The legislative appropriation bill was considered in the Senate yester day, and was passed after rejection of amendment to increase the clerical force of the civil service commission; fifty two private pension bills were passed in twenty-three minntes; in the Honse the army appropriation bill was amended and passed; the President sent in further correspon dence relative to Samoa White Cap9 are operating on Chincoteaffue island, Va., and-several white persons Lave been whipped by them; one man who has been threatened has pre pared himself and will kill the first man who interferes with him. A Baltimore paper reports the case of a man who, was buried alive, and a groan being heard from his grave, he was taken np and carried home, where be made. a good die of it in two days. The failure of the Paciflo Guano Company of MassachnRetts has created a great sensation in the business circles of Charleston, S. G. A young man named Golden was arrested in Barnwell, S. p., yester day, charged with a murder in Texas; he has been in Barnwell over a year and married there. Cashier Gookin, of the Manhat tan Elevated Railroad Con New York, has sought refuge in Canada, leaving his account $70, 00 short. A bomb v?as eiploded yesterday in the area of a New York brewery, which dam aged the walls of the building and broke the glass in many windows, but no other damage was done. Total receipts of cotton at all of the ports since Sept. 1st, 4,536,285 bales A full caucus of Republican Senators was held yesterday morn ing, on the admission of territories, when it was decided to sustain the Senatorial conferees in their disagree ment upon the omnibus bill, which proposes to admit the two Dakotas, Moutana and New Mexico. There was a fire in a military hospital in Madrid yesterday, in which were four hundred and thirty patients; they be came panic stricken, and many were unable to help themselves, but the nurses and doctors succeeded in re moving all of them safely. The Riverside cotton mill, at North Bridge, Mass., was burned yesterday; loss $50,000. The PaciQc Guano Company, of Woods Hole, Mass., have made an assignment, with lia bilities of one million dollars; they have mines at Beaufort and works at Cbarleon, S. Dr. Satterlee, of New York City, has been elected Bishop of the Diocese of Eastern Michigan, Epis copal Cbnrch. A school teacher died leaving a foriuae of $100,000, bat it was not made in teaching. A noble profession was pursued probably for the love of it. Gov. Hill, of New Yoik, was en thusiastically received in Washing ton, and cheers were given for "Hill in 1892." Time will show whether these cheers are empty or not. The managers of National Confed erate Soldiers' Home, nnder a char ter of the State of Texas, make an appeal to the North to help the des titute and disabled Confederate sol diers. We do not like that. We are profoundly sorry to see it announced that Mr. Charles R. Jones, the well known Charlotte journalist, is insane. We must hope that in God's mercy he may be restored to his former self nnder tbe needed treatment. Infamous Northern Radical sheets are trying to bold Representative Breckinridge, of Arkansas, responsi ble for tbe murder of Col. Clayton. This is very shameful and detesta ble. Mr. B. is a Southern gentleman, and that is enough to protect bim -against all aeeaults of low-down scribblers. Geo. Alabone has not modified bis remarks in Charleston as reported in dealing with the negroes. In a pub- lished letter he says the negro is a I . . Belle Boyd, the once famous Con federate spy, hag been ambushed and assassinated in Arkansas. Her hus band, Jim Starr, is in hot pursuit of the murderers. A special to tbe N. Y. Mrs. Harrison possesses more olaira to the respect and confidence of the Southern people. She is reported in the World as recently saying: '"If there is one thing above another.' said Mra Harrison to me, 'that I detest,and have detested all my life, it is being made a circus of. He complained of "the bad treatment of his race in the South, . especially at hotels, on rail road trains and other public places." Moran, D.D. passed through Wilmington a few days ago, on his way to Florida for his health. Young- men are invited to the 5.S0 o'clock Sunday afternoon meet ing at the Y. M. G. A. rooms over the Bank of New Hanover. The Ladies' Concordia Society an auxiliary of the congregation of the Temple of Israel will have a fes tival at Concordia Hall, oh the night of Tuesday, the 12th inst. At St. Andrew's Church to-morrow morning the pastor. Rev. Mr. Primrose, will preach in exposition of Jacob's oharaoter and wrestling; at night, on the Golden Rule. "Fleming's Bad Boys" as musi cians "take the cake." There are only two of them, but they play on four different instruments at one and tbe same time, and make sweet music, Mr. Odcar Pearsall's new build ing on Mulberry street, which was dc stroyed by fire yesterday morning, was insured for $1,000 with Messrs. Smith & Boatwright, in the Liver pool, London & Globe Company. The basket festival given last night at the residence of Mr. John Pigford, on North Front street, for the benefit of the First Baptist church was quite an enjoyable affair. The receipts amounted to about sixty dol lars. Commencing with this evening and continuing until fnrther notice, the business and working men's Sat nrday night prayer and experience meeting at the 8eaman's Bethel will begin at 8 o'clock. Ladies are invited to attend. A fire alarm from box 35, cor ner of Eighth and Market streets, was sent in yesterday about noon. Tbe fire was in a building occupied as a dwelling and store by Mr. M. O. Cole, corner of Market and Thirteenth streets. The fire was put out soon after it was discovered, and the dam age was trifliug. ABmamtta. Of Milton Nobles and his new play, which will be presented at the Opera Honse to-night, the New York Star recently said: Milton Nobles new play. "From Sire to Son,'1 is proving a strong at traotion at the Grand Opera Honse, and it deserves the highest success. It was a big step for Nobles to take, bat be has proved that he is fitted to fill a higher sphere, both as an acter aud dramatist. 1 his play is his best work, from a literary and constructive point of view. Hia language is always forceful, his climaxes intense and naturally wrought, and his charac ters flesh and blood creations that stand out with life-like prominence. As tbe reformed gambler Mr. Nobles fills the idea to perfection and gives some admirable instances of natural, quiet and effective acting. Dollie Nobles has made the hit of her life in this play. A reader of the Star desires to call the attention of the Judiciary Com- mittee of the Legislature to the ne cessity of an act making it the duty of some one to see that the office of Register of Deeds is properly kept and papers recorded in a plain, legi ble hand, &c. He says, "singularly enough, while it is a very important office, and one where titles are re corded, no one is required to look af ter the office, to see that the duties are properly attended to, while the solicitor is required to look after the clerk's office. Drath of Kirs. Paralsy. Mrs. 'Anna M Parsley, reliot of the late O. G. Parsley, died yesterday af ternoon in this city, at the residence of her son-in-law, Capt. O. A. Wig gins, in her 75th year. She was the mother of Col. Wm. L. Parsley, of the Third N. C. Infantry, who was killed in battle during the late war, of Mr. O. Q. Parsley, Mr. Geo. D. Par sley, and Mr. Walter L. Parsley and of Mrs. Henry Savage, Mrs. Geo. A. Peck, and Mrs. O. A. Wiggins Her funeral will take place to day at 3.30 o'clock from the First Presbyterian Church. vatar isoeinont. Kxemaaent mt Uoidafcoro. j A correspondent of the Richmond Dispatch, of yesterday, says: "There is much excitement at Goldsboro, growing out of a circular , of -a very fanatical character; issued by negroes who are wild i over a scheme for whole sale emigration to Arkansas. The circular has been - gotten np by ne groes and sent in all directions. I It calls a meeting of negroes at Golds boro Saturday next at 1 o'clock! to which no white person will be admit ted, it says tne nana or trod is in this movement, and that the negroes must go to Arkansas, which the circu lar describes as aland ot plenty wnere men can earn $4 a day. The negroes are throwing np their (arm labor con tracts and deserting the farms. In some sections not a negro remains. It is a very serious matter to farmers. The circular has by its outrageous character excited much indignation, and ry,"JprdperJy on tbe part of the white people, tit whom It appears to be specially directed. There are rumors that there may be trouble Saturday, due to the presence at Goldsboro of such a large, and of course, excited mass of negroes from tbe entire county of Wayne, but any thing of that kind would of course be promptly repressed." Persons who arrived in this city yesterday evening from Goldsboro said that there was considerable ex oitement there; that 700 negroes were to assemble at that place to-day to take their departure for Arkansas, and that as many of them were run nlng off from their families and abandoning contracts, some of the white farmers of Wayne county were determined to prevent their doing so, if possible. The Goldsboro Argus of yesterday, contains the following in reference to the trouble The names of the writers and pub lishers of the infamous negro circu lar that appeals to the lowest race prejudice of the negro and seeks to stir up sedition among the colored masses by calling an exclusive negro mass meeting in this city to morrow, for colored people only, men and women, "where no white people will be allowed," are known in this com munity. They are "educated negroes," that better was expected of. Their oameB are "on the list," and they will be held responsible in case of emer gency. Even aslt is,- their circular will be before the next grand jury. It is urged that "the Lord aud not the Richm nd & Danville Railroad is taking the negroes to Arkansas" tbe ignorant negroes and not those ''educated" ones that write infamous, incendiary ciroulars and dou't go themselves, but remain here and ex pect to be tolerated by the white peo ple whom they are seeking to arraign and prejudice their race agaiust. But after all, may it not be that the Lord is on the side of tbe white people in this exodus? Blessings in disguise frequently come to a people. Birtsn of Information.
