He said that "such was' the heat and temper of . the Secretary of War up on questions relating tb Arctic work that even upon the subject of ; ice, upon the question of an iceberg, the honorable Secretary of War could not keep cool. Dana h a bad' man but he knows how to tell the truth when it suits him to do so. In the following paragraph he does justice to the man he tried to defeat by misrepresentation and the party he so shamefully betrayed: "We sartKattheonly foundation to build on is the Democratic party, and that Without it all else is worthless; ana we re cord with satisfaction the fact that so far Mr. Cleveland has built upon this founda tion. Hb has expressed in his inaugural address sound and radical Democratic sent iments rand he has constructed a Cabinet of excellent and unquestionable Democratic material." ' - The Philadelphia JTeuss is an awful Radical sheet, but it is live and newsy and full of snap. It is just six months old and is a fine success. It has got a new and elegant building of its own, and it publishes a twelve-page sheet to give a history of its "new home" and pictures representing the offices, building, -fco. The editorial office is elegant and sumptuous. Mr. Moses P. Handy, formerly editor of that straight-out Democratic paper, the Richmond Enquirert has charge. Another member of the Con ference, Rev. W. I. Hull, has' died, but he was sick during the session. Civil service or no civil service, Zeb Yanoe is bound to have his fun. He says of the way the work goes on of "turning the rascals out": "The Administration is working the busi ness of removals and appointments about as they used to make soft soap in old times in xiorth Carolina. The art of making good soft soap consisted greatly in the way in wbicnit was stirred.
