But all this may be a groundless report. The Richmond Whig has changed its editors, politics and appearance. It is now a Virginian paper, Demo cratic in politics, but not an organ. Its third number is before ! us, and it is well edited and newsy.! jit began its new life on its sixty-second anni versary, f j I i Abolish the system and change the man ner of collecting the tax. Cfraham Gleaner. ' This refers to the internal revenue. Bat if you "abolish the system" there will be no tax to collect, j Retain the tax and "change the manner, of col lecting" will do. Whiskev and to bacco are better able to pear a high lax than woollen goods, - shoes, blankets, trace-chains, jack-knives, ;ups and saucers, windowj glass, cot ton-ties and so on. It is a little bit nauseating to hear reform sheets, especially of a Re publican stripe, talking of Demo cratic "spoilsmen" arguing "that the Democrats ought to have half the offices." Such talk is very brassy. The Democrats ought to have all, and he is a sorry sort of a Democrat who ill does not say so, whatever else he may be. Let them try jthis foolish ness in 1888, if they please, and see what comes of it. J ! Senator. Ransom made the best eulogy of any on Vice President Hendricks. It was gribeful, classi cal, touching and rhetorical. The Senator never discusses! fore the Senate, but on! questions be- solemn occa sions when funeral orations are re quired he is peculiarly happy. His 'addresses on Representative Shackel ford, Senator -Burnsiiie and Vice President Hendricks w;ere excellent efforts.- Commenting on a paragraph in the Stab, our friend the Warrenton Ga zette says : -t- ! i "It is the Agent's dutylto bring settlers into the State by informing them of the climate, products, soil, resources, &c, but we were not before aware that it was a part of his special duty to prevent our citizens leaving if they see proper. The Stab did not intend to convey that idea. While the Agent brings a cost of $64 in 100 immigrants at each, the State is losing hundreds of its citizens. What is needed is some thing to make "Tar-peels" stick to the Old North State Those Democratic papers in North Carolina that favor what is called Civil Service reform will of course ! - the same prin- favor the extension of! ciple to State officers. Make the trial in the next State election. Let the platform favor allowing all Re publicans to stand an equal chance with Democrats in standing exami nations for office and then see how it will work at the tool Is. if it is really so excellent and necessary a thing why not apply it to all to State officials a9 well as Federal ? Why not? j 1 1 : r. "The Wilmington Stab is about the only leading North Carolina1 journal which op poses the Blair bill, and the grounds of its opposition are that it la unconstitutional. . AmevLUe Advance. - The Stab is not alone in jBianding up for sound Democratic princ in North Carolina. The Charlotte Democrat, Salisbury Watch'mant8cot land Neck Democrat, Clinton Cau casian, Pittsboro Homei and perhaps others, edited by men of intelligence and education, are opposed to the Paternal system, and to such danger ous measures as Blair bills. The Stab has offered many objections to the' bill other than its unconstitu tionality. If it was not a foregone conclusion that the grab-game is to win it would go into the discussion de novo and present every objection possible. The Board of Audit and Fi nance meet in regular session to morrow. There were thirty-nine inter ments in Bellevue cemetery during the year 1885. Three marriage licenses issued the past week one for whites and two for blacks. There was a further advance of five cents per bushel in the price of pea nuts yesterday. The Board of Aldermen meet in regular monthly session to-morrow af ternoon at 4 o'clock, No interments in Oakdale or Bellevue cemeteries the past week. In Pine Forest (colored) cemetery there were four interments three adults and one child. Superior Court. At the recent term of this court for New Hanover county, there were eighty-two cases on the calendar, which were disposed of as follows: Continued; 46; carried to the Supreme Court on appeal, 2; removed to the U. S. Court, 1 ; mistrial, 1 ; final de crees, 5; judgments, 27. Solicitor O. H. Allen made the following report concerning the Clerk's office: "I respectfully report that I have made an examination of the office of the Clerk of the Superior Court, and I and the judg ments and orders properly recorded and all papers and books filed and In good condi tion; and all other matters pertaining to the office well attended to. Puqh, belonging to Messrs. R. Moore & Co., of Mobile, Ala., contractors, has been fitted with new and powerful machinery adapted to dredging the oyster rocks and shells in New river. Capt. George Lord has charge of the dredge, tugs and scows. They will be taken around to New river the latter part of this week proba bly. The contractors have a little-work yet to do in the Cape Fear, balow Wilmington the removal of a few logs and stumps and this will be completed before the dredge s taken to its new field of labor. Religions Notices. The subject of Dr. Pritchard'a sermon to-night is "Dorcas, . the Charitable Wo man." : " At St. Paul's Evangelical Lutheran Church there will be English services to day, both morning and evening. At St. '.John's. Church, Rev. J. Carmi cbael, D. D., rector, to-day the Fourth 8unday after Epiphany there will be holy communion at 7.80 a. in, ; morning prayer at 11 o'clock; Sunday School at 4 p. m., and evening prayer at 7.45 o'clock. ftbodes of the Revenue Rhodes, who was formerly attached to the revenue steamer Colfax and who has many warm friends in Wilming ton, is now one of te officer of the reve nue cutter Oliver 'oleott, on .the Pacific coast. This steamei recently made an im portant seizure of smuggled opium, valued at $45,000, in Kafisan Bay, Alaska, in which Lieut. Rhodep, with his usual good luck, figured. An account of the affair in the-Portland Oregonian says: "The revenue cijtter Woleott is just in 'from Alaska with 8,100 pounds of seized opium that had hieen cached from the Idaho. This is theybiggest haul yet". On the 10th inst, the cutter left Port Towns end on her cruise, accompanied by Collec tor Beecher. On the 14th, at 10.15, she arrived at Kaasan jbay and anchored, and the collector, accompanied by Lieut. Rhodes and eight men from the steamer, went ashore at the cannery. This cannery is said to be owned or leased by Capt. Carroll, of the Idfyho; and was found in charge of two met, the foreman having gone to Wrangle to imeet the Idaho. Four teen barrels landed jjy the Idaho on her last trip, and said to contain furs, were opened and found to be fillejd with prepared opium. The cutter was at opce signalled, and after considerable trouble and difficulty, forced her way through the ice to the wharf. The amount of opium Seized amountsto 8,012 pounds, valued at $45,000. "The officers offthe revenue service at this port are entitle!! to much praise for the able manner in which this trip was carried out. No doubt exists that this smuggling, has been carried on for many years." Weather Indication. The following are the indications for o day: -: For the Middle Atlantic States, cloudy weather, with local snows, winds generally westerly, generally backing to southerly, colder weather durjjng to-night, followed by slowly rising temperature. For the South Atlantic States, fair weather during td-night, followed during Sunday by local rains, winds generally from west to south, falling barometer, and slowly rising temperature. Small Fire. :j There was a small fire yesterday morn ing about four o'clock, on Bladen between Eighth and Ninth streets, in a frame house occupied by colored people. The damage was slight, as the fire was extinguished by the inmates of the! building soon after it was discovered. The fire alarm was sound ed, however, and brought out all the Fire Department. ;j Confederate Pensioners. The clerk of the. Superior Court, S. Van Amringe, Esq , says that he has pension warrants for the following persons: Wm. Solmans, L. R. Carteret, Susan A. Jones, and Henry O. Quikn. If these pensioners do not call for their pensions within the next ten days it will be the duty of Mr. Van Amringe to return the warrants to the State authorities in Raleigh. New Firm. ! S. Van Amringe, Esq , and his son, Mr. Cyrus S. Van Amringe, have formed a copartnership for; the transaction of busi ness as auctioneers and real estate agents. The officers arid visitors of the associa tion are requested not to forget the regular monthly meeting of the association, to be held at Miss Hart's school house on Tues day afternoon Inext, at half past three o'clock.
