The resolu tion heretofore offered by Mr. Chandler, in structing the Committee on Appropriations to investigate the matter of naval officers' cia en, was takenup.and after btiog discuss ed tor some time the resolution went over without action. The confereccs report on the Interstate Commerce bill a!so went over, and the Senate returned consideration of the Legislative.. Executive and Judicial Appro pritttion bill, the pending question being an amendment to increase the clerical force of the Civil Service Commission A long and uninteresting discussion, which turned principally upon derelictions of the Poat cfSce Department, was carried on by Messrs. Cockrell, Teller. Veet and Stewart. Then Mr. Daniel attacked the Civil Ser vice system itself, as being un-American, n-Republican, and un-Democratic. Be hoped that it would lead the government back to the old principle, in which people were recognized as having the right to share in the people's offices If the R-publican party would go about it sincerely and help to rid the country of that humbug, he would pledge them at least one Democratic vote to sssist them in do ing it. He longed to ' see the time when a phis American citizen might feel that there was co bar to any office under the governrxenr, of wlich he was worthy. And he hoped that the new administration and its advi -ets would find some way of amending the system so as to throw open the doors to all applicants, although they might be subjecteJ, when necessary, to proper examination. Mr. Chandler took the flnor. but yielded to a motion to adjourn, Mr. Harris sta tiag that he had a special reason for desir ioe ane arly adjournment and the Senate at 4:35 adjourned. Hatch, cf Missouri, endeavored to secure a consideration of the agricultural appropriation bill, but Mr. O'Neill, of Pconsjlvanis, brought forward the bill in creasicg the pension of the widow of Brig. Gen. W. H Emory, on which the previous question has been ordered since Juns last. The House voted (jeaa 105. cays 93) to consider the measure. Mr. Breckenridge, of Kentucky, then moved a recess, and for a time the House was in a maza of motions to consume tin e until 5 o'clock. That hour having arrived, by previous order the House took a red ss until 7 30 the eutning session to be for the utiuersuoQ or ouis reported from the Committee on Indian Affairs. At the evening session Mr. Peel, of Ar kansas, called up the House bill to divide a portion 6f the reservation of the 8ioux cation of Indians in Dakota into separate reservations, and to secure the relinquish ment of IndUo title to the remainder. Sev eral amendments were adopted, the previ ous question was ordered, and the bill was laid aside until to-morrow. Several bills were passed local to the Northwestern States and Territories, and the floute at 10 30 ad j turned. They talked for an hour or so.but without conclusion, it is reported, as to the policy to be purusd upon lef illa tion or nominations. The gathering also in cluded a number of prominent Democrats outside or uongrees. . uovernor Hill stood by the aide of Secretary Whitney In the ball room of the latter's residence, and was introduced Vt those who called, with many of whom he held a few moments pleasant conversation. The Governorwas then escorted by Sena tor Ransom to the d.nmg room, where an elegant cold lunch was served to the guests. Then were at least 860 people present, in cluding nearly every Democratic member of the House acd many Senators. Later, in the afternoon Gov. The severity of the winter is increasing the distress caused oy me ramine in onaog l ung and Hancbi- tera. It is estimated that 250.000 persons are starving in Chen Kiang. Loudon, Feb. 6. The British bark Bar go Bay, bound for Aucaland. was towed to Spithead to-day in a sinking condition She reports that., on Monday night last she was in collision with an unknown four masted steamer off Beachy Head, and that the steamer was sunk with all on board. Seamen of the Sargo Bay say they are cer taia that the lost steamer carried passen gers, and they estimate that it must have had one hundred souls aboard. Bills were Introduced in the Senate to-day to Incorporate the Bank of Leak sville, (passed third reading;) to amend the lews of the 8tate relating to rape; for the relief of sheriffs and tax col lectors; to amend the bird law; to repeal the law restoring bonds of Superior Court clerks and registers of deeds to $15, 000; granting leave of absence to members desirous of visiting the New Berne Fair; to punish 'keepers of houses of ill fame' (caused a long discussion.) Bills were introduced to levy a special tax in Greene county; to change the line between Davidson snd Forsyth; to incor porate the Pender snd Onslow Land and Improvement Co.; to incorporate the Farmers Cooperative School at Morebead City; to make ten hours a day's work where women and children work in fac tories; to change the time for holding Su perior Court in Moore and Harnett. A paper on the water supply of cities snd towns in North Carolina will be read to-night by Dr. Babnson. of Salem. The pressure for a change in the direc tory of the Penitentiary and other institu tions is getting to be heavy, and it is said that Governor Fowle ia besieged with ap plicants, it seems to oe settled that Mr. Sumps will retire from the position of Pre sident of the Penitentiary Board. Rumor had it a few daya since, that Col. Paul Fi son would succeed him, but this is denied to day. Toe circular of Treasurer Bain publish ed this morning to the Sheriffs of North Carolina, ia a great relief to the delinquent taxpayers of .Wake and other counties wucro properties were 10 nave oeen sold last Monday. The delinquent list of this county Is over six hundred names, and the extension of time until the first Monday in May comes in very opportune. The grand banquet of a number of the Alumni and old students of Trinity Col lege waa a brilliant event, and everything passed off as happy as a wedding feast. The festivities were kept up until the small houis. It is thought to have proven a con eiderable "boom" in the direction of the removal or tbe site or .the college to this city.
