The river at Helena, Ark., is still rising ftnd the city is overflowed; at Memphis yesterday morning the high water was re ceding. The total visible supply of cotton for the world is 3,122,121 bales, against 2,978,352 bales last year. M3en. Hancock describes to a reporter the effects of the floods as seen in his recent visit to tue Southwest; hundreds of square miles of the country are desolate; the distress in the flooded regions is beyond description ; he urges Northern and Western people to come to the rescue and slnd help at once. Some of the English cotton, mills have stopped for a short time. Indictments were presented yesterday in the-Star Route c;ises against Brady, Dorsey and others. The Senate committee on Commerce will report favorably on Eads' bill for an inter -oceanic ship railway. Five men were killed and two wounded by the ex plosion of a boiler in a steam saw mill near Winchester, Indiana. The two young men who robbed a guest at the Harnett House, Savaunah, Ga., have been arrested ia New York. Advices from Arkansas City state that the river has receded at that point, and people are more hopeful; but there is much suffering and want in the in undated districts and assistance is anxious ly looked for. New York markets: loney 6(g2 percent, ; cotton quiet at life; southern flour dull and drooping at $5 10 (3 00; wheat strong, ungraded red $1 16 1 33; corn ifc higher, ungraded 65 69c; rosin firm at $2 32i2 40; spirits turpentine stronger at 5354c. MaeLean, the would-be-assassin of the Queen, is 27 years old, and the doctors pronounce him sane. Edmunds is opposed bitterly to placing Grant on the retired list. But then some Southern Senators are on the other side. The finding "of the court martial in the case of Flipper was a dismissal from the service. It is said he will not lie punished that way, if at all. Of course. Miss Venie Clancy, the actress, sister of Miss Laura Clancy, who played Ophelia so exquisitely with the Frank Mayo tronpe in this city, is dead, aged 22. Arthur has announced that the term of official mourning has ended, and that he will give a dinner next week at the White House to certain friends in the Congress. The New York Herald is poor au thority in poetry, but it hits the nail squarely in this part of an otherwise very poor criticism : Tennyson's poem has much of the old cavalry ring. Its metre is skilfully varied to describe the fortunes of the combatants, galloping in dactyls, charging in anapests, sabrein in spondees." The New York merchants com plain bitterly that the merchants of the Southwest do not pay up. They say those from the Sonth Atlantic States are prompt enough. That is a more hopeful sign. Get out of debt and stay out of debt if you can. We said to a friend days ago that we did not credit Mr. Blaine's state ment about Garfield's brilliant vic tory over Gen. Humphrey Marshall. The idea of one Western soldier "licking" three Kentuckians is not true. Where did Mr. Blaine find such history ? The trial of Mason is ended and the proceedings of the court martial have been sent to Gen. Whipple, Assistant Adjutant General of the Department of the East. He will submit the findings to Maj. Gardner, Judge Advocate U. S. Army. He will review the case and then submit to Gen. Hancock, who will approve or set asidethe verdict. Senator Ingalls, of Kansas, lias in troduced a bill to place Maj. Gen. Alford Pleasanton, on the retired list. He made a brilliant record in the late war, and also in the Mexican war. Ingalls means to push the bill and relies confidently upon the five Southern Senators who vote'd for Grant to help him. Why not ? Such votes "make for peace" you know. Selah ! Ex-President Davis's book may be- disappointing and yet among thoughtful men in the South, in the North, in England it must do good. It vindicates the principles of the Federal Constitution and makes good the cause of the South. He wrote recently to a citizen of New York: "I most desire to have my opinions ex amined by those who, I believe, have been misled by false doctrine, and who, if their! attention can be arrested, may reconsider ana cnange their opinion. Representative S. S. Cox, a Demo crat, one of the fullest, wittiest and ablest men of the House, has just de livered a lecture in Washington on African wit and humor. It is de scribed as excellent, and we can be lieve it. We must srive an extract O . 9 here and there from the Post. Fred Douglass introduced him. 'He was the original Pharaoh, too,' said Mr. Cox, but 1 refused to shake hands with him out of respect for Mr. Douglass, simply because he wouldn't let these people go. ' Laughter. How well do I remember, said Mr. Cox, the days of my youth when it was absolutely martyrdom for me at school to endure the punishment of sitting be tween two girls. Oh, the happy lapse of time! daughter. In after years we learn to sit with them without shedding a tear. Laughter. Humor is sympa thetic, and in the African it is so to a high degree ; nearly all this humor takes hold of the unseen, but in doing so it lays no tri bute to ribaldry at the expense of holy things. It is mellowing in its influence, and the happy possessor of the quality will speak well even of a Domocrat. Laughter." Let us examine the vital statistics of 1881. There were 376 deaths. Of these 104 were whites; 272 col ored. Giving Wilmington 17,800 inhabitants, and the regular increase since the census was taken in June, 1880, will give that, we find the fol lowing: number of deaths in every one thousand, 21; whites, 15; colored, 25. So the death rate of the whites is not more than Northern towns composed of whites, with but few exceptions. In our estimate we place the white population at 7,000 and the colored at 10,800, but there are, we think, a little less than 7,000 whites, and something more than 10,800 colored. The first three months showed 65 deaths. " second " " 91 " third " " 87 " fourth " " 132 The first quarter showed 84 deaths. John McGuire, colored, was arraigned before Justice Gardner, yesterday, on the affidavit of Eliza Bryan, charged with mismarking a hog, the property of the affi ant. Defendant was required to enter into bond in the sum of $50 for his appearance at Court. The same defendant was next heard on the charge of mismarking a hog, the prop erty of one Will. Bradley, and was required to enter into the same bond as in the first case, in default of which he was committed to jail. Eliza Bryan, the complainant " in the above eases was next called up to answer to the charge of the larceny of hogs, the property of John McGuire ; but the case was dismissed and the defendant dis charged. District Conference. The Wilmington District Conference of the Methodist E. Church, South, will be held at Salem, on the Cokesbury Circuit, commencing at 10 o'clock, a. m., May 25th, 1882, and continuing until the 28th. Dele gates and visitors, we learn, can correspond with Rev. J. C. Crisp at Blockersville, Cumberland county, in regard to arrange, ments for transportation, &c. Garrell had a fine milch cow killed on the railroad, near this city, a night or two ago . New telegraph poles, of juniper, are being erected in this city, in place of the old ones, which were decaying. We were sorry to learn yester day that Mr. S. D. Wallace's condition was not so favorable as a day or two previous The Board of County Commis sioners have their regular meeting to-mor row afternoon, commencing at 2J o'clock, A building on the plantation of Mr. J. F, Garrell, near this city, was un roofed by the severe gale of Thursday morning last. The Register of Deeds issued three marriage licenses during the past week, of which one was for a white and two for colored couples. We regret to learn that J udge R. S. French, of this city, who was stricken with paralysis on the 11th of January !ast, was considered much worse yesterday and his recovery despaired of. The case of Wm. Loftin, now out on bond, will be heard next Saturday. This is the individual charged with receiv ing a pair of shoes knowing them to have been feloniously obtained, alluded to in our last. Mr. Martin S. Willard, for years past with Messrs. Atkinson & Manning, has accepted the agency here for the Mu tual Life Insurance Company of New York, and will hereafter devote his time and at tention to its interests. Mortuary. There were four interments all adults in Oakdale Cemetery during the week clos ing yesterday ; the parties being aged re spectively 58 years, 44 years, 25 years and 62 years. Bellevue Cemetery and St. Thomas' Ca tholic Cemetery report no interments for the week. Pine Forest (colored) Cemetery reports three interments two adults and One child for the week.
