Before one word is said in Congressional debate, the Democratic members should meet in caucus and decide UDon the action of the party. In that caucus every member of Congress representing a Democratic con stituency in the States of Kentucky, Vir ginia and North Carolina, should stand up manfully for his people, but when the ques tion is decided, every man of them should di&w his battle blade and swear eternal fidelity- to the National Democracy. rraaetooro metsenger. Race peculiarities, are no less marked and influential in their tendencies and results than those of individuals.-. If there are po tent reasons why a certain individual should not be forced into a certain sphere of life, and why it would be cruel to place him under the conditions of such a sphere, why does not the same thing hold good in relation to races? If it is wrone to sdoiI a good blacksmith to make a starveling attor ney, wny is it ngnt to rum a race of suc cessful cotton choppers and cooks in a vaia attempt to transform them into scientists and Senators? It seems to us that along this line there is food for much sober re flection. Goldsboro Advance. The Republican party makes a great hue and cry on account of the solidlSouth, and questions our loyalty, impugns our motives on all occasions, and in every Republican convention their resolutions are bitter and full of hate. The hate is with them, not with us. We are for the Government, to be administered for the good of the people, - they are for the spoils. Ever since the war the people of the South have by every act manifested a desire to 1st bygones be bygones. It has en- I. deavored to work only for the good of the country; to place men men of charscter and brains in all places of trust, and to do this, it was and is, a necessity that Dem ocrata fill the offices. The country holds the white people of the South responsible for every act, and especially for a just and equitable administration of her affairs. Ex perience has proved that to ensure this the Democrats, or white people of the South must rule. FayetteviUi Observer. Spirits Turpentine. Rockingham Rocket'. The di rectors of Roberdel Manufacturing Com pany, at a call meeting last week, decided to increase the stock of the Company twenty per cent., thus raising the capital stock to $125,000, the privilege of increase being confined to the present share-holders. He is a - No. 1 blacksmith, an industrious, upright colored man. -Charlotte Chronicle: The rather interesting news that Mr. J. W. Beam, a harness maker of Gastonia, has fallen heir to a fortune estimated at not less than four million ($4,000,000) dollars, was circulated about town yesterday. The report of Dr. F, Scarr, cemetery keeper, shows that during the month of November just passed, there were 14-deaths in Charlotte, of which number six were among the white popula tion. Capt. KobertjKoper, who has a nine-mile contract on the new railroad from Monroe to Atlanta, was in the city yesterday, and from him a Chronicle re porter learned that the work of laying rail will be commenced by January 1st. Mr. J. B. Conley writes us fronv Charles ton under datej&f yesterday that the jail of Swain county was broken open the night before, and three prisoners sent there by .the Federal Court for safe keeping freed themselves by filing two bars which they prized off. Mr. Conley says the commis sioners will hardly consent to put in a new cage. The present one cost $2,100, and the first man put in got out the first night. It is estimated that the fitate Treasury will be gin the hew fiscal year with something like $95,000 in the treasury. The State Treas urer's estimate of resources tor the. year 1883 was based upon a total lax valuation of property of $202,000,000 at 23 , cents on the $100. ThU. with the various epecial taxes, would, according to the estimate made, make the total resources for the year $792,997.06. It was. supposed at the time the estimate was made that the legislature would reduce the 8tate tax from 25 cents to 23 cents on the $100; but the tax was re duced to 20 cents, and on the basis of $202, 000,000 worth of property - the resources would fall short of the estimate. It ap pears, however, that the valuation of pro perty in the State will be $209,000,000. upon which a tax of 20 cents on the $100 will be collected. From this source will be derived a revenue of $422,000 which will be increased by the various special taxes to $773,627.06, thus making the actual re sources $19,370 less than the estimated re sources. The estimated expenses f oral! pur poses including all appropriations " for 1888 are $697,650. This includes every thing for which the State "will be liable du ring the year. Then it appears that there will be a balance in the treasury of $75," 877 06 at the close of the fiscal year of 1888 Add to this the amount in the treas ury at the commencement of the fiscal Year December 1st, 1887, which amount is $95, 000 and there will be a total balance at the close of the year 1838 of $170,977.08. Now if the drummer's license tax, amounting to S3U.WU, aocm which there is so much talk and which unscrupulous and ignorant per sons are making an excuse for crying down the price of State bonds, be lost to the State, there will be still a balance in the treasury of $90,077.06 at the close of the year 1888 after every liability has been met. which includes the interest on all four and six per cent, bonds out-standing. Besides this, the State has recently bought in near ly $300,000 of her bonds. The remains were taken to the residence of Mr. Jos. G. Brown, son-in-law of Dr. Burk- head, followed by a long lino of carriages in mournful procession, where they will rest until 3 o'clock this p. m , when they will be conveyed to Edenton Street Methodist church from where the funeral services will be held. Chapel Hill dots : Mr. Weeks s report of "Famous North Carolina Duels" was a subject well thought of and very entertain ing.
