cieocy bill was pasd with one or two

ence report ou the Porto Rioau appro

Mr. Tumor's resolution directed the
Secretary of War to inform the Senate
whether .auy concessions to excavate
the gold-beariug bed in the sea in the
vicinity of Cape Nome, Alaska, or in
other Alaskan waters, have been made
to any individual r corporation or
association by the Secretary or any
other War Department official, and if
so upon, what theory such grant was
made.
"Tne Secretary of War," said Mr.
Turner, tas jurisdiction over the
navigable waters in the rivers- add
harbors of the United Slates, and at
various times has given to private in
dividuals authority to excavate the
bd of, such waters for proper pur
poses. Now if this authority has been
stretched to cover such a concession
as that mentioned in the resolution, it
is a shame, a reprobch and a scandal "
Mr. Wolcott, Colorado, said th-it in
view of this extraordinary statement

touching it. If such a concession had

of the Uw. Senator Carter taid it

States court ou the island, was laid
aside.
The Senate agreed to the caference
asked for by the House on the Legis
lative Appropriation bill and Messrs.
Cullom, Sewell and Teller were ap
pointed as conferees on the part of the
Senate.
The Senate then at 3 o'clock went
into ex-cutive session aud two ho'urs
later adjourned.

ulation governed the cotton market
to-day almost from the start and prices
eased off to about tbe low point reach
ed on Monday. . The opening was
steady with prices unchanged to five
points lower. A rapid decline follow
ed on late cables . telling of steady
losses in the Liverpool market under
lquidations, and Southern crop ac
counts loomed up brarishly. Tbe
opening figures proved to be the top of
the day, as. while there were several
feeble rallies tbe feeling continued
bearish and selling orders exceeded
demand. Receipts were considerably
in excess of early estimates. Southern
markets showed no further gains of
importance and the investment pub
lic manifested no further desire to re
enter the market at the present stand-
log of values. After noon fluctuations
were of a see saw nature, though av
eraging against the market. Trading
was not active and consisted princi
pally of processional interchanges.

Mrs. Louisa Virginia Holden, widow
of late Governor William W. Holden,
died suddenly of heart failure Tuesday
morning about ten o ciock at ner resi
dence in this city, corner of Hargett
and McDowell streets. Mrs. Holden
arose in her usual health, and the
end came suddenly without warning.
