The ; State ; Forest Commission is asking the Legislature for ao appro priation of ,$75,000 tj carry on for the present year the work which it is directed by law to pierform. Those who regard this as a large sum for the. purpose cannot fully appreciate the . extent and importance of this work. 'It is to be remembered that a beginning is now to be made, and on its effectiveness will argely depend the results that are to be derived from the care and preservation of the forests of the State. Much has the been said from time to time of rtance to the future of the State f the protection of its forest lands n devastation, but it is not easy impress upon the people how are cons It involves sources of widely their interests cerned in the matter. the protection of the our most important streams by preserving in them an equable flow. The destruction of the forests eaves them subject to floods int ime of heavy ra;ns and of melting snow, and deprives. them of their due-supply of water during the greater part' of the year. This not only has a dis astrous effect upon navigable streams, but seriously affects the fertility of cultivated lands along all the sti earns and on all the slopes around the for est regions. The climate is made subject to violent changes and the health and comfort of the people are materially affected, j .The legislation that has been al ready secured is an acknowledgment of the value and importance of. the work which the btate has undertaken, and now it needs only to be sus tained. The lands under the charge of the commission already include an area of a million acres. They com prise parts of fourteen different counties and of one hundred and thirty -five townships. v i i POLITICAL j POINTS. Senator Edmunds is prancing with partisan zeal. There is to be a Sena torial election in Vermont pretty soon. Cincinnati Commercial, Bep. John RandolDhi once sneered at tbe heads of Departments as the clerks of the President. Mr. Edmund's idea seems to be that they are the clerks of tbe Senate. The President s message serves, to correct this notion. Boston Herald, Rep. The Constitution of the United States seems to be construed with a very couvenient haziness at the Senate end of Pennsylvania avenue, but-tbe other end seems to have clearly defined views Phil Times, Ind. Senator Blair's statements as to illiteracy and its increase .in 'the South are being strongly- denied. The Florida Herald points out that I "in 1870 the per centage of illiterates was 310, while in 1880 it was 255 to the 1,000." Phil. Record, Dem ' The essential issue now is assuming the sole whether the Presid 'Dt, responsibility for suspensions, is not in a better posiliott.thau.thei majority Senators desiring to meddle with suspensions but to avoid all responsibility! whatever. N. T. Times, Rep. I By adroitly pushing, the color line into tbe bowels of Senator Blair's Edu cational bill it is highly i probable that Sena tor Allison has given it a fatal staD.
