I JORDAN STONE, Managing Editor. ; S AiW3UWILLIAMS. Political Editor. SATUBDAY... JANUARY 4W,73. WHY C A M) W E Ll?S? ELECTION a - W tn twi 1 mi iti t nfil a v The Radicals seem disposed to make I much ado over the hsct that the election of Gov. Caldwell and his colleagues on " the State ticket, was not contested after all the threats and Urgent demand by the Conservative pi ess on the subject. The official majority 6t Gov. Cald well is not quite two thousand. The whole Radical vote of the State was over mrfet$.-eight thousand, while the Conservative vote was over ninety six it 1 L -1 tnousauu. Immediately after the result was knowD, charges of fraud, in many in gtancea well substantiated, began to pour in from different sections of the State, and it was soon apparent to those who took an interest in the matter, that -Caldwell's majority was obtained by illegal voting and intimidation. In several Western Counties, by means of chat political machine, the Revenue de- partment, a number of Conse'rvatives, who could not be induced to vote the Radical ticket, were kept irom tliepoiisi - by threats of prosecution in the Courts, I while others were likewise silenced oy I - ... , i threats of arrest and punishment unucr I the Ku Klux Act of Congress. Deputy United States Marshals and other :l'eo I era! officials prostituted their positions in the interest of the Radical party, and bv bribes, intimidations and threats, i succeeded, to some extent, in taeir wicked and nefarious political schemes. They undoubtedly did much injury to the Conservative cause in certain sec- tions of Western Carolina. . In the Eastern and Central portions ol J the State, rast numoers ot negroes were imported from. Virginia and , South upon the policy foreshadowed in the ex Carolina, and even a cargo ol these im- tract we llavc quote q from his inaugurai ported voters nas oeen traced to wasn- ingtonCity.; I In view of these facts, theConserva- ww.Ri.aia, in iuenameoiuieiriy,.; oi tne peopie oi me owie, ana in iue purity oi me uauoi.oox, uemanu ; an investigation of the charges of ilkgali- ty and, fraud, and did demand farth-, er. II l( couiu ue proveu ouiic oueiii- i v , -v n I " ernor, that he be seated in the position to which he was chosen by the voice ol the people. We deprecated any fruitless, senseless w . controversy. We asked for the proofs , " J ' , J J . V l. a ' i a . - i ir - 4.1. 4, i . - 1 m ' I . . . , . . I Ye asKeu or P've, iegiume irrefragable evidence ; and we contended that nnless the charges of fraud be sus tained by such evidence, a contest would be useless and should be aban doned. A number of counties se4it . to the State Executive Committee, very full and satisfactory statements of their lawful and irregular voting in each Townships, and in manycaesthe proof was sufficient ; but-in a large numoer of other counties, owing, -lo the nature of the pecular frauds coramitteid, it was impossible to get such testimpby-as a Court of justice would admit as legal, while several counties where frauds .were alleged to have been committed, sent no reports at alL The Executive Committee had ample proof of positive and direct fraud and illegality from several sections, but the number of these cases was not sufficient to , overcome Caldwell's majority. Of technicalities and irregularities, the! cases reached several thousand, and in many instances the law would have decided in our favor. But it was de- termined by those who had the matter in hand, it would not be proper to en-1 gage in a doubtful and bitter contest, I which! might prove injurious to the party and to the harmony and welfare of the State. The contest was abandoned, then, not because no frauds were committed, but because the proofs were not sufficient, Tbose who have taken any.paius to ex- amine into the charges which have been made land the evidence upon which these charges, aie based, arc morallv convinced, beyond any shaqow of doubt J that Merrimori U the legally elected Gov- ernor of the SUite. It is a difficult mat ter to prove bribery and intimidation by' such -evidence as the Courts would re ceive:! it is a difficult matter to-prbve that colored voters are not twenty one years ot age ; it b a difficult matter to trace the residences and ascertain the names of the thousands of the imported negro voters from Virginia and South Carolina. The very nature of the frauds readers their prooJV in many instances, almost an impossibility, and when we take into consideration the small num ber of our friends who have the time, the energy and the disinterestedness to devote their whole tflorts to the cause of ferreting out these frauds, it will be seen, what difficulties lie in the way of a successful investigation. . ACTIONS SPEAK LOUDER THAN "WORDS. On the first day of January inst., the State officers elected in August last, cx cept Messrs. Brogden and Riley, took the usual oath oi office before Jud"e Settle, one of the Associate Justices of the Supreme Court. - Oo that occasion, Gov. Caldwell, in t ftuuming the duties of the high and responsible position of the chief Exec- .jjUyc of the State, used the following I language: ;-. r: "I will ever makeit a point of duty to take care of the interests of the pco nle of North Carolina: I do not mean to act the part ot the partisan in uus office." It is refreshing to hear such words I ..v tin. flArnmir'a Thi ' nnnnlfi P' plirlinR w; ,,ft afthlvRr. prised to learn that Caldwell has deter mined to doff the robes of the partisan 1 - 1 Jl while : officiating in the Gubernatorial rhir nnd tn dnroto himself" to'their in-1 tprpst instrd of the interests of the n.,vt mrtv I 1 I We have had occasion to refer several I times, to the official action of the pres ent inriimhent. and have shown, we . While the public have faith in Gov. Caldwell's personal integrity, yet in view of his official course in the past, they cannot implicitly trust him when he says he will not act the partisan in office ; but rather they would exclaim in the favorite quotation of Thomas Ritchie: Nous terrom. NO DOUBT. . The Governor, in his short inaugural, uses the following language : " When I cannot fill-the office from my own party acceptably to myself, 1 consider it my duty to select a good man from the opposite party. I hope, however, that I will be able to find in our own party intelligent, well- educated and honest men errougb to fill all the oriices." No doubt, Governor. Ihis seeming fairness, we are apprehensive, is all on the surface, and is a little cheap. The Governor will no doubt find a plentj of disinterested patriots in his own ranks, who are ready to sacrifice themselves on the altar of their country by accepting all.the public offices in the gift of his Excellency. The difficulty about the matter is, not the suitable men for the offices, but suitable offices for the men. For each place in his power to bestow, the Governor will doubtless find any. number of his-own partisans, who in his opinion, are suffi- ciently "intelligent, well-educated and honest to swallow, all the official crumbs that fall from the table of the Executive Chief. No, Governor, you will find vour hands quite full in providing lor the meritorious of your own party, without resorting to the ranks of. your oppo. nents. - That remark of yours about selecting a good man' from the opposite party " has a quaint humor about it that is de-. cidedly refreshing. The hope that you express of being able to find tuch an one always in your own party, was alto gether supeifluoua, but wTas put in to allay the fears of your political friends, who -might be loolish enough to think you in earnest about your looking to the ranks of your opponents lor good men. CLASSIFYING THE D3NDS. Our telegrams yesterday informed us that the Committee on Securities, in the New Yoik Stock Exchange, have recommended North Carolina bonds to be divided into two classes, in the busi ness of the Exchange. "Those with coupons on, due January1 first 1869, are to be placed on call and designated 'as North Carolina old bonds to aid the North Carolina Railroad Company, coupons on,' and the second class shall be those with first maturing seven cou- pons off, due July 1872, or' October 1872, and. designated on call 'as North Carolina old bonds to aid the North Carolina Railroad Company, coupons oft"' - Xc presume thcaboveis very intelli gible to bankers and commercial men, but it-will not be understood by the - . - public generally. The Hawaiian Gazette, advocates a move ment of the people for a free govern ment, aud a revolution is expected. King Kamehameha was only forty-five years of - age. ,IIe had manifested, throughout his reign, a desire tos pro mote reform and increase the commerce and industries of his kingdom, but was generally known as a man of easy tem per and a lover of the bottle. The royal family of Kamehameha dates form the middle of the. eighteenth century, when its "first representative took his place on the throne of the Sandwich Islands. lie was one of. the several chiefs who had. previous to hat time, ruled over the Islands of the group, independent of each other, and succeeded in conquering all of the Island except Ataual and Nihau, which, however, gave their allegiance to him afterwards. He then placed his kiug dom under the protection ot Great Britian. Kamehameha IL, his son,whd succeeded him in 1819 abolished idolatry, and introduced Christianity. lie was succeeded by his brother in 1824, who banishedlhe Roman Catholic missionaries, thereby getting into diffi culties with France, but he was sup ported by the English troops. In 1844, the independence of the country was officially recognized by Great Britain and ths United States. A constitu tional form of government was intro duced in 1831. Kamehameha IV. ascended the throne in 1854, married Emma Rooker,w the daughter of-an English phy si cia'n in 1850, and died in 1SG3, wlun the late king succeeded him. Seventeen members of a. pleasant brotherhood, calling itself. "Bsquail lard's Assommeurs," hav recently been arrested , in Paris. They went about in side streets pretending to be soldiers maimed at Solferino, and beg ging for alms. When the victim ielt in his pocket for money the beggars would step behind him, slip off their wooden legs, and stun him with them so as to get all his valuables.
