The landmarks ot Republican Gov ernment. stablished by the jbresigbt and wisdom of our ancestors, are being gradually obliterated. Under such" specious titles as Civil Rights Bills and Enforcement Laws, local governments in the States nave I been overthrown and the rights ot the 1 people trampled with impunity in the dust. Despotism, naked, ruthless, unreient i ing, stalks abroad over the landwith here and there a protest from seme out- "h spoken journal,that has the honesty and the firmness to utter a solemn warning against the tendency to cen- tralized power, which has characterized the action ot Congress since the close of the war. The Radical party has had complete control of the national legislation, and is therelore responsible for all the as- saults upon the Constitution which have been made by a tyrannical Congress supported and upheld bv a tyrannical I Administration The wind has been sown sooner or later the whirlwind must be reaped. As fira iollow causes, will evil " J ' I to the nation in the end result from th's departure from the fundamental princi- pies of our Government. The whole country may not feel the blow lor years The- affairs of the Government may move on smoothly. But at sometime,sud dtnly it may be and unexpectedly, the ihip of State will strike against the rocks that he concealed under tne sur face and be dashed into fragments. There is only one hope ot satety and that is for the country to retrace its steps and to return, as far as the chang ed condition of nffairs will allow, to those cherished principles which under- - lie true Republican institutions, and without an observance of which no Re public can flourish. T The political freedom ot the black race at the South is an accomplished fact, and must be accepted as such by all persons ol all parties and sections as one ot the results of the late war be- . .tweenthe States. 'The' rights of the colored race are entitled uuder the law to the same protection with those ot the whites but they are not entitled to any better protection. But in its anx iety to protect the freedmen, the Con gress of the United States was not jus tified in infringing upon the immunities of the white citizens in any State. The power assumed under aces of Congress by Federal Jtffreys, sitting us Judges in the United States, Courts is violative of the most sacred principles of personal freedom and civil .liberty which we have been taught to levcic, through the precepts and writings ol our forefatheis. To" give a Strained and loose construcH tion to the acts of Congress for the punishment ot the white people of the South, it' is easy to find such creatures as Bond, for calling whom a scoundrel, the Wilmington Journal has been in dicted by Cantwell for libel, and Durell, who has been denounced over and over again by the press North and South, as au irresponsible and corrupt mnn, and Busteed, who has a disgraceful record in Alabama, aud other judicial politi cians who have disgraced the ermine and bought obloquy upon the exalted positions which they occupy but do not rill. It was but a few days ago we gave an instance where a couvicted negro felon, Lee Donlap, now in confinement in jail in this City lor a willful,, malicious and unprovoked murder of a respectable white cltizjn. has been allowed, on his affidavit, to have his case transferred Iroui the State to the Federal Court, . under the provisions ol the Civil Rights Bill of Congress. This, too, alter he has been found guilty of murder in our State Courts prosecuted by a Republi can Solicitor and sentenced to be hun" by a Republican Judge. Dunlap in his affidavit that he cannbt get justice in the Court of aoy county in the State, alleges that he is an active Republican and a colored man, and that the de eased was an active Demociat and a white man. We gave a full history of the legal aspects of the cise in lenthy edi torial several days ago, which has at: traded the attention of the press of other States. In noticing the Dunlap case,the New York Herald, in au article' . hend'.;d "A Death Blow Aimed at State. Judicature," refers to this coffl ct be tween the State and Federal Courts, which.it says, it' decided successfully in . lavor of the defendant will result in de stroying the jurisdiction of State Courts in any similar case in the South. We notice also that the Mobile Register, John. Forsythe's paper, and one of the leading journals ot the South, copies in lull the history of the Lee Dantop case as Involving one of the most important questions which has yet arisen under the Civil Rights Bill, and which, if established in favor of the murderer, strike 1 down the indepen dence and power of the State iudic;ary and places it at the feet of the Federal authority. , The present sad and prostrate condi tion of Louisiana appeals with eloquent voice against th encroachments of of Federal power in the States. And the condition of Louisiana to-day may be the fate of New York to-morrow. The downfall of civil government in one State will be followed by a similar calamitv ; in others. A blow at the rights of the humblest citizen in land is a blow at the rights of all. A government that sanctions and legalizes such outrages will sooner or later totter and fall to the ground. MURDER IN AFIllCA. There is a good deal of excitemeut in England over the rumor that Sir Samuel Baker and wile have been murdered in Africa, by the natives. The report comes by way of Alexandria, in Egypt, and until continued, should be taken with a grain of allowance. C, we malce this extract from an article in that paper of the 3at August ult. : Giihain's Cotton Fertilizer is recognized by some of the best plauu-rs here to be the best manure used in this section." From a correspondent from Margarctls- tillt to the Raleigh Neicst August 21th, tee nvte this paragraph : ' Most of the farmers who have used Gil ham's Cotton Fertilizer say it is better, ior many reasons, than Peruvian Guano. We were struck by the high repute in which thisjef tilizer is held by those who have used, and are now using it, and the good opinion entertained, by those who have witnessed Us .effect.under cotton. It is un questionably very marked." From a communication', from Whitakers to the BMical Recorder we make the follom'tiiy quotation:' "On asking the farmer's opinion as to the manures, all who have used it pro nounce the Gilliam's cotton Fertilizer the best, saying it stands dry weather better than the Peruvian, is equal to it iu every respect, surpassing it in some, with due ac cord express their intention of using it again.
