The inundation in St. Martin's Parish. Iron-men at Chattanooga are rejoicing at the discovery of an abundant supply of steel-making ore on the property of the Cranberry Iron Company, in Mitchell coun ty, N. C. Mr. Trescot has formally withdrawn his offer of the good offices of his government in the interests of peace be tween Peru and Chili. The Republi can State committee meets in Raleigh, N. C, on the 18th; a convention will be called early in July; a vigorous fight is to be made to elect a majority of the Legislature; an "organ"' will be started at the capital. Ex-Gov. Holden had a slight attack of pa ralysis Sunday; is better, but other attacks are feared. N. Music says that America is well supplied with musical talent of a high order, and that "we send num berless pupils to study in every foreign conservatory, and our singers are among the first in every Euro pean opera house." Old Chapel Hillians know all about getting "the papes" at examination. It seems this is practiced at Wil liams College now. Young Garfield came near being caught, but escaped. Thirteen were suspended for five weeks, among them a son of Col. Rockwell, the late President's friend, and a son of Prof. Perry of the Col !ege. Mr. Gladstone has added another stone to his monument by his tri umph in the matter of the cloture. It is nothing more than to introduce the American previous question in Parliament. Oxford Free Lance: Rev. J. T. Gibbs received a dispatch on Monday an nouncing the death of Mrs. JL. A. Wallace, at her home in Richlands, Onslow county. The deceased is the mother-in-law ot lion. J. W. Shackelford. - On Tuesday last Mr. L. Thomas, proprietor of the Free Lance, was summoned by telegraph to visit the bedside of his mother, who is seriously ill at Tarboro. The colored people at Oxford are imitative, and have opened a skating rink for themselves. Referring to the much talked of Moore estate the Oxford Free Lance says: It now turns out that there was nothing in the affair after all, and we re gret to say that those who were felicitating themselves over the acquisition of this huge bonanza will have to give up their "castles intheair." An examination of the New York records shows that there were com plete releases to the city by the parties en titled to give them, and in consequence, the title of the city is absolute to the property. Charlotte Observer : Mr. W. R. Self, of Newton, Catawba connty, ex hibited in this office yesterday, a large piece of quartz rock, said to have been found on Hog Hill, in that county, which among other peculiarities had imbedded firmly within it a few drops of water. The water could be plainly seen and has prob ably been locked up for centuries. From him we learn that two more cotton factories are in process of erection in that county. One is projected by Messrs. Williams, Fin ger and others, and will be erected in New ton, and the other will be erected by Messrs. Carpenter & Rabb about seven miles south of Newton, on the Lincolnton road. Let the good work go on. On yesterday a wholesale house here purchased five hun dred bales, or over three hundred thousand yards of cotton goods made in North Caroli na. Thomas McMahon, proprietor of the Greensboro spoke and handle works, spent yesterday in Charlotte. By his energy and ability he has built up a large business, and fills orders not only for all sections of this country, but ships largely to Europe, South America and other countries. So far appropriations have been asked for public buildings in North Carolina as follows, the one at Charlotte being recommended by the committee : New Berne marine hospi tal, $15,000; Statesville court-house, post- office, &c., $80,900; Charlotte court house, &a, $100,000; Asheville postoffice, &c, $75,000; Greensboro postoffice, &c, $150,000; Durham postoffice, &c., $100,- 000. Total $520,000. New postoffices: Hopewell, Mecklenburg county, N. C, J. W. Staple postmaster; People's, Chatham county, N. C, J. J. Peoples postmaster. Raleigh News-Observer: Spier Whitaker, Esq., of Enfield, a talented law yer and a pleasant gentleman, will, we are pleased to learn, move to Kaieign, in a lew days, to engage in the practice of law. He has formed a partnership with one of our ablest attorneys, and will make Raleigh his home in the future. The chief of po lice reports 85 arrests as having been made by thepolice during the month of March. - We learn that there was quite a row at the colored Baptist Church on Friday night, in which a number of negroes were engaged, and during which much noise was made. Several persons were hurt, one co lored man severely, by a hit in the face with a piece of plank. Adjutant Gen eral Jones, in a letter to Capt. Young, of the Hornet's Nest Riflemen, on the pro posed encampment of the State Guard at Charlotte, May 15-20, suggests that there be "an Oration by some distinguished speaker subject, 'Citizen Soldiers' in ad dition to other addresses. It was the mili tia who declared independence in 1775 The theme is a magnificent one and would take." The receipts of cotton last week were 429 bales; for the season 55,866 bales. The revenne collections in this district in the month of March were $71,663.69. Whether Dr. Canedo will come to time is doubtful. He has written a letter to Gov. Jarvis to the effect that while he may make the promised payment on the day specified, Monday, we believe, yet, because of the matters stated by him, there may be a delay. And he therefore asks for an ex tension of thirty days. This extension in terms has not been granted, but it is under stood that if Dr. Canedo should tender the money and perform his part of the agree ment at an early day, the failure to meet his obligation on time will be overlooked. Dr. Canedo encloses the Governor a letter from one of the capitalists interested in the matter, in which he says that in case the Legislature does not meet an extension will be necessary to make some alteration in the plan of providing means to build the road, the original plan being based on the fact that some additional legislation was ex pected. - THE CITY. The Produce Exchange stock reports will be posted this month on the 8th, 15th and 22nd inst. The feast of the Passover com menced yesterday, and our Jewish friends are observing the occasion as usual. Mr. W. R. Kenan was yester day elected a member of ' the Board of Au dit and Finance to supply the place on the Board vacated by the resignation of Mr. Norwood Giles. The copartnership heretofore existing between Messrs. J. H. Mallard and H. M. Bowden has been dissolved, and Mr. Mallard will hereafter conduct the business at the old stand. The fruit prospects in the Point Caswell section are represented to be very fine. The late frosts have not injured the peach blooms in the least, and as the full moon in April is passed no further danger is apprehended. A colored brother was inter rupted in a conversation in front of the Court House, yesterday morning, when he turned upon the intruder and indignantly exclaimed, "I am talking to a gentleman, sir, and don't propose to be annopolized !' The intruder wilted. The Proposed Clinton and Point Cas well Railroad. We are authorized to say that the report which has obtained some circulatien in this city, to the effect that the people of Samp son county are opposed to connection with Wilmington by the proposed Clinton and Point Caswell Railroad, and prefer the Warsaw route, is without the slightest foundation in truth. We are assured by gentlemen of standing and influence, and well calculated to know the sentiments of the people of our sister county, that they are anxious for a connection with our city, and as soon as it is ascertained that the people of Wilmington have subscribed their share towards the carrying out of the enterprise her quota will be forthcoming without the slightest delay. In fact, some of our Sampson friends say the amount can be raised in a day. By the way, we learn that Mr. W. F. Monroe is putting up a first-class saw mill at Point Caswell, in anticipation of the lo cation of the proposed road at that place. An Unfortunate Affair, In a difficulty which occurred on Sun day morning last between Mr. Richard G. Gause and Mr. Herbert Thompson, tWo young men of this city, the former was shot through the fleshy part of the neck by the latter, and severely but not dangerous ly wounded. Young Thompson subse quently surrendered- himself and was bound over to appear at the Mayor's Court yesterday morning, as was also a younger brother of Mr. Gause, who was present when the affair occurred. At the Mayor's Court yesterday morning Mr. DuBrutz Cutlar appeared for the Messrs. Gause and Mr. Junius Davis for Mr. Thompson, when, at the request of Mr. Cutlar, the case was continued until the 13th inst. , Mr. Thompson furnishing bail in the sum of $1,000 for his appearance. We are glad to know that at last ac counts Mr. Gause was doing well, and that unless some severe secondary symptoms in tervene, no serious danger is apprehended by his physician. The Awful Fate of a Jury-man. One of our Water street business men had received a summons as juryman inthe Criminal Court, and as the hour drew near for. that tribunal to convene, yesterday morning, he hurried through with the most pressing business claiming his attention in order to be on time ; and in hastily remo ving a keg of lard, which was resting its lazy chimes against the protuding sides of a molasses hogshead, he happened to give the latter considerable of a jar,when out popped the bung, and the imprisoned molasses, which had been fretting, fuming and fermenting in consequence of its long and close confinement, burst out in quanti ties as large and with speed as fast as Ev-er-ett could, deluging our friend until he felt like anything else than becoming a grand juryman ! In fact, he considered himself a fit subject for a candy stew and ready to be pulled and made into taffy by the first pretty girl that came along. Harbor Master's Report. Capt. Mr. Baldwin, at the First Baptist Church on Sunday morning, eight candidates for baptism were immersed by the Pastor, Rev. J. B. Taylor. The special services will probably be continued through the present week, consisting of a prayer meeting every afternoon, at 4 o'clock, and preaching at night. COUNTY COMMISSIONERS. Synopsis of Proceeding in Reenter Session. The Board of County Commissioners met in regular toontbjy session yesterday after noon; present, H. A. Bagg, Esq.. Chair man, and Conimissioners Moore, Worth, Montgomery and Pearce. The Treasurer submitted bis monthly re port for March, as follows : General fuud balance on hand.. $27, 888. 81 Special fund balance on hand. . . 424. 15 Educational fund balance on hand.......... 13,647.15 And exhibited 46 coupons of the denomi nation of $8.00 each, and 18 coupons of the denomination Of $15.00 each, which bonds were destroyed by the Board. The Register of Deeds submitted his re port for the month of March, showing $19.95 as the amount of fees from marriage licenses collected by him,and exhibited the Treasurer's receipt for the same The following persons were appointed to take the tax lists : Wilmington Township Jas. G. Burr. Harnett Township A. A. Mosely. Masonboro Township James A. Mont gomery. Federal Point Township J. H. Home. Cape Fear Township Iredell Johnson. Retail liquor licenses were granted to the following named applicants, to-wit: John Carroll. A. D. Wessell, R. H. Bordeaux and J. W. Duls. Applications to supply the Jail with water and to have a hydrant placed in front of the Court House, with sufficient hose for use in case of fire, were granted. The tax levy under schedules B and C, same as last year. In reference to the ferry across North- East river, the Chairman, Commissioner Roger Moore and Col. J. D. Taylor were appointed a committee to confer with Mr. Parsley. On application, Mr. L. D. Cherry was appointed special surveyor to survey a cer tain parcel of land. On application, A. R Black, Esq., was appointed special surveyor to survey a cer tain tract of land in New Hanover county. On application, Mr. John Kent Brown was appointed special surveyor ior tne same purpose as above. The Board then adjourned. BO AMD OF ALDERMEN. Proceedings of Regular IHontnly Session. The Board of Aldermen met in regular monthly session at the City Hall last night. A communication from the Board of Audit and Finance, enclosing the appro priations for the fiscal year ending March 31, 1882, was read and adopted. Further time was granted the committee on Fire Department on . the removal of a steam fire engine to the north side of the W. & W. Railroad. The committee on Public Buildings Were granted further time on a aale of the Ninth street Bucket Company house. Alderman Northrop moved that the com mittee on Water Works, in connection with the Chief of the Fire Department, be in structed to locate the thirty-five fire hy drants.as provided for in the appropriation, at a cost not to exceed $1,500, or fifty dol lars per year each, and make a contract with the Water Works Co. Adopted. A petition from the Juvenile Hose Com pany was referred to the committee on Fire Department. The resignation of W. H. Goodman, cap tain of the Police Force, was read, and Sergeant D. S. Bender was elected as his successor, and Mr. J. M. Nelson was elected Sergeant of the force. A motion that the Finance Committee confer with the Board of Audit and Finance for the purpose of making the tax levy for 1882 was adopted. The contract for attending to the lamps was awarded to George Balson, on his bid of $84 per month being the lowest. The contract for printing was awarded to Mr. S. G. Hall; his bid being the lowest. The contract for keeping city mules and carts was awarded to Mr. T. J. Southerland, at $32.50 per month for each team. The contract for furnishing lumber was awarded to Mr. J. W. Taylor, at $14 per thousand feet. The contract for feeding prisoners was awarded to Mr. W. W. Mints, at 10 cents per meal. Mr. W. M. Hays was appointed City Scavenger, under rules and regulations of the Board. On motion, the contract with the Gas Company was continued for the present year, at a price not to exceed the present contract. The license tax paid by the late Mr. O. S. Yarborough was ordered to be refunded, on petition of Mrs. M. A. Yarborough, the Board of Audit and Finance concurring. The report of the Chief of the Fire De partment for March, and his annual report, were received and ordered on file, and on motion the Board adjourned. F oreign Shipments. The foreign shipments yesterday were as follows: The Danish barque Elene, Capt. Olsen, for Hamburg, Germany, by E. G, Barker & Co., with 4,280 barrels of rosin, valued at $9,724,80; and the Norwegian barque Brakka, Capt. Nielsen, for Glas gow, Scotland, by Messrs. Alex. Sprunt & Son, with 2,050 barrels of rosin and 930 casks of spirits turpentine, valued at $29, 691. Total valuation of foreign exports for tie day, $39,845.30. "ROUGH ON RATS. Negotiations have been pending for sev era! weeks past for the erection of a bote at Smith ville, to be used as a summer re sort, and we have refrained purposely from mentioning the subject until all arrange men ts were completed. We are glad to be able to state now that everything has been arranged, and that a hotel at Smith ville is a fixed fact. It is to be built by Dr. W. G. Curtis, on a splendid situation, and the con tracts have already been awarded for the erection of the building, work on which will be commenced on Thursday. Capt. B. L. Perry, proprietor of the Purcell House, has leased the premises and build ing that is to be erected for five years, and proposes to make it the equal, if not the superior, of any Southern seaside resort in the country. The Hotel Will be furnished and ready for oc cupancy by the first of June next, and will contain fifty rooms to start with There will be in addition a ball room twen ty-two by sixty feet, a billiard room, bowl ing alley, barber shop, bar-room and a large and commodious dining room, capa ble of seating over a hundred guests at a time. Bath houses will be erected for still- water bathing, and on Point Caswell beach for the convenience of all wishing to in dulge in surf bathing. Water will be car ried throughout the house, and all modern improvements included that can add to the pleasure and comfort of patrons. A band of music will be engaged for the entire sea son and in short every inducement offered to make the hotel first class and attractive as a seaside resort. A new and fast boat will be purchased and put on the river, to run in connection with the Passport, leaving here in the afternoon and returning in the morning, and makingthc distance in not over one hour and a half. To people about here the many advantages possessed by Smithville over any other point in North Carolina for a summer resort are well known ; but for the benefit of outsiders we may mention its elevated and commanding situation, the magnificent ,bay it overlooks, the unsurpassed surf in easy reach, the fine roads for driving leading out of the town; the bountiful supply of fish, oysters and other products of the sea, always to be had; the constant motion and agreeable as pect of its harbor as the entrepot of Wil mington, with vessels and steamships con stantly coming in andgoing out ; and, not to particularize farther, its nearness to Wilmington, the chief city of the State, and whose people will be daily, in large numbers, guests at the hotel. Sharpies are already being built to accommodate parties desiring to sail round the harbor and visit the numerous points of interest adjacent; and even other inducements are mentioned to render the resort attractive and pleasing to all visitors. The excellent and well de served reputation the Purcell House is 1 making for itself under Capt. Perry's management is a sufficient guarantee as to what kind of a house the new hotel will be, and the proprietor has in additionprevious experience at Beaufort to serve him in the present venture. To give an idea as to the we may mention that though pre opinion of the enterprise held here, viously nothing but rumors have been current in regard to the matter, the affair having only yesterday been definitely de termined, still several applications have been received for board for the entire season. The success of the undertaking is already assured, and we hope ourip-coun-try friends will take advantage of the opportunity offered them andLgive Smith ville a trial, assured that they will be de lighted, and want to come again. While passing through St. Joseph, and having heard a great deal about the World's Epileptic Institute located here, I concluded to pay the celebrated Institution a short visit. We were met by Dr. Richmond, the proprietor, who has gained a reputation as broad as the land. He is a rather' small, yet prepossessing man, of very affable and gentlemanly manners. He gave us a hearty welcome, and took great pains in showing us tnrougn ms paiatiaiana mammoth institution It Is a five-story btaldlnjr. 300x180 feet, with base- mailt anH nnntolnl nvor tliNm luitul r.wl rw-vm and oan accommodate five hundred patients, and eaoh and every room is furnished In the most ele gant and lavish manner. But we will begin at the office, which is a large room furnished with rosewood furniture throughout- In the office are thousands of photographs of those who have been benefited by the Nervine. The walls are ele gantly papered, and are profusely decorated with rich and costly pic Sores, relieved here and there by busts in stone and bronze of eminent men of this and other countries. In connection with the Institute Is a mammoth printing house and bind ery, occupying six or seven large rooms, and a score of presses are kept running night and day turning out work for the doctor. The office Is one of the finest and most complete In the west, and he has the rooms decorated, carpeted and trimmed up with aa much care and luxury as is his own private office. On the first floor of this mammoth building Is the doctor's private office, the printing department, bindery, tank room, packing, bottling and consultation rooms, barber shop, drug store, etc., all of which are fitted up regardless or expense, xne second noor has toe notei omce, dining, QUiiard and cooking rooms, many guest chambers and several parlors. The third and fourth floors are all rooms, all of which are furnished with Brussels carpets and the finest furniture. The billiard room has six tables, all of which are free to the guests of the house and their friends. The bath room Is large and neat, and Is also free to guests. The entire building Is surrounded on the east and south by an elegant five acre park, in which are lovely trees, beds of rich and rare plants, gravel walks and drives, de licious arbors, and a most beautiful summer house. There are also a number of fountains that add wonderfully to the beauty of the park, which Is truly one of the most lovely and attrac tive In the western country, and the Institute has no equal for luxury and comfort in the world. Everything is perfection, and the visitor is at once charmed with the entire place and its sur roundings. An idea of the immensity of the doc tor's business may be given when we say that on the day we visited the Institute he showed us to his express room, aad we saw the expressman take goods labeled to the following places, to say nothing of hundreds of orders from all quarters of America: Lyons, France; Geneva, Switzerland: Madrid, Spain; Brussels, Belgium; Cape Town, Africa; Shanghai, Caina; Yokohama, Japan: Bom bay, India; Melbourne, Australia. The doctor employs hundreds of men and women In his In stitute in the several branches, aside from the immense force required to conduct the hoteL It Is worth a visit, and Dr. Richmond extends to all a cordial invitation to come and see him.
