Hale and Plamb made - it the occasion to speak, in the most complimentary manner of the present administration of the Navy Depart ment; some amendments were adopt ed and the bill passed; in the House the entire session was occupied In a debate on the Smalls-Elliott contest ed election case from South Carolina. In a communication from the Treasury Department, transmitted to Congress yesterday, it is stated that on the 1st of January last there were two hundred and twenty-one more grain distilleries in operation than there were on the previous 1st of Jan uary - The Democratic members of the Committee on Ways and Means have completed their report on the Senate amendments to the tariff bill. A favorable report was made in the Senate yesterday on the nomina tion of Norman J. Coleman, of Mis souri, to be Secretary of Agriculture. Two well known lawyers of Rich mond, Ya., and a celebrated base-ball player, were sent to the grand jury yesterday, charged with intimidating voters at the November election. Another Irish member of Parliament has been sentenced to prison for incit ing tenants to adopt the plan of cam paign. The French Chamber of Dep uties have adopted the Scrutln D'Ar roudissement bill, which is variously commented on by the - newspapers; the Republicans journals argue that it gives great strength to the Repub lic, while the opposition journals claim that it will not change the ver dict of the people. A caucus of Republican Senators was held yester day, at which the Southern question was discussed, but nothing was de cided upon beyond the conclusion reached last week. - New York markets: Money easy at 1J2 per cent; cotton easier, middling up lands quoted at 10 116c, middling Or leans 10 5-16 cents; Southern flour more active and stronger; wheat: No. 2 red February 98f cents; eorn: No. 2, 43a44 cents at elevator; spirits tur pentine steady; rosin quiet. The moderate weather has persuaded the hens all over-the country to commence laying much earlier than usuaL Some old dealers believe that there will be a scarcity of eggs later in the summer They believe in the theory that a hen lays a certain number of eggs in a year, and if she lays more In an early arm season she will lay fewe later on or stop altogether. A Crtif Darkey ' A venerable darkey, with the frosts of many winters on his Kinky head, walked into the City Ball conrt room yesterday afternoon and announced to the Chief f Police that be wanted to address all the old gray beards in the community on a matter of the gravest Importance. Upon being urged to unbosom himself to ' the small assemblage then present, he said that he had discovered "the cause of these earthquakes or shakes," and wanted to tell it to the people; that they were caused by "two political worlds, the democratic and republican," coming together, and that the big shake that made things rattle and hum around Charleston a year or two ago, was occasioned by a question put to the President of the United States tbat he was unable to answer. The old negro was evidently crazy, but appeared to be quite harm less. He said that he came from BrunswickjBonnty and his name was Blakely. The State Convention of the Yonng Men's Christian Association, which will meet in this city March 21st, promises to be a pleasant oeoasion. Yesterday, the Social Committee of the Woman's Auxiliary of the Y. M. C. A. met and decided to give the del egates to the Convention a mid-day reeeption and lunch on the 22d, the second day of the Convention. Other committees of the Auxiliary will meet to-day to organize and lay outtheir plans of work. The corps of officers of the newly formed Auxiliary is composed of some of the best workers in the va rlous churches of the city. . Tsi. TvrpeMtla. Cvas-- " A correspondent at Savannah, Ga., writes that this season's reoeipts of spirits turpentine at that port will be nearly 15,000 casks short of last year's receipts, and a short crop of turpen tine and rosin Is looked for next year on account of the small box cutting this winter. As a result better prices are looked for. The stock of spirits on hand in the world is smaller than is generally supposed, but the price now is higher than it has been for three years. s ,ss. . Collision on Fraatt Street. . Two carts loaded with sand from the government lot on North Front street and dilven by small negro boys, came in collision near the cor ner of Fr6nt and Dock, . with effects that were rather disastrous! one of the carts being upset and the other having a shaft broken.
