After the 1st of Jnly next the rate on all domestic first class matter, in cluding drop letters, at letter carrier offices, will be 2 cents per ounce or fraction thereof instead of 2 cents per half ounce. -This change will apply to mail addressed to Canada, but not to other foreign mails. To provide for wants that may arrise from the change in the rate on second clasB matter or newspapers mailed by pub lishers from 2 cents to 1 cent per pound, the department has decided to issue a newspaper and periodical stamp of the denomination of 1 cent, the design .and coiorof which will be the same as those "of , the .preseni series.
