has issued the following special rule for
the regulation and improvement of the
' cavil Service: ' -
,: - "Special Rule No. 2. approved July 18,
1884, ia hereby revoked. All applicants on
any register for the postal: or customs ser
vice, -who; on the first - day of November
next shall have been thereon one year or
i more, shall in conformity -with Rule 16 be
i no longer eligible f or; appointment; from

provided that the names of those persons
on the registers of the Commission eligible
for appointment prior to July 16," 1884,

houses have, suspended . payment since
Wednesday morning, and as the matter is

; failure of a single customer (who has been

has made an assignment to Mr. Cummingj
of the law .firm , of Vanderpoel, Green &
Cumming, with preferences for wages and
salaries; amount not stated. It is claimed
that Smith owes the firm of Wm. Heath &
Co. about one million dollars, and that that
firm owes its customers about the same
amount; The differences to -Wall street
houses are not likely to amount to over
$100,000. Heath & Co.'s seats, in : the
New York Stock 'Exchange are good for
$50,000. bo that Walt street houses will
lftM verv little bv the failure. It is more
likely to strengthen the hands of the bulls,
as Smith's operations have often prevented
the market from advancing. It is stated
that Smith ia also resoonsible for the fail
ure of Soutter & Co., having owed them
about $250,000. . It is the opinion of a
number of people on the street that Smith's
failure was brought ,- about - by Wm. H.
Vanderbilt, who advanced the market ih
