James has been ap pointed Local Freight and Passenger Agent of the Cape Fear & Yadkin Valley Road, at Wilmington, and the selection is an admirable one in every particular. Mr. James has been in the ra I road business for the last twelve or thirteen years, and is thor oughly familiar with the freight and passenger department of railroads. He first started as a frtight conductor on the Atlantic coast ijine, ana on account of his attention to duties was promoted to passengers conductor, an 1 having served in this capacity lor some time, he was made Trace and Claim Agent on the tame line. He left here about four years since to take the position of Joint Agent of the Associated Railways at Charlotte, which position he has held until his recent appointment here. Mr. James it a native Wilming- tonian, and it will be a source of gratification to h s many friends to know of his return to his old home. The appointment is an excellent one and he will be a most valuable man to the road, both on ac count of his personal popularity and his general fitness for the position. Rletvroloslcal. Mr. F. P. Chaffee, observer in oharge of the Signal office in this oity, furnishes a summary of meteo -rologioal observations for the month of October, from which the following is taken, viz: Mean barometer, 80.059 inches; highest, 30.299, on the 22d; lowest, 28. 706, on the 27th. Mean temperature, 61 degrees; highest, 83, on the 1st; lowest, 87, on the 8th; total deficiency in tempera ture during month, 102 degrees; total deficiency since January 1st, 431. The prevailing direction of wind was from the North, and the total movement 4567 miles; highest veloc ity, 28 miles an hour, from the West, on the 27th. The total rainfall was 3.87 inches. Exoess in precipitation since January 1st, 3.88 inches. There were 16 cloudless days; 8 partly cloudy; 7 cloody. Frost was reported on the 9th the first of the season and there were thunder storms on the 13th, 23d and 26 h. Good boating water is reported in the Cape Fear and Black, rivers.
