(By Wire to the. Morning Star.) .Columbia. S. .0., Nov. 20-The sec ond days session of the Southern Asoclation of Commissioners of Agri culture and Agricultural Workers began this morning at 10 o'clock. The day's proceedings were of .intense interest. The main feature of the day was an address by Assistant Secretary Hays, of the Unit ed States Department of Agriculture. The Assistant Secretary spoke at length and in vigorous terms along the line of the development of what he terms "Country Life Education." He advocated" in- the strongest lan guage the Inauguration throughout the United States of a thoroughly or ganized system of intermediate or high school agricultural education, by districts arranged according to popu lation, character of soil and physical characteristics, the'' Federal Govern ment furnishing the principal support for the system. Mr. Hays was heard with marked attention and his ad dress made a most decided ImDres- sion. During the afternoon he had in con ference with , him each one ' of the Commissioners of the Southern States in order to thoroughly familiarize himself at first hand with the condi tions prevailing in the different States.. In the course of the after noon he accumulated a large amount of information which was transferred J to maps and blanks that will be of value to the Department in its', fu ture operations. At the afternoon session the report of the committee' on tick extermina tion and live stock sanitation was pre sented by Dr. Tate Butler, of North than appropriation of $500,000 by the Federal Government for carrying on this work, stating that the present ap propriation was too small and the area covered by the' government represen tatives large to materially affect the pest. His report was adopted. . President Watson at the morning session appointed a committee from each of the States charged withthe opening and handling of the report upon which the annual cotton esti mate is to be based. This committee is now at work and the estimates of the cotton crop will be Issued tomor row. The annual election of officers and the selection of the place for the next meeting went over until tomorrow. It is practically certain that Commission er Hudson, pf Georgia, will be the next President,' and that the next meeting will either go to Mississippi, Alabama or Georgia. The attendance was considerably Increased today, among other arriv ing being Commissioner Wilkinson of Alabama, and Commissioner Patter son, of North Carolina. The entire day was devoted to ad dresses upon experimental and dem onstration work, notable addresse's being made by Special Agent B. H. Rawl, of the United States Depart ment of Agriculture on "Dairying," and on general subjects by Messrs. Carey, of Alabama; Parker, of North Carolina; JDodson, of Louisiana, and Soude of Georgia. Tomorrow morning the association will hear an address by Mr. J. H. Patten, secretary of the American Im migration Restriction League, on the general subject of "American Immi gration" and particularly as it relates to the South and her agricultural in terests.
