Tonne Thieves. ' A bold attempt to rob a lady of her purse was made last Thursday after noon a few minutes after five o'clock. by a colored boy about fifteen or six teen years of age. He was in com pany with another boy of about the same age. They overtook the lady near the corner of Fourth and Mar ket streets, as she was returning home from shopping, and the smaller one of the two boys seized the purse which she carried in one hand and endeav ored to force her to relinquish it. The lady resisted the attempt however, and a gentleman approaching, the yoUng rascals ran off. There seems to be a gang of young scamps about town who are up to all sorts of deviltry and crime. Small white children are frequently abused and beaten by them, and shop-keepers constantly complain of their dep redations. A few days ago one of these boys boldly robbed a store on South Fourt street of a lot of oranges, and got away, though he was pursued by the store-keeper. " Festival of gt. Davis, a colored boy charged with throwing stones in the streets was sentenced to ten days' confine ment in the city, prison, at, the Mayors Court yesterday. Amos Boston, a colored drummer, charged with disorderly .conduct, was sentenced to pay a fine of twenty dollars or be imprisoned thirty days. The defendant appealed and was re quired to give bond in the sum of one hundred dollars to prosecute the ap peal. Afterwards, he used language offensive to the Court and was order ed to be committed to the city prison for twenty-four hours for contempt. Judgment was suspended in the case of W. L. Burkhimer, arrested for fighting. Sam Caldwell, the com plainant in this case, was called but failed to answer, and a fine of ten dollars was entered against him. Tne Excursion Rate Committee. The joint committee from the Chamber of Commerce and Produce Exchange, appointed to confer with the railroad authorities here, had an interview yesterday with Mr. T. M. Emerson, General Passenger Agent of the Atlantic Coast Line. The com mittee stated the generally expressed desire of the business community that the railroad authorities would sell tickets at reduced rates one day in each week to persons coming to Wil mington from points along the lines of the roads. Mr. Emerson received the committee courteously and pro mised to report -the matter to the management of the Wilmington & Weldon and Wilmington, Columbia & Augusta Railroads, -and expressed the hope that it would be favorably considered. A Washington correspondent says that a reduction in the expense of collecting customs revenue has been determined upon and the plan pre pared by Assistant Secretary May- nard has been approved by Secretary Fairchild and will be put into effect with the beginning of the new year. Tne orders as to these changes have already been issued. Mr. Maynard summarizes the plan a? follows r There are now 139 collection dis tricts in the United States. In 64 of these the revenues are much less than the expenses. For instance, there are 44 districts in which the total collec tions do not exceed $5,000, while the expenditures aggregate $95,000. In the other 20 non-self-supporting dis tricts the collections are less than $25,000 and the expenditures amount to $52,000. The expenditures of these offices will be reduced by $1,115,835 a year, principally by dismissals, and ahjorby reductions 01 salaries in sev eral instances. Mr. Sol Haas, formerly a citizen of Wilmington, it is stated is to be Gen eral Manager of the West Point Ter minal system. Mr. Haas is the traffio manager now, and it is supposed that if he takes charge of the general man ager's office he will do away with the title of traffio manager and have all the general freight agents and tb general freight agents of the Rich mond and Danville line and the East Tennessee line report direct to him, as at present. It is understood that if this change is made Capt. W. H. Green will be made general superin tendent or acting general superin tendent of the Richmond and Dan ville system, and General Superin tendent Hudson, of the East Tennes see, Virginia and Georgia,be retained in that position.
