The day wa pleasant at the beach and wa heartily enjoyed. Six of the colored churches of the city were represent-ed-St. Stephen's, St. Luke's, St. Mark's, Mount Olive, the Central Baptist and the Chesnut Street Pres byterian. Committees from these churches were present to look after their different charges, and to see that all were served at the dinner that had been provided by each church. On the return of the boat in the afternoon a meeting was held at which the following was adopted: The committee, representing the several churches, met to express their heartfelt congratulations to Capt. J. W. Harper and the New Hanover Transit Company for their kind con sideration of the aged and Infirm ool ored people by giving them a day of pleasure from the toils and cares of every day life by the salt sea waves, where the old were once more made to feel themselves remembered and appreciated by the young. C TUESDAY, SEPTEMBER 18, 1888. Aatlt and Finance. The Board of Audit and Finance met in regular session yesterday af ternoon. Present, Mr. R. J. Jones, chairman, and Messrs. W. L Gore, J. F. Maunder and Jno. W. Hewitt. Report of the committee on Streets and Wharves on paving North Front street wa approved. The following resolution was of fered by the chairman: Whsreas, A tax of $2.00 on the $100 of valuation of the real and personal property of the citizens was levied for the year 1888, and In said levy twenty-five cents on the $100 of valuation was included for the purpose of paying the interest on the city's subscription to the stock of the Wilmington, Onslow and East Carolina railroad and the Cape Fear & Yadkin Valley railroad, and it now appears that such interest will not be required to be paid during the current year; therefore, It is hereby recommended to the Board of Aldermen that the city levy for the current year be reduced one-eightb, making the tax levy the same as that of last year. It Is hereby ordered that the clerk of this Board be instructed to hand a copy of these proceedings to the Mayor, with the request that he call a meeting of the Board of Aldermen to consider the matter. Mr. Jones hoped that the matter would meet with the approval of the Board . He thought It due to the tax payers to relieve them of the pay ment of this unnecessary tax; tne bonds have not yet been issued, and it is a question if the tax could be col lected, if any one was disposed to fight it. ' On Mr. Gorew motion, the resolu tion was adopted, unanimously. The ordinance levying a tax of $25 per month on "ticket scalpers," as adopted by the Board of Aldermen, was laid before the Board. Mr. Gore thought it too heavy a tax to impose. Mr. H. H. Kasprowicz, a ticket broker, was present and was accord ed a hearing. He said the railroad companies wanted to stamp out the business entirely. It was a legiti mate business; but it did not amount . to more than fllty dollars a monin, and the profits were not more than $10 or $15 per month. He thought a reasonable tax would be $50 a year the same as paid in Charleston, S. C. The chairman said the Board was not sufficiently informed about the matter; there were two sides to the question. He suggested that con sideration of the ordinance be de ferred until the next regular meeting, and it was so ordered. Bills for current expenses amount ing to $525.55 were then audited and approved, and the Board adjourned. Juror (er lb Federal Court.
