IT is deem-d not only desirable but an imperative du
ty. thill early measures be taken to accumulate a
su}>piy of winter clothing for the North Carolina troops
now in the field, "'he scarcity of material for sale in
the State, and the uncertainty of procuring supplies
from jbroad, force ug to rely on our domestic resources.
It i"* thoui^ht that every family can spare one or more
Bhmkets without personal inconvenience, or a pair of
oolen Socks, and it is believed thut for such a pur
pose a c.all would I e responded to with alacrity.
li Ins th(-it‘fore bven concluded that an appeal for
this pnrpi'«i‘ he made to the great body of the people,
.and witii that vi> w 1 have to reijuest the Sheriffs of the
sevvral Counties to act as agents of the State, to solicit
a contribution of this kind.
To this end the y are requested to circulate this no
tice, ;ind employ agents in every district of their county
to further the matter.
All contriliiitions of this kind may be boxed and for-
ward('d to the nearest Iluilroad Depot, ami due informa
tion tliereof sent to the Governor.
The Sheriffs are further requested to furnish to the
Governor a list of the donors.
The transportation of these donations will be at the
exj>ense of the State—and the bill for such service
should ?•«* iiulv forwarded for payment.

: of the Chicago Tribune, who went to Washing
ton, that paper says, to write/uc^s, gives the fol
lowing rather gloomy picture of affairs in that
1 quarter:
We have now over six hundred thousand men
i under pay in the army alone. This 1 know to
{ be a fact. The number include* officers and men
in all departments, team?ters, armorers, etc. Here,
in and around Washington, arc ntore soldiers than
any mortal man can manoeuvro in battle. What
is the use of having more?' They would trample
each other to death like buffaloes. The ground
or^j,which they are expected to operate is the
worst in the world for handling large armies. If
we can do nothing with the lorce we now have,
we can do nothing with any force which it would
be posisible to raise.
If the troops were all as well drilled as the
handful of old regulars who were reviewed day
before yesterday, we might hope for speedy re
sults; but the discipline of an army is rather im
paired tli;in enhanced bj' the addition of new re
cruits. It does seem that anything which we can
hope to accomplish in the way of mere carnage,
can as well be done with our present force as with
one five times as large. The Beaufort expedition
has re.sulted in nothing thus fur but the addition
of glory to an already glorious navy. Afl’airs are
at a dead lock in Western Virginia; ditto Ken
tucky; ditto Mi.ssouri. The money question is
getting to be one of alarming importance. The
daily expenses of the war and r.avy departments
are nearer two million dollars than one million.
The country can stand that little bill awhile,
but not forever—not for the time that it would
take to put down the rebellion and preserve slavery.
[ Then the patience of the country, constantly worn
upon by the burdens of war and the derangement
of commerce, tried by deferred hopes, and sorely
exercised bv ilis.asters on the field—even this will
break down before a way is discovered to over
throw Jeff. Davis and preserve the institution in
behalf of which he has avowedly initiated the
war. Foreign powers, too, may be excused if
they do not see any present prospect of a re-estab
lish iiient of the Government in part of the seeeed-
ed States. All Europe will recognize Jeff. l>avis’
Government before our generals develop that kind
of strateg}’ which will enable them to conquer the
rebels and’ save intact the cause of rebellion.

di.«posed to countenance the i«lea, which is said to
find favor in high quarters, of converting our
volunteers into regulars. In our judgment, it is
fortunattj that it is so. There are not the mate
rials in the Southern States, without first brutal
izing them, for a standing an'uy. Our people arc
ready and willing to fight, they understand the
use of arms, and are accustomed to horses, and
they tlo not retjuire to be drilled into machines to
enable them to put the Yankees to rout. Incal
culable mischief has been done by not so rega^^i-
ing them from the beginning. ^Ve believe that
there never wa.** such an army assembl(?d in the
world as that which has been wasting away in in
action on the Potofnae for the last five month.s.
If let loose upon the Yankees they would have'
made clean work of them long since; and might
have fought half a dozen battles with less loss of
life than has resulted from sluggishness and camp
fevers.
The impression which prevails, and seems to be
gaining grgund, that our rulers have no faith in
militia and volunteers, is having a bad eflfect upon
our cause. Regulars may do for despotic gtn'ern-
ments; but they are not tlie implements for a free
government, anti least of all for one composed of

Wonlen Xf.rh Cumforters.—Our attention has
been called by a soldier at Manassas, to the im
portance oi supplying the soldiers with “woolen
neck comforters,” as a needed and important ar
ticle to protect the soldier from the chilling blasts
of winter, day and night when on guard and
picket duty. They may be knitted or made oth
erwise, and every soldier in the field should be
aupplif'd with one forthwith. Let all the little
giris, and those of larger growth, begin to pre-
pitre them, without delay, and send them forth
as rapidly as possible. R:ither than do without,
the soldiers would pay a large price for them—
but who would charge a stjldierl Alas, there be
some that would take his last jienny, but thank
God, they arc not the women of the South.
