The amateurs improve on acquaint ance, and the performance last night was pronounced by many superior to that of Friday night. Weather Forecast. The following are the weather fore casts for to-day: For Virginia, fair weather Tuesday and Wednesday, southwesterly winds and stationary temperature. For North Carolina, South Carolina As one of the committee appointed by you to look into the advisability of granting ihe petition of the W., O. & E. C. R. R. Co., asking for the privilege of right of way along certain streets of this city, and also that of Messrs. S. &'W. H. Northrop and others, I beg leave to say, that I concur in the report made by the majority of the committee, except as to granting right of way to the said rail road company along Front street. Re cognizing the fact that a railroad is for the public good, I would say that no unnecessary obstacle should be put in their way and therefore recommend that they be allowed to cross whatever streets be tween their present location and the proposed one it would be necessary to cross to reach it, but when the right of way over property adjacent to Front street can be purchased as cheap as they can get it, 1 do not think that this city is called upon to give any portion of a principal street for railroad purposes, except for crossing, as stated. Alderman Pearsall moved the adop tion of the minority report. The motion was lost, and the majority report, a s submitted, was adopted. The Mayor stated that it was incum bent on the Ordinance Committee to prepare an ordinance in regard to the matter. Col. A. M. Waddell, attorney for the railroad company, said that it was im portant that there be no delay in the matter. The company were ready to go to work at once, and if they had to wait until the next regular meeting of the Board it would be ruinous to their interests. Alderman Smith moved that the Board adjourn until 3 p. m. Wednes day to hear the report of the Ordinance Committee. Alderman Craft offered as a substitute that the Board meet at 8 p. m. Tuesday (to-morrow) evening. Alderman Craft's substitute was adopted. Alderman Post called attention to the fact that the railroad company had already the right of way on Queen street, and it was stated that the company would surrender that right. A petition for permission to erect a wooden building to be covered with tin and to be used as a blacksmith shop, on Nutt street, between Red Cross and Walnut, was, on motion of Alderman Pearsall, not granted. Alderman Post called attention to the matter of preparing plans for a system of sewerage. While an appropriation had been voted for the purpose, the sanitary committee had not been authorized to go ahead, and he asked that the Board take some action in the matter. Mr. Rudolph Herring, sanitary engineer, had made a proposition to furnish plans for $1,000. Alderman Pearsall offered the follow ing resolution in regard to the matter, which was adopted : That the Sewerage Committee be au thorized to negotiate with Mr. Rudolph Herring, or any other competent sani tary engineer, for plans and specifica tions for a system of sewerage, and that the committee be authorized to have necessary surveys made for the perfec tion of the plans under the supervision of the City Surveyor. The Board then adjourned, Small Fires. A small frame building on Mr. Pem broke Jones' place at Wrightsville was was burned Sunday night. The loss was small. A box of hot ashes is said to have started the blaze. The roof of the retort shed at the Carolina Oil Works, foot of Dawson street, caught fire about noon yesterday. inenre was extinguished by the em ployes at the works before the Depart ment could reach the place. Sunday morning, about 9 o'clock, a woodshed on the premises of Mr. W. Monroe, on Eighth, between Dock and Market streets, was discovered to be on fire.
