business on account of being em ployed by tbe government; thst tbe esti mates of plumbing material were submitted to the department at Washington and suthorixed to be done aad the smounts for the labor and material of the plumbing wss turned into my business, I having Mr. J. L. Roberta and Henry Edwards regu larly In my employ and paying tbem a stated salary. - Something hss been said about the charge of $1.25 for a capstone to cover a msn hole in a cesspool. The stone was iodividusl property, not the prop erty of the government, and the price ($L25) wss an exceedingly reason able one .and was a charge io connection with the plumbing.
