I It is natural enough that a people contending ' against an army three times their number, and ‘ having a vast exche}uer and enormous military means aud appliances at command, should mani- I fest some solicitude for the eo-op«ration ol those I nations whose interests are equally involved with ' our own in the success of Southern Independence I In the American Revolution, there was not only j a universal desire among a struggling people for ; foreign aid, but aistinguished agents were sent I abroad and large sums appropriated for the pur- I pose of enabling them to operate upon the public opinion of Europe, and enlist the sympathies, and, if possible, the assistance, of those Govern ments in behalt of our cause. It is known that much good was accomplished in this manner, and that France, in particular, did as.sist us secretly ! long before she became our acknowledged and ‘ most valuable ally. It is, therefore, no proof, as the Yankees pretend, of the inability oi a people to maintain their own rights, that they should be anxious to seeure foreign assistance. The Amer ican Revolution would have been successful if ' France had never interfered, aud the Yankees, I notwithstanding their numerical superiority, have • shown even more solicitude to secure friends in Europe than the people of the South. Having ^ no navy, aud with our ports blockaded, we- may ; naturally enough desire foreign intervention to Battle, Geo. ! relieve us from this disadvantage, and that is all we have ever asked. We never expected Eng land to tight our battles on land. If we had needed or desired help of that kind, France, the great military power of Europe, was the empire I whose aid we should have at once sought. Rut L, Hargrove, the world must see by this time that we can fight our own battles, and all we require is an oppor tunity of commercial communication with the rest of mankind. Rut even that is not absolutely in dispensable, and there are some respects in which it would be even injurious. We are now learn ing to manufacture for ourselves, and to diversify our own industry; but, with a speedy opening of the ports, we should become dependent for all the articles which we need, and which we ought to make ourselves, upon foreign aid. The South is a world in itselfj it can dispense with the cultivation of cotton, and raise more than j enough provisions of every kind for its own su'p- j ply; it can clothe itself; it can become indepen- i dent in every sense of other nations. Whilst, [ then, W'e have little doubt that Great Britain will j be compelled in the end to intervene, we see no ] necessity for despondency and discouragement if j the blockade is not raised for a year to come. I Still less should we permit our convictions as to the ultimate result of the present struggle to be in any degree affected by the contingency of a European alliance. We l^ve always maintained that the recognition of our independence abroad depends upon our own demonstration of our a- bility to maintain it by our own arms, and that independence achieved by our unaided exertions will be infinitely more valuable than that which is the result of European interference. Inde pendence gained in that way would only be de pendence upon the power by whose assistance it is gained; we should be taunted continually bj j the North with the fact that we were unable to cope with her w^ithout the aid ot a foreign ally; 1 and, unless we were so lost to national dignity as 1 to throw ourselves at once under a protectorate ot the power by whom we were assisted, which would be equivalent to becoming again a Euro pean province, we should only exist hereafter by the sufferance and mercy of the North, and fall a prey at last to her jealousy and revenge. I There is no royal road to greatness, either among I individuals or nations. It is a law oi Providence, i as well as of Nature, that that which lasts long j grows slowly, and often painfully. No really j great character was ever formed among men, except by long years of discipline and trial, and no nation drops full armed from the womb of des tiny. W'e must learn to endure, as well as to conquer, to suffer as well as triumph, before we shall ever know ourselves how to appreciate the boon of National independence. Thus far, we have had more reasons for encouragement than despondency. Thus far, we have demonstrated our ability to defend ourselves, beyond what any one h*id dreamed of, whether in the South, the Nortn,or in Europe. Thus far, we have had evidence of an alliance with the Southern cause in the manifest benediction of that Providence which is the “only Giver of all Victory,’’ and which can “abate the pride, assuage the malice, and confound the devices” of the strongest ad-. versary. From the beginning of the war to the present hour, there has been a series of Provi dential interpositions in our behalf, which ought to cheer and animate the most despondent with the a.ssuranee of ultimate triumph. Without recognition from Jjurope, without the aid of a , , ,. foreign gun, we have achieved all the ereat vic- tioii'; Mi!i- iiid Millet's; )r'liniiries and ( onstables; ■ • r , , , .• 1 1. 1. • tones of this war, and prevented the enemy, in a P.'itrol; :ird‘iis ol the Pooix Prison houniis; Koaas, i* ■ • ^ i • / Fonie- !uid I'.ri.lg. s; IMlT ix i:xenipiions; Kxecutive ! whole year of invasion, from advancing one foot P.'wi r in iM'iieiMi; i'.xeeutive Power in North Carolina; . into loyal Southern Territory. Jiic/tniund Dispatch. of (kt W’nr oil /fit ytic.'pdj/ers.—The New York Herald, of the 8tli inst., says editorially: We have it upon the highest authority, no lesa than tiiat of the I'ribune ilseli, that that journal has been losing money ever since the beginning of the war. We now leari; that the owners, some thirty of tliem, all with long, lank hair, and sha.z:4y beards, except Greely, have held a meet ing to take into consideration the propriety of suspending publication till the war is over, as the rapid rate at which they are losing their capital just now will soon clear them out, whereas by suspending they could save something out of the wreck to start afresh with when peace is restored.
