This committee hereby publish the plan of organization of the Demo cratic party compiled from the rales and araeudmenta heretofore adopted by the State Democratic Executive Committee. TOWNSUIP ORGANIZATION. 1. The unit of county organization shall be the township. In each town ship there shall be an- executive com mittee to consist of five active Dem ocrats, who shall be elected by the Democratic voters of the several townships in meetings called by the county executive committee. And aid committee so elected shall elect one of its members aa chairman, who shall preside at all said committee meetings. 2. The several township executive committees shall convene at the meetings of the several county con ventions, or at aiy time and place that a majority and shall elect of them may elect, a conntv executive committee, to consist of not leas than five members, one of whom shall be designated aj chairman, who shall preside at all of said committee meet ings, 3. In case there shall be a failure on the part of any township to elect its executive committee for the pe riod of thirty days, the county ex ecutive committee shall appoint said committee from the Democratic vo ters of said township. 4. The members of the township coramitteew shall elect to any vacan cy occurring in said committee. 5. The county executive commit tee shall call all necessary county conventions by giving at least ten days notice by public advertisement in threo pablie places in each town ship, at the court-house door, and in any Democratic newspaper that may be pablished in said county, request ing all Democrats of the county to meet in convention in their respec tive township, on a common day therein stated, which said day shall not be lr than three days before the meeting of the county convention, for the purpose of electing" their dele gate to the county conventions. That thereupo the conventions so held shall elect their delegates to represent the township in the coun ty conventions from the Voters of the respective township, which dele gate, or such of them as shall at tend, shall vole the full Democratic strength of their respective town- sbips on all questions that may come 7 . . . I before the said county conventions. I Tbat in caso no convention shall be held in any township in pursuance of aaid call, or no 'election shall bo made, th township executive com milte ehalf atppbint such delegate. 6. Each township shall be entitled to cast in the county convention one vote for every twenty-five Democrat ic vote, and one vote for fractions of fifteen Democratic votes cast by that township at the last preceding gu bernatorial election: Provided, that very township ahall be entitled to cast at least one vote, and each township may send as many dele gates as it may sec fit. 7. That in case where township consist of more than one ward or precinct, each of aaid wardi shall bo entitled to send delegates to county conventions, and shall cast Its pro portionate part of .its township's vote, based upon the last preceding vote for Governor in said township. 8." The executive committees of the senatorial, congressional and ju dicial districts, respectively, shall, at at the call of the respective chair men, meet at some time and place in their respective districts, designated in said call. And it shall be their duty to appoint the time and place for holding conventions in their re spective districts; and the chairman of said respective committees shall immediately notify the chairmen of tne diuerent county., executive com mittees of said appointment, and the said county executive committees shall, forthwith call conventions of their respective counties in conform ity to said notice to send delegates to Baid respective district conven tions. STaTE CONVBNTIONS. 2. The State Convention shall be composed of delegates appointed-by the several county conventions. Each county shall be entitled to elect one delegate and one alternate for every one hundred and fifty Democratic votes, atod one delegate for fractions over seventy -five Democratic votes cast therein at the last preceding I gubernatorial election; and none but delegates or alternates so elected shall be entitled to seats in said con vention; provided, that every coun ty Bhall have at least one vote in said convention. GENERAL RULES. 1. Such delegate (or alternates of absent delegates) as may be present at any Democratic convention, shall be allowed to cast the whole vote to which their township or county may be entitled. 2. In all conventions provided by this system, after a vote is cast, there shall be no change in such vote until the final result of the ballot shall be announced by the chairman of said conventioa. 3. All Democratic executive com- I mittees shall have power to fill any I vacanov occurring in their respective bodies. 4. That the chairmen of the dif ferent county conventions shall cer tify the list of delegates and alter nates to the different district and State conventions. Ia 18S0 I came from the North to take charge of the gas works la Rome, as su perintendent, and after the overflow, which occurred ia the spring following, I was very much exposed to malarial poison, and In 1883 round my blood so coniaminaiea wiia the poison that I was forced to give up business. I was treated by the Rome phy sicians without relief, they advising me to go North, which I did. The doctors North told me that ray only hope was to return to the milder climste, and accordingly I came back to Rome completely broken down and nearly a skeleton. My trouble finally de termined in an abscess of the liver, and nearly every one (myself included) thought Lwss doomed to die within a few days.
