The sentence is a reprimand, which is made by the President, as follows: The proceedings; findings and sentence in the case of Brigadier General Wm, B. Hazen, Chief Signal Officer, U. S. A., are hereby approved. British Consols that were received here before 10 o'clock showed a material advance, which had the effect of depressing prices , at the opening of the Stock Exchange, the first sales being ito lower, and in early dealings still lower prices were made for the most active list, but the decline was quickly checked and there was a rally before the close" of the first hour. The market then became less active, without the development of any special feature, and so continued during the greater part of the day, with a slight decline in quotations. In the after noon' Lackawanna developed decided weakness and the rest of the list sympa thized slightly, but in the last hour there was renewed strength all along the line.and the market closed steady at an advance which leaves quotations about midway be tween the highest and lowest, compared with last evening. All the active list Is lower, however. Union Pacific to-day agreed to ; the ' Pacific Mail compromise. Lackawanna is the only active stock more than fc lower, and is lie below yesterday.
