A proposition was received from the Navaaaa Gaano Company to uke the Castle Havnes farm off the hands of the Sute, and to hire convicts for three years The Board authorized W. H. Chadbonrn and Superintendent Smith to confer with the company and report. , .-: - T. .... John H. Winder's proposition for leas ing tbe convicts and aa accompanying communication from Gov. Russell to tbe Board were read. Ia bis letter the Gov ernor advises acceptance of John H. Winder's proposal to take convict labor and pay all expenses, in consideration oi receiving alt tbe products of con vict labor. He says the proposal is bma fid, tnd suggests that the fol lowing indisputable requirements be imposed In the contract, to as to bring It strictly within the constitu tion nnd statutes, viz: That tba control and custody of convicts remain with the Sttte't ngentt; that rules and regula tions concerning the management and internal police of the institution remain with tbe superintendent and directom that no punishment be inflicted on con victs except by the superintendent and agenta; aad tbat tbe employment of the anperintendent tnd tbe guards still re main, with the board: that the salary of superintendent and clerk to the prison be paid by tbe contractors; that the power of the Governor and the Board of Directors to make investigations in matters pertaining to tbe prison, and the joint coamlttee of the General Astern bly, remain At they tre; that the contrac tors be required to keep in good repair til buildings and structures at the cen tral prison; tbat tbe bond of uoques t'oiable security in the sum of fifty thousand dollars, conditioned for the faithful performance ol tbe contract," be required of the contractors; that the proposal be accompanied by a deposit of three thousand dollars as earnest money, to be forfeited upon failure to comply with the proposal; that the feed ing, clothing and housing of tbe convicts be controlled and regulated by the su perintendent. Upon these conditions, and others which may be suggested. Governor Ruisell urges that the board give out tbe contract for tbe purpose of saving the Sute further expense in maintain ing the institution. This, he says, Mr. Winder proposes to do. and states that be should have the contract unless other parties make a better offer. As Mr. Winder does not include the Anson farm in hia proposal, the Gov ernor suggests tbat tbe state retain enough con victs to woik this. He saya the rent amounts to six per cent, on forty thousand dollars, when the farm is only worth ten thousand. The Governor says: "It is an open question whether it is best to attempt to get back the loss of about twelve thousand dollars in the Castle Hayne property, which is the amount due for convict labor, by pur chasing the property. This course ould necessitate the reservation ot few convicts to work the land." The Governor states that Thos, Evans, of Wilmington, has been employed to ascertain tbe lost to the5tate at Castle Hsyae for convicts' hire. . The letter concludes : I tm profoundly satisfied that it Is best for the Sute to take tuch, measures as will save tbe State harmless against farther lots and make the insti tution self-supporting, provided always that precaution! be taken againat cruel- tiea and abase. Superintendent Smith tabmitted a re port, stating that he would pay all debts aad have a sufficient quantity ot pro visions to last another year. He main tained tbat tba Penitentiary woald be more than self sust aining this year. The report showed . aa indebtedness of $05,000 and caah received. $18,000. with solvent credits amounting to $8 000. Discussion pro and con then followed and an adjournment was had until morn ing without action. Directore Sigmon, Chadboura and Martin are appointed a committee to draw op resolutions em bodying the views of the board aad nam ing the conditions upon which the lease woald be made.
