In future all contractors and builders will have to remove their own waste material and debris instead of this work being done by the city carts, as has been the case heretofore. This ruling was made yesterday by the City Board of Health, during their regular weekly meeting. The follow ing is the resolution adopted : "Resolved That on and after this date all builders and contractors xbe reauired to move their own trash and other waste material j from buildings and factories and must dispose of it at their own expense. Vei non After a Long and Painful Illness. Mr. Christopher C. Vernon died Sunday morning at 7 o'clock at his home, 29 North Ninth street, after a long illness. He had been an invalid for several years, but through all his sickness showed a cheerfulness and fortitude that were remarkable. He was born in Brunswick county, but has been living in this city for quite a while. He is survived by his wife and three children, Mrs. John Moore, MrsJ Zach Lumley, and Mr. George Ver non. The latter who is a private in Company K, arrived yesterday to at tend his father's funeral. Yesterday sA 3 P. M. the funeral was held from St. Andrew's Presby terian Church, the pastor, Rev. A. D. McClifre officiating. The pall bearers were Messrs. W. H. Sprunt, Oscar Pearsall, P. T. Pickett, J. L. Callahan, C. H. Ganzer, and Wm. Holloway. The interment was made at Belle vue cemetery. THE INSURANCE LAWS. Sheriff Instructed to Make Special Efforts to Arrest Violators of These Laws. The Secretary of State has sent to the sheriffs of the different counties an abstract of the insurance laws to gether with a classified list of all the insurance companies licensed to do business in North Carolina. In a communication addressed to the sheriff it is stated that 'complaint is repeatedly made to this office that un licensed Insurance Companies are doing business in this State, and so de priving the State of Revenue which it ought to receive, and obtaining the profits of business which should go to the companies that comply with the insurance laws. There is ample pro vision in the laws for the punishment of unlicensed agents of unlicensed companies, if they cia be detected. But the law makes no special pro vision for the detection of. those who violate it," The officers are instructed to make efforts to arrest all persons who vio late the Insurance Laws. ' , i Charged With Stealing an Umbrella William Garrason Is Released and William Holmes Goes Over. William Holmes and William Gar rason, two colored men implicated in the theft of an umbrella from the piazza of Mr. W, E. Powell's resi dence, on North Fourth street, be tween iten tjross ana campoelJ, on lasi isaiuraay uigrji, were given a hearing yesterday afternoon at C o'clock by Justice Jno. J. Fowler. A. W. Scott, a colored lawyer, appenrcd in behalf of Garrason. Mr. W. M. Williams, was . first placed on the stand. He testified that from the house where he had been boardintr numerous articles had been stolen. Saturday night he left an umbrella on the piazza on purpose to serve as a sort of decoy. Then he wenton to tell the circum stances of the capture, first of Garra son and then 'of Holmes, as told in Sunday's Star. Mr. W. E. Powell testified that he loaned the umbrella to Mr. Williams. Isaac Boit's testimony was to the effect that he saw two negroes run under an electric litflit on the night of the theft. Mr. v. J. liooding testified that he heard the noise of the pistol shot and ran to see what was to pay. He also testified to seeing Mr. Williams with Garrason under arrest. Mr. R. II. King and Deputy Sheriff D. W. Teacheygave in testimony. At the conclusion of the testimony, Holmes said that he would shoulder the whole load as Garrason was not to blame. On being questioned he ad mitted that he took the umbrella though he said he would not have taken it if he had not been drunk. A. W. Scott began a plea for Gar rason, dui justice rowier alter ques tioning Garrason said that there was not probable cause against him and dismissed him. Skinner Contracts to Haul Down Ten Thousand Tons. Captain S. W. Skinner has success fully completed his contract for mov ing the two large guns to Fort Cas well. About the middle of next month he will begin hauling stone for the government to be used in the con struction of mortar batteries. He has signed a contract to carry down ten thousand tons. The Louis H. can carry this in less than twenty loads, as she has a capacity of six hun dred tons. Heretofore the government has been having the rock handled other wise than by contract. It was the general impression here yesterday that the train would get here at eight o'clock this morning. Later it ; was rumored about that the train would reach the "Y" at 5 or 6 o'clock and be held there until 8. At a late hour last night no orders had been received to hold the train. With out these orders the train ought to ar rive at 6 o'clock this morning, it was reported j at Charleston at ele . en last night with good prospect of arriving at Florence by 2 o'clock. Painfully Injured. John Roberson", a negro man fifty odd years old, fell on the curbstone in front of I. M. Bear's wholesale store on Front street yesterday and sustained very painful injury by a severe cut on the back of his head. He was in a drunken condition. Roberson was taken in charge by a policeman who went for a physician. While he was gone Deputy Sheriff Pat Flynn came on the scene and by pressing into ser vice one of Stevenson & Taylor's drays, hauled him off to the county jail. Yesterday afternoon ; he was brought before Squire Bunting and discharged on the payment of the costs, which were settled by his two daugh tors.
