YESTERDAY'S FIRE. Three Small7ramerHouses Burned Fire brokefoutabout half-past one o'clock yesterday afternoon in a one story frame house on Miller between Dickinson and Woods streets. An alarm was sent in from box No. 43, corner of Sixth and Red Cross streets, and the Fire Department responded promptly and were soon on the ground, but owing To the difficulty in getting water there being no fire-plugs within several squares of the fire this house and two other small frame buildings were des troyed. Two of the houses burned were owned by Josh Tucker, colored, and were occupied by Tucker and Rebecca McLean. The third house was owned by J no. Wright and occupied by Luan da Jordan, colored. The fire began in the house occupied by Tucker, who saved none of his furniture. The occu pants of the other houses saved their ef fects. The loss is estimated at $800 to $1,000; insured. The nearest fire plug was at Eighth and Red Cross, foursquares distant, and the nearest fire-alarm box was five squares away, Owing to these facts both of Tucker's houses were very nearly consumed before the Depart ment arrived, and Wright's house was on fire before the engine could get water. About eighteen hundred feet of hose were required to reach from the hydrant to the burning houses. A small house next to Wright's house also caught on fire, but the fire was extin guished before much damage resulted. W., O. & E. C. Railroad. It is expected that the Wilmington, Onslow & East Carolina Railroad will be completed to-day to Southwest Branch, a tributary of New Kiver about tour miles from Jacksonville. At this point connection will be established with Jacksonville by means of the little steamer Louise, which lormeny ran De tween Wilmington and Southport and was purchased some time since by the railroad company. A Called Meeting The Sewerage Problem An Ordinance Submitted andAdopted. A called meeting of the Board of Al dermen was held last night to consider the sewerage problem. There was pre sent at the meeting his Honor the Mayor, Aldermen Pearsall, Montgom ery, Post and Hicks. The Mayor stated the object of the meeting, and Col. Hall, Chief of Police, was called upon to state the sub stance of a proposition made by him to the Sanitary Committee. Before doing so he stated that there was a misapre hension as to his powers as Chief of Poliqe to grant permissionto lay sewer pipe in the city. The ordinance as it now stands makes it legal for any one to lay sewer pipe any wherein the city, and no one has the power to prevent them. The only condition being that the Chief of Police surpervise the work. The per mit given by the Chief is only for the purpose of keeping the police from interrupting and stopping them and no more. As to the suggestion made by him, it is as follows: As the probability of completing a general system of sewer age is remote, it seems hard to deny the citizens the privilege of putting, down sewer pipe for their own convenience at their own expense, which can be done with propriety and system by the city employing a first-class sani tary engineer no mere pretender who shall make a perfect survey of the city and give a topographical map, with a grade of the city and a thorough plan of prospective sewerage adapted to every street and alley in the city, and then pass and ordinance prohibiting any one from putting down any sewer pipe except in compliance with said plan; so, if the city should conclude to adopt sewerage(which will cost a large outlay of monev) the en gineer's map and plan are already paid for and at hand. If the city does not so act, then in a few years we will have the city sewer-piped by private enterprise, and at no expense to the city. After brief discussion the ordinance n relation to sewerage submitted at the last meeting, was again introduced by Alderman Pearsall, and was adopted unanimously, as follows: Be it ordained by the Board of Alder men of the City of Wilmington, and it is hereby ordained by the authority of the same: Section 1. That it shall not be lawful to lay down any pipe or drain in any street or attev of the city for the pur pose ot any kind of sewerage, without the consent of the Board of Aldermen first had and obtained for that purpose, and then only in conformity with such sanitary requirements as the County Board of Health, through the banitary Board of Health shall prescribe in writing, and under the direction of the City Engineer as to the character and execution of the work, whose compen sation for the same shall be fixed by the Board of Aldermen, and paid by the party for whom the work is done. bee. 2. 1 hat so much of subdivision 3, entitled "Sewers" of Article IV of the General Ordinances of the City, as is inconsistent with the provisions of Sec tion 1 of this Ordinance, is hereby re pealed. Sec. 3. 1 hat any one onending against the provisions of this Ordinance shall forfeit and pay fifty dollars for each day of violation. Sec 4. That this ordinance shall be in force from and after its passage. The Mayor called attention to the election held in the First Ward for an alderman to fill the vacancy caused by the resignation of Alderman Morton. Alderman Post nominated Mr. A. L. Scott for the position, but at Alderman Pearsall 's suggestion the election was postponed until the next regular meet ing of the Board. The Mayor announced that it was in order to elect a Mayor pro tem., and Alderman Hicks nominating Alderman Post, the latter was elected unanimously. A Crazy Nefcress. A colored woman named Lucy Hines, living on Tenth street, opposite the Sea Coast depot, on Sunday evening ha rangued a large crowd who had stopped while passing her abode. She preached from her porch. She said that God came to her in a dream one night about seven years ago, while she was living on the Sound, and told her to go to Wilming ton and preach to the sinful people of that town. She left her home that morning when the cock crew and walked to town, where she has worked ever since. Some time ago the city authorities had her under examination with regard to her sanityand found that she was not altogether crazy but laboring under re ligious excitement. She said Sunday that in future she would hold services Wednesday, Thursday and Friday even ings of each week, and special services on Sundays from 6 to 7 a. m., 2 to 3 and 6 to 7 p. m The Collectorship. Tames H. Young, who was appointed Collector of this port several weeks since, but whose appointment was "hung up" through the influence of some ot his pale-faced Republican friends, is very hopeful that he will handle the lm port entries and outward foreign mani fests before the close of 1890.
