Third and Wooster streets, on account of tbe dis covery of fire in a one story frame dwel ling on Wright street, between Second and Tbird. Tbe flames, which were lo cated underneath the house, were quick ly suppressed by tbe fire department up)n its arrival. The fire was of incen diary origia. as a buadleof rags and a bottle o! keroteae oil were found uader the hcuis, near the locality of tbe fire. Sbortly before S o'clock yesterday morning the alarm of fire sounded from box S8, Fourth and Grace streets. The fire waa found in a kitchen in the rear of Mrs. A. Greenabaum's boarding honse on Cbesnot street, between Fourth and Fifth. It made sucn rapid headway that by the lime the department arrived the building was a mass of flames, which threatened several other hons;s. Tbe meeting ot the Railway Commis sion to-day 'promises to be tbe most memorable meeting of that body since its organization. Tbe questions of in creasing the taxable property of railroads and the reduction of passenger and freight rates of all railroads in the State will come up for consideration. All the railways have been invited to send rep retentattvet, who will be given a bearing. Governor Rutsell, Justice Walter Clark and other State officials will snbmit their views in writing on these matters in response to an invita tion. The anion pastenger station is well filled with private cars and the railroads are not wanting for representatives. Tbe seaboard is represented by its general superintendent. Capt. Bunch McBee General counsel. Judge L. R. Watts. and assistants. Judge MacRae and Capt. W. H. Day, are alto on hand. The Southern is very largely repre- lented. Elliot, pretideat, and Mr. Thos. M. Emerson, traffic manager, and the C. F. & Y. V. by Mr. Fry and Mr. Kyle. Letters from Gov. Rutsell, Josepbus Daniel and Walter Clark were read be fore the commission, urging increase in the valuation of railroad property and a redaction of passenger aad freight rates. judge Clark attacked the commission vigorously, and nis letter created a mild sensation. Ia bis letter Judge Clark stated that the Legislature would have passed tbe bill reducing rates had not two membert of the commission interfered. Commis sioner Otho Wilson filed an accompany. ing statemeat that Judge Clark's state ment was without fcuadation so far as It referred to him. judge Clark also stated that the sum was in excess of a reasonable allowance of four per cent, on the investment of the Atlantic Coast Line, the Sou hern and the Sea board railways, which these roads have carried out of North Carolina since the commission wat firtt established to re duce ratet; that tbe excets above legal rates in these six years has been near thirteen million dollars, ex clusive ot interest. tie lurtner ayt: "I do not advocate two-cent per mile rate on all railroads. Tbe rates should ba graded, at in many States. Those whose gross receipts exceed $4,- 090 per mile should charge not more than two cents per mile. Tbose whose gross receipts exceed $3,000 but less than $4,000, should charge not over two and a half ceats per mile, and all others not over three cents. The same, or a simi lar reduction and grading should be made in freight rates, the object being to allow a fair and just percentage of net profits on the actual value of the plants." All the railroads submitted statemen s in writing, presenting facts and argu ments against an increase of taxation anl reduction of rates. Mr. Warren G. Elliott first spoke. He argued strong! against the proposed increass in valua tion of railroad property, and covered tbe entire ground in aa able argument. Mr. Henry Page followed with a hu morous speech, rid culing tha state ments and the position of tha opposi tion. Col. Henderson, of tbe southern, and a number of other railway represen tatives spoke.
