The South Carolina Legislature now in session, a few days ago heard a ' report of & commission appointed at its last session to suggest simpler and more efficient laws touching the assessment of property and the collection of taxes. The commission found that the principal defects of the present system are that (1) the property of the State is not returned for, taxation, arid that the valuation of property for taxation is not equal; that (2) the payment of taxes is practically voluntary, as the methods of enforcement are wholly insufficient that (3) the time fixed for the collection of taxes is not convenient. If the commission' had been at work in North Carolina instead of South Carolina it might have reported an almost identical result certainly so far as the complaint about equalization of the re turns of property and of assesments. We are pleased to see that President Ar thur, in his message to Congress, makes no favorable recommendation in regard to the bad measure known as the Blair Educa tional bill, taking many millions of dollars from the public treasury and giving them to the States for the people to fuss and quarrel over. Sad and unfortunate is the day when sovereign States become beggars at the door of the U. S. Treasury. The Southern States are now doing well in aid ing the education of children, but well do ing will soon cease when public officers and school-managers have millions ot U. S. money to squander and fight over. Is there no 'State pride" left in the land ?
