Its Friends Are Confident That the Treaty Win be Ratified. By Tetograpo to Uie Morning Star. gyVx8HrQT05, Feb. 1. The condi tion in the Senate respecting the Ha waiian annexation treaty has greatly improved and the friends of the treaty, including Senator Davis, chairman of the Foreign Relations Committee, are confident that sixty Senators, whose votes are necessary for a two-third ma jority, will vote for ratification. Con fidence in the changed condition is found in the determination of the friends of ratification to press forward the treaty to a final vote. This feel ing was shown when the proceedings of the Senate on the, treaty in execu tive session to-dav were opened. Sena tor Thurston maue a motion for the postponement of further consideration of the treaty until the last of March. The motion was not discussed at length, and was voted down viva voce. Senator White, of California, spoke in opposition to the ratification of the treaty". His was in the main a consti tutional argument, intended to show that tho annexation of territory which would require a navy to defend it had been from the beginning opposed to our theory of government. Mr. White read liberal extracts from Secretary Sherman's book, in which the Secretary dwells upon the un wisdom of making the islands a part of the United States, and he laid especial stress upon the Secretary's re marks in the latter part of his book to the elf ect that he hoped there would be no further effort to annex the islands during his lifetime. Senator White had not concluded his argument when the Senate ad journed. He took occasion to remark in reply to Senator Piatt's statement that the Sugar Trust was opposed to the treaty that most of the Senators who were popularly believed to be in terested in the Sugar Trust were favor able to the treaty. The first intimation of their e.sca' was given by an outsider in time to prevent all the prisoners in jail from escaping. By Telegraph to the Morning Star. Washinoton. February 1. The most elaborate entertainment of the present official season marked the wel- come of President Dole, of Hawaii, at the White House this evening. The decorations were exceedingly beauti ful and in perfect artistic taste. The guests included the members of the Cabinet, Senators, Congressmen and other distinguished officials. WARM WIRELETS. Special Star Correspondence. Raleigh, N. C, Feb. 1. The Railway Commission will next proceed against the Railways and of course the Southern for issuing free passes to newspapers. Otho Wilson admitted, when being examined as a witness before the Commission, that he received passes this year as editor of the Hayseeder Otho will probably be called on to show his newspaper passes, so that proceedings can be inaugurated. Dr. Abbott says that the issuance of passes to newspapers by the railroads cannot be interfered with. He says that the papers and railroads enter into a legitimate contract for adver tising purposes and that the Com mission cannot prevent it. Governor Russell sent for Clerk Brown of the Railroad Commission late Saturday afternoon, and had a lengthy consultation with him. The new commissioners turned up this morning bright and early, ana proceeded at once to the commission ers' office, where a session was being held. Mr. Caldwell says the hurried meeting was called at the instance of Dr. Abbott for the purpose of reducing corn rates. Very funny, isn't it? The commission adjourned Friday to meet again the 17th of February, when im portant matters will be before the board. Now the commission hurries to Raleigh to take up corn rates, and that, too, after the decision of the United States Supreme Court is made known. This morning Mr. E. C. Duncan took the oath of office as Collector of Internal Revenue for the Eastern Dis trict of North Carolina. Mr. H. C. Thompson was also sworn in as chief clerk, and Mr. Oliver H. Dockery. Jr., as cashier. This is the coldest day of the year. The Weather Bureau predicts still colder Weather. The Superintendent of Public In struction received information to-day that Davidson county has raised $103.31 for her public schools. Ruth erford gives $1,850.35 by private sub scription to her public schools, the largest amount j-et given. Mecklen burg gives $541.74. Mr. Mebane says the State will duplicate a like amount. Chairman Caldwell says the rule served on him by the U. S. Court to show cause why he should not be at tached for contempt. Indeed? Com missioner Pearson says the ruling is a victory. The hopefulness and cheer fulness of these two worthies in the midst of defeat is something remark able. Special Star Telegram. Collector Simmons' associates pre sented him with a handsome suit of office furniture to-night. Collector Duncan re-commissions the deputy collectors for thirty days, save W. T. Caho. of Newbern, who resigned. The clerks are all re-commissioned. The Railway Commission orders that shipments of corn in large quanti ties be changed from class D to K ; it is a reduction of about ten per cent. It is ordered that the Seaboard Air Line and the Atlantic Coast Line be summoned to show, on February 17th. a list of free passes issued last year. Railroads are required to settle all claims and overcharges promptly. Situation Very Serious Japan Preparing Actively for War. By Telegraph to the Horning Star. Londok, February 1.
