The Board of County Commission era met In rerulsr monthlv session yesterday afternoon and organized for the new fiscal rear. All members were present except Mr. W. F. Alex ander, who is slightly indisposed and confined to his home. Mr. Duncan McKachern was unanimously re- clected cnatrmau Of tha Board and Oapt. Owen Fenoell was unanimously re-elected clerk of the auditing com mittee. It was ordered that their sal a ries remain same as last yesr. The grester portion of the session was taken up with the reading of an nual reports and the examination of bonds renewed by all county officials at the beginning of tbe new year. The Biard, howerer, found some time to devote to routine proceedings and some special matters were also consid ered, one of which was a communica tion from Mr. Bugh MaaBae, which ia printed in another column, with the action of tbe Board thereon. Another was an offer of $2,000 from Herbert Mc- Clammy, Esq., for tbe purchase of tbe t as tern wing of the old Court House, fronting 25 feet on Princess street and running back into the block a uniform depth of 61 feet with right of way orer the alley just east of tbe property and north of tbe same. Mr. MeOiammy offered to pay for the property upon examination and his approval of tbe title. Tbe proposition was informally discussed at some length but was not accepted. ROUTINE PROCEEDINGS. The Boaid convened at 8:80 o'clock. Present, besides the Commissioners named, were Maraden Bellamy, Esq., county attorney, and Mr. John atc- Liurin, clerk officio. Chairman Mc- Eacbern submitted the annual report of the receipts and disbursements of tbe county for tbe fiscal year ending Dsc. let, duly approved by himself and Messrs. Vollera aod Robertson, composing the auditing committee. who completed an examination of the document laat week. The report was adopted and ordered publiahei with that of County Treasurer H. McL. Green, which was subsequently read and referred to the Auditing Commit tee for examination at the regular meeting Thursday afternoon. Only inward shipments will be received and dis tributed there. New Wilmiflatoa Enterprise. Some time ago this paper made ref- a S a. S 1 erence to a new ana targe mauatnsu plant of the same character of and to be located near the present mill of the North Carolina Cotton Oil Co., to the north of the city. The authority for the report as to the new enterprise was confirmed last night when Mr. W. E. Worth, one of Wilmington's most substantial and capable business men, made application for and was granted a permit to extend a spur track from the A. C. L. railroad into the grounds of the plant, which will be located just north of the tobacco warehouse, In Block 299, bounded by Hall, Moore, Anderson and Dickinson streets. It is understood that it will be a plant for tbe utilization of cotton seed by a new and improved method. The K. of P. Flyer." Place your orders dec 8 tf AVOID RECURRENCE OF STANDARD OIL ACCIDENT. Board of Aldermen Last Night Unani mously Adopted Mayor's Report aad Committee's Recommendations. At last night's regular monthly meeting of the Board of Aldermen, effective steps were taken to prevent a recurence of tbe recent accident at the plant here of the Standard Oil Co., by which the river and city docks were filled with oil, causing no end of uneasiusss lest a conflagration should ensue by reason of the thoughtless act of some person or the wilful deed of some incendiary. The steps were taken by the unanimous adoption of a very Icomprehensire report and rec ommendation submitted by Mayor Springer, who in company with Chief of Police Furlong, Chief Schnibben of the Fire Department and City Engi neer 8. P. Adams, made a per sonal inspeetlou of the premises and neatly formulated their findings for tbe information of the Board. The Mayor's committee reported that it found after careful investiga tion that the accident was caused by the breaking of the flange on a valve nearest the tank, the cause of which is unknown; that the valve waa properly locked; that the tank was protected by a swing pipe which is raised as a double protection against oil running out through the valves in case of accident; but that in this instance the swing pipe was down and the oil flow ed out of the tank through the broken valve, thence into and through the surface water drain into tbe river. These were plained by blue print, attached to tbe report. The general impression that a drain runs from the i tver for the purpose of draining waste oil was found to be erroneous. One 18-inch, main, terra-cotta, surface, water drain was found through tbe yard and across Nutt street toward the river and also four minor drains lead ing from man boles located in the yards. The escaping oil ran to those man holes, thence to the 18-inch main and the river. Tbe flow of oil was stop ped immediately upon its discovery by raising the swing pipe to position. If the facts of the recent accident and manner in which the flow was im mediately checked had been given the public at once, the committee says it wou'd have allayed much uneasiness as to control of the overflow. Tbe committee's recommendations ss adopted are that The Standard Oil Oo. be required to provide tbe following additional safeguard: Employ night watchman; put in a cut-off gate in the main surface drain at western edge of its property line or any other arrange ment which the City Englner may suggest; place locks on all valve, and swing pipe; place electric light.
