Newsdealers in the array of c.niK rrnlina and elsewhete should' send in UUULU their orders promptly. . . THE POLICY OF THE GOVEKNITXETfT. faction induleedln all manner of, vituperation and abuse towards those who refused to accept this monstrous innovation, .upon - ib eei-ueu policy of the country Even a dispassionate - - ii , ill. j and dienified difference , from the teachings. of. flrwlT. Snmner and Chase was denounced as little less - than; outright ' treason. Even when the president settled upon his policy of the right of the states to regulate their own domestic af- fairs a policy .inculcated by the . constitution, and therefore binding upon government and governed alike a determined assault was made upon that honest, fearless and determined funo tionary that was well calculated to ' make a .weaker man quail. He was threatened withj de sertion by those who claimed to have been most influential in elevating him' to - the position -he occupies; members of congress -and'' senators waited upon him'to say that unless he abandon ed his constitutional position congress j would withhold its support from his administration ; public meetings were held all over the land on -the subject ; letters were written and printed by noted politicians showing the great danger that impended over the country were negro suffrage not foisted upon the south; mass meetings of negros were convened , by these. politicians in various places, and ; strong resolutions adopted and monster petitions signed, all for the pur pose of coercing- the executive to change his policy in this particular. Even in the cabinet there were those who would give the president no rest ; and it is not wonderful, in view of the tremendous pressure that was brought to bear and kept bearing, that Mr. Johnson's health gave out and he was compelled to suspend his i.w- in MnnM: w.U,, wai fi!v labors in consequence.' This pressure was fully equal to that which was brought to beat on Mr.' Lincoln (o induce the issuance of his celebrated emancipation proclamation, and which he then characterized as "fearful." It is a wonder, in deed, that Mr. Johnson has withstood it. V That he has withstood it should; win for him th fullest confidence and respect of every loyal southerner. A Washington telegram of recent date says, "it is reported that ' in yesterday's cabinet session, President Johnson's reconstruc tion policy was discussed in a very animated manner by some of the secretaries, and that he expressed his determination to adhere to itp regard lets of opposition." ' -' Thus it would seem that, immediately ton his UU UIO I recovery from the lr e ri' i - "rausea,"lhe president convened his cabinet for the purpose of settling this question once for all, and so relieve himself from a pressure that was killing him. When ' he found differ ences in his cabinet he took the responsibility of settling the matter himself by declaring his purpose to adhere to the policy he had marked out " regardless of opposition .' Let those words be remembered. They mark -Mr. Johnson as a ... man who can be trusted. He has a will of his own. He is not afraid f a responsibility, and when conscious of the integrity, ef his cause no amount of opposition will - swerve- him. " :His policy is not in all respects what the south con siders favorable to its interests, yet no amount - of opposition will cause him to change that poU icy, for he believes it to be right. To the Editor of The Wilmington Heralds .X ' ij l notice your comments on a certain' commu nication touching an outrage committed on the premises of Mr. August Du'emeland in whioh you have' been prompted to , censure, yery t.nnjustlyj as I will show, the city nolice. At the time of the .outrage the police were on dutylat their usual stations, and immediately on hearing the outcry the captain himself, with a squad, has tened to the place of alarm and was informed the purpose of conveying them to the guard I house. The police therefore returned to their regular posts. It is not to be presumed thai -a police should be placed at every man's door, but they are always alert to render service wheuever necessity occurs. If this man Duemeland was more circumspect in complying 4with the laws more uiscreet in his associates, ana less oduox ious in his dealings, doubtless he would be less exposed to such outrages as those of which3 he complains. - j PAUL McGREAL, Chief of Police. .To b MusTSMD Out. It.is stated. .by -the Raleigh Progreia that an order was, received in Raleigh lately authorizing eight thousand of the white troops in the department of North Caro lina to be mustered out. 8 This is a fair indication that the government is not disposed to keep in our midst a greater number . of troop than is absolutely necessary. . ; . ;: - ' : ; :'' Moke Paedohs.
