The Louisiana difficulties have at last culminated in bloodshed. It will be seen from our dispatches this morning, that the police and mili- tarj had a fight in New Orleans yester day1, durina which one man was killed I and several wounded. Ve will probably get farther particulars in our midnight dispatches. THE -MECKLENBURG CENTEN- RIAL. We notice that the papers in this and other States have noticed" favorably the resolution introduced in the Legisla ture by Mr. Johnston, of Buncombe, providing for the holding of k centen ' nial exhibition at Charlotte, on the 20th of May, 1875, in honor of the Mecklen burg Declaration. The Virginia and New York papers have commended the proposition as honorable to our State, and as appropriate to an event in his tory which is in the highest degree worthy of observance and commemora tion. ; We trust that the. We .have failed to make any com ments on the President's inaugural, for the reason that it is not a remarkable document except for its egotism and for its want of enunciation of any statesmanlike doctrines.' There is nothing in the inaugural to discuss, or worthy of public considera tion - ' The President is no. statesman and cannot lay any claim to the title. lie is a soldier ty education and profession and it is perhaps too much to expect from him that love of civil liberty and that policy of subordinating the military to the civil power which constitutes the ornament of every Republican govern ment. Graat is a tool of the extremists of the Radical school, but we believe he is a better man than most of his adviseis. THE TROUBLES IJf SPAIN. . The Republic in Spain, from present .indications, seems destined to be short lived. , The Catholic Church, which exerts a great influence in the nation, is said to be much devoted to the monarchy, and the general feeling among all classes, ex cept in the cities and towns, is repre sented by recent travelers as being de cidedly in favor of Alphonso. The fact that the new government has recently called for reinforcements to put down insurrections at different poiats, shows that the disaffection to wards the Republic has produced form idable opposition among the massei, which is likely to lead to serious conse quences. Dangers and difficulties beset the Re public of Spain at the outset, and we have no faith in its permanency. TlIE STATE DEBT. Our esteemed cotemporary, the Charlotte Democrat, seems inclined to berate the Legislature on account of its refusal to make any arrangement for the settlement of the State debt. v-We ,: think the Democrat, upon con sideration of all the facts in the case, will concur witbrus, that it was not in the power ot the Legislature to do much toward relieving the people of their pecuniary burdens, in view of the very stringent language of the Constitution on the subject. That instrument declares the debt contracted before and since the war to be inviolable, and says the Legislature thall, by appropriate Legislature and adequate taxation, provide for the prompt and regular pay ment of the interest on the public debt. One of the , Constitutional Amend ments which passed the Legislature by the requisite two-thirds vote, repealed the latter clause referred to, and this will be submitted, along with the other Amendments,to the people for adoption, on the first Thursday in August. The special tax bonds referred toby the Demcrattvie believe to be unconsti tutional, ahdthe Legislature might so declare; batthe Legislature has no ju dicial authority, and such a declaration would have no binding legal force. ' Real and Personal Property, including moneys, credits, bonds, stocks, &c., twenty cents, ad valorem, on every one hundred dollars valuation, subject to exemptions made by law. This for the general fund. A special tax of seven cents on the one hundred dollars shall be levied and collected on all the taxable property of the State to meet an existing deficiency in the treasury. That whenever in any law or act of incorporation granted either under the general law or by spe cial act since 4th July, lebS, there is any limitation of taxation', the same is hereby repealed, and all the property and effects of all such corporations shall be liable to full taxation like property owned by individuals. A special tax of nine cents on the one hundred dollars shall be levied and col lected on all the taxable property ot the State for the Insane Asylum and the In- slitution for the Deaf, Dumb and Blind A special tax of six cents on the one hundred dollars shall be levied and col iected on all taxable property of the State to be applied to the support of the convicts of the Penitentiary, and the erection of the outer wall around the same, and for no other purposes, Net Incomes and Profits, other than derived from property iaxed-lrom any other source whatever during the year preceding the first day ot April in each year, a tax of one per cent. The income tax shall include interest on the securi ties ot the United States of this State or other States or governments. In es timating the net income the only deduc tion by way of expense shall be : 1. Taxes other than the income tax due this State. 2. Rent for use of buildings or other property or mtererst on encumbrance on property used in the business from which the income is derived. 3. Usual or ordinary repairs of the buildings from which the income is de rived. 4. Cost or value of the labor, except that of the tax payer himself, raw ma terial, food and all other necessary ex penses incidental to the business from which the income is derived, together with the necessary expenses of support iug the family, which shall in no in stance exceed one thousand dollars. 5. The tay payer -shall return to the assessor the net amount of his income. which return the assessor shall file in the office of the County Commissioners. Real or Personal Estate, by descent, devise or bequest, legal or equitable one to two and a half per cent., according to the degree of affinity, and under the provisions of this act. .See Revenue Act at large. LICENSE TAXES. The following taxes are imposed ior tht privilege of carrying on the business or doing the act named; and nothing in this schedule contained shall be con strued to relieve any person lrom the payment of the ad valorem' tax on his property as required by the preceeding schedule, and no city, town, or other municipal corporation shall have power to impose, levy or collect any greater on real and personal property than one and one-half .per centum on the value there of. Provided, That this act shall not apply to cities or towns where a rate of taxation is fixed in their charters. Theatricals five dollars lor each ex hibition, or fifty dollars per month for seasons ot not less than one month. Concerts, or musical entertainments! for profit, "fave dollars for each. Lectures, for reward, five dollars each J Museums, wax works or curiosities of any kind, natural or artificial, (except paintings or statuary y nve dollars each exhibition. Circus or Menagerie, eacli dav or cart of a day, one hundred dollars, and for each side show, ten dollars. - Itinerant exhibitions, other than the above, five dollars each exhibition. Ex hibitions without charge for admission or for religious, -educational or charita ble objects exempt: Gift Enterprises, or on any person or establishment oflenng aoy article lor sale, and proposing to present purchas ers wun any gut or prize as an mduce-i ment to purchase, ten dollars and one percent, upon the gross receipts. Every agency of a bank incorporated out of the State on hundred dollars, to be paid to the State e i Treasurer. Billiard Tables. Twenty dollars each. "I or uowuDg saioon, oagateiie, or any other table, stand or place for any other game. or play, with or without a name, unless for private use, and not prohibi ted by law, twenty dollars each. Dealers in Liquors. Every dealer in spirituous liquors, vinbqa liquors, por ter, lager beer or other malt liquors, shall pay a tax of five per cent, on the amount of all purchases; and every agent who offers liquors for sale, shall pay the tax on the value of all liquors ot every description sold by him. Retail Liquor Dealers Every -person desiring to sell spirituous or malt liquors, wines or cordials in quantities less than a quart shall before engaging in said sale, obtain an order to the Sheriff from the Board of Commissioners of the coun ty in which he proposes to do business, to grant him license, which orders they may grant er refuse at their option, and if granted he may take out license for not less than one year, and shall pay a tax therefor of twenty-five dollars. Merchant's Tax, &c Every merchant, jeweler, grocer, druggist, and every other trader, who, as principal or agent, carries on the business of buying or selling goods, wares or merchandize of &fe ' -.. . I whatever name or description, except snch as are speciallv taxed elsewhere in this act. shall pay one-eighth of one per cent oa the total amount ot purcnases in or out of the State, for cash or on credit, except the products of manufac tures and agricultural products of this State. And no retail merchant shall be required to pay any tax on any purchases made from wholesale mer chants residing in this State. The Register ot Deeds shall keep a book, in which shall be recorded the hsjts jjiven to turn as herein reouired. and i-hall furnish the Sherilf with a copy of said lists, within ten days alter the same are given in. It shall be the duty ot the Sheriff to col- lvct from every person on the list lur nished him by the Register of Deeds the taxes embraced therein. The Reg ister of Deeds shall have power to re quire the merchant making his state ment to submit Ins books tor examioa tion to him, and every merchant refus ing on demand to submit his books to such examination shall be liable to a penalty to the State of two hundred dollars, to be prosecuted by the Register of Deeds, and recovered in any court having jurisdiction ot the same. It shall further be the duty of the Register of Deeds to bring suit against every merchant refusing as aforesaid in the Superior Court ot the county, as may be prescribed for special proceedings, to the end of obtaining such exam ma tion and compelling payment of the proper iix. And tor such service the Register of Deeds shall be entitled to fifteen cents for each return made by any merchant, the same to be paid by the Commissioners of the county Hotels, boarding houses, (except those used for educational purposes,) restaurants and eating houses, odc fourth of one per cent, on gross; re ceipts. Public femes, toil bridges and gates across highways, one-fourth of one per cent, on gross receipts. foreign Bankers or Money Brokers, Every money or exchange, bond or note broker, private banker or agent of a foreign broker or banker, in addition to the ad valorem tax on their capital in vested, or the tax on their net income, shall pay, if employing a capital of twenty thousand dollars, a license tax of one hundred dollars, of a capital of less than twenty thousand dollars, and not less than ten thousand dollars, fifty dollars- and if a capital of ten thousand dollars, or less, a tax of twenty five dol lars; and also ten dollars additional for each county in which they have an agency, tho tax to be paid to the State Treasurer, the license to be given by the Auditor. Livery Stables two dollars for -each horse kept for hue at ay time during the year, to be collected by the sherifl quarterly ; this tax not to apply to dray- men. Itinerant Dentists. medical practi tioners, portrait or minature painters, daguerean artists and other persons taking likensses of thebumahxface, five dollars for each county in whichK.they carry on such business. Itinerant- dealers in prize photographs one hun dred dollars lor each county. reaalers ot goods, wares or 'merchan dize, drugs, nostrums or medicines, no matter how they travel, except manu facturers or their agents selling by sam ple, shall obtain from the sheriff, by order of the commissioners, a pediUer's license, to expire at the end ot six. months from its date, on the natmpnt ot ten dollars on condition that but one person shall neddle under each tii such licenses : and provided that tWs license shall not release peddlers from the tax imposed in this act on pagans who deal In the same species of mer chandize, which tax shall be collected or received in the same manner as in the case of other merchants and trader;: provided, that nothing herein contain snail be so construed as to require a fax to be paid by any person other than merchants and peddlers for batering cotton, iron, 'earthen ware, yarns, salt and heavy cotton domestics; and provided, that nothing herein contained shall prevent any person freely selling live stock, vegetables, Iruit, fish, oysters, books, charts, maps, printed music, or other articles of his own growth or manufacture within this State. Lightning rod Men. ten dollars for each county in which they do business. OipsUs, fortune-tellers, or beggars fif ty dollars lor each county in which they practice their craft ; but this shall not exempt them from the penalties impos ed by law. Drummers or travelling agents of any person who shall sell any spirituous, vinous or malt liquors, goods, wares or merchandise, by sample or otherwise, whether delivered or to be delivered except agricultural implemeDtsand fruit trees, an article of his own growth or manufacture, shall, before making -any such sale, obtain a license to sell one year, from the pablicvtreasurer, by paying said treasureran annual tax ot fifty dollars, but shall not be liable to be taxed in any county because of his sales. A violation ofthis sectionsub jects the offender to a fine of $50, or im prisonment not exceeding oue month, and a forfeiture besides, of $200, by dis tress or otherwise, one-half to be ac counted for as other taxes, the other half to the informer and the sheriff equally. Lanka and Insurance Companies. The chief officers of banks,including savings banks, and private bankers, shall, in April and October of each year, certify on oath, the amount of profits which nave been earned, and shall pay on sucn profits five per cent, to the State Treas- :. -s urer; ana sucn insurance compauies as are incorporated by the State, Shan in April and October of each year, certify, on oath, the amount of profits which nave oeen earned, and shall pay cn puch profits five per cent, to the State Treasurer. On failure -to comply with the provisions of this section said banks, companies or persons, shall oav as taxes one thousand dollars to be collected by .ii m J I toe treasurer oi tne State. Forewrrlnsurance Companies. Everv life insurance or assurance company not incorporated in this State, doing busi- M ness therein, shall pay an annual tax of two per cent, to the Treasurer o.t the State upon the gross receipts derived from the premiums charged for insur ance obtained therein, unless the com ... pany shall exhibit to the Governor, Au nitor and Treasurer a sworn statement of investments in real property situated in tnis otate, or loans secured oy morts gage to citizens ot the State of an amount equal to one-half of such gross receipts, when the tax shall be one per cent, said tax to be paid quarterly, viz ; on the first days of April, July, Oc tober and January of each year. Each general agent shall be required on the above named days to make a statement to the Treasurer, under oath, that the amount by him returned is a lull and correct statement of such quarter. On tailure to comply with the provisions ot this section, every such company shall pay as a tax two thousand dollars, and the principal agent shall be liable therefor. Every such company shall be required to appoint a general agent, who shall obtain a license from the Treasurer before transacting any busi ness therein, and before such license is granted, the applicant shall show to the Treasurer his appointment as general agent, under seal of the company, and thereupon the liceuse shall be granted by the payment of one bun dred dollars, and such license shall be renewed annually by the payment ot said sum. And it shall be the duty of said general agent to furnish each ot his sub agents with a commission au thorizing him to do business. And any one found soliciting insurance with out such commission shall be deemed guility of a misdemeanor and be fined not less than one thousand dollars and imprisoned not less than ninety days. The agent affecting insurance shall, on the first day of April, July, October and January, make returns to the ister of Deeds of the County in which the insurance is enect ed, af all the business done by him during the preceding quarter in said county, and shall pay to the sheriff the county tax . assessed on such business The general agent shall also, on the first days of April, July, October and Janu ary, make ret urn to the liegister of Deeds of each county of the amount of gross receipts for premiums received from such county for such quarter. It shall further be required, ol the general agent or his local agent to pay to the sheriff of each county the county tax assessed upon the gross receipts of premiums collected in such county, which shall not exceed one per centum on such gross re ceipts at the time and in the manner as required by the State, and no municipal corporation shall be allowed to add any additional tax : and on failure to make returns or to pay as aforesaid, said agents shall pay twenty-five dollars for each policy effected or negotiated by him in said county Provided, That no county or corporation-shall be allowed to tax insurance agents tor license. That the mysteriousness of the Provi dence which thus disappoints our ex pec ta tions of still greater results from his future labors and withdraws our fellow-helper labors and withdraws our fellow-helper from the field at this critical Juncture, does not shake our faith in the wisdom and goodness of our Heavenly Father. He sees the end from the beginning; He will not let disaster overtake the vineyard for lack of suilable laborers; He doeth all things well. 8. POWELL, Esq.: Dear Sib The soluble Sea Island Guano purchased of you this season was used ny the side of three others, and Las given me more satisfaction than any of the oth ers. The Soluble Sea Island Guano was the one used upon the acre of laud upon which my son raised the cotton upon which ho took his State premium for the greatest amount of cotton t an acre ; and I am informed by the Chairman Of the Committee that had lm entered for the largest amount of cotton to the acre, premiums open to all ages, he would have also taken that premium, beating all 150 lbs. I am better pleased with u than any other Guano I have ever used on cotton, and I shall use it in p?efer?nceu others next season for my cotton crop. - T. A. GRANGE!. ROBINSON, Dear Sib In reply to your inquiry as to how I liked the Sea Island Guano I got you, I wish to say that I applied it, 200 pounds to the acre, alongside of Peruvian, Paciti': Gaano and Gilham'g Tobacco Fertilizer in equal quantities ; it stands the drouth better than either of tite above fertaizers. It matured better on the hill and cured better and moro yellow than either of the other fertilizers used. I think it is a splendid fertilizer and I expect to use it next season.
