“We hold, first, that the ordinance of secession

I make the charge here know that it is false, and
i that it is the elfusion of bitter malignity conse-
I quent upon disappointment in the result of tbe

—By Article 2d, section 1st, No. 3, of the Con
stitution of the Confederate States of North A-
uierica, it is provided that—
No person except a naturul-boru citizen, or a citizen
of one of tho Sialeti of this Cuatederacy, at the time of
the adoption of this constitution, sthall be eligible to the
office of President, etc.
Commenting on this, the Memphis Bulletin
remarks, that this provision is not so easy of con
struction, and it may be well for the politicians
iu the Border States to understand it before
“jinin” the new G-overnment.'' There is no diffi
culty in appreliending the lull meaning of *‘na-
turul-born citizens” as employed by the framers
of the great constitution under which we have
lived so long and so gloriously prospered; but in
its new application there appears to be ambigaitj
in the expression itselt. Then, it will be aUu
seen, that all are excluded from the Presidency
of the Southern Republic, who were not citizens
ot' the Cotton States at the time of the adoption
of the Constitutioa! This, it seems to us, would
work to the disadvantage of the Presidential as
pirations of ail the Seceding politicians in the
Border States, and also 'of the State of Texas.

Changes of Fupulation.—The increase of over
eight millions in our population during the last
ten years contrasts wonderfully with the figures
ot &ome w)f the recent European censuses. Ghreat
Britain, it is true, shows a very fair rate of in
crease, ‘jonsideriug the extent of her emigration.
But France, which sends out but very tew emi
grants, has increased only about a quarter of a
uiilliou within a period of five years. But it is
a still more remarkable fact that there has been,
during the lust three years, a diminution of the
human race in the Au^rian Empire to the extent
ot two million five hundred thou.sand. The popu
lation returns for ISOO show, according to the
V'ienna Gazette, that the population is now re
duced to thirty-six millions, whereas in 1857 it
amounted to thirty-eight anti a half millions. This
is striking proof ot the deteriorating tendencies of
a despotic Government. Ground down by heavy
taxe^, shut out from the invigorating exercise of
their faculties iu the way that seems best to them,
the people languish and decay. Freedom is life-
giving; despotism is worse than an epidemic. It
IS paint'ul to think that any of our own citizens
should bo so forgeti'ul of these truths that they
should not hesitate to destroy our institutions and
run the ri&k ot a military tyranny rather tl^in to
endure the occasional irritation ol free speech and

Cost of the Ayitation.—The Salem (Ala.)
IXegister thinks there is not a public work, a
single branch of business of any kindf single de-
paitment of haman enterprise in this counti^', or
one single individual in it, bat has suffered more
or less by'the present agitation. The loss to the
country can scarcely be less than a thousand mill
ions of dollars. ‘ ‘ '

».\ THE DEEP RIVER WINERU REGION’.
The undersigned have caused to be published from
the Congressional plates, an edition of the Report
of Capt. Wilkes, U. S. Navy, and liis Associates on the
Board appointed by the Secretary of the Navy to ex
amine the Deep River Region of North Carolina. This
is the most important and scientific statement of the
great wealth of that section of the State, and the Maps
the most perfect and valuable, nf any yet piiblished.
The Maps are worth the price of the work, which is 50
cents, neatly bottnd in cloth. Copies sent by mail, free

A singular case was brought to light ia this
city yesterday, which will be added to the warn
ings against the danger of coovieting criminals
upon circumstantial cvidenoe. A negro named
George Orem made a dying confession that he
committed a murder for which Cyphus, aUo color
ed, was hung some years since. Cyphus, it will
be recollected, was hung at the aam« time with
Gambrill, Corrie and Crop, convicted of tbe mur
der of police officers Benton and Rigdon, and
died strongly protesting hiH innocence, declaring
that he had been mistaken for another man. The
evidence against him was then thought to be con
clusive, but it now appears that the pH»r fellow’s
protestations were entirely truthful.—BaU. Am.
At a chance dog fight in I'lercland, last week,
chloroform had to be administered to the ‘»upper
dog” to make him release his hold ot his weaker
opponent. Immediately after inhaling the subtle
fltjid the animal relaxed his grasp, and feHinsen-
sible, in which condition he remained for- some
