General W. T. Sherman himself, commands the army of the United States, and as such " shapes the military policy of-the nation. He also belongs to the fine race of men that people our Northern States. lie is the same Federal General who in the late war, with fire and sword, made his line of march through the South a track of ruin, desolation and woe. The black- ened chimneys that to-day stand as sol itary sentinels along that line are mourn ful monuments ot his wanton and crue' destruction ot private property, by which huudFeds oi poor women and Children were made houseless wander ers in the laud ol their nativity. Long after these sad, silent, eloquent monu ments ol rapine and vandalic fury shall have crumbled to the dust, the scenes of grief, suffering and agonizing distress caused by the Army ol Eummers will be perpetuated in the memory ot future generations. In lhe Southern Magazine for May, 1873, we find a number ol ex tracts from the official dispatches of Gen. Sherman, during his expedition through the South in 1864 and 18G5. We copy a sample of these to show the spirit of the highest military officer known to our laws : . On Oct. 20, 1804, he writes to Gen. Thomas from Summerville, giving an idea of his plan ol operations. "Out ot the forces now here and at Atlanta 1 propose to organise an efficient army of 00,000 to 65,000 men, with which I propose to destroy Macon, Augusta, and it may be Savannah and Xharles ton. By this I propose to demonstrate the vulnerability of the South, and make its inhabitant s leel that war and individual ruin are synomymous terms." Despatch of Oct. 23 to" Gen. Grant. 'I am now perlecting arrangements to put into Tennessee a force- able to hold the line ot the Tennessee, wh He I break up the railroad in front .pf" Dalton, in cluding the city of Atlanta, and push into Georgia and break up all its rail roads and depots, capture its horses and negroes, make desolation every where ; destroy the factories of Macon Milledgevilie, and Augusta; and brin up with 60,000 men on the sea-shore about Savannah or Charleston." To Gen. Thomas, from Kington, Nov 11. "Last night we burned Home' "and" jn two more days will burn Atlanta" (which he was then occupying) Dec. 5. "Blair can burn the bridges and culverts and, burn enough barns to mark the progress of his head of column.-': t - D.'C. 18. To Gen. Grant, from near Savannah. With Savannah in our possession, at some future time, if not now, we can punish South Carolina as she deserves, and as thousands ot peo ple in Georgia" hope we will do. 1 do sincerely believe that The whole United States, North and South, would rejoice to have this army turned loose on South Carolina, to devastate that State in the maimer we have done in Georgia.1' A little before this he announces to Secretary Stanton that he knows what ceonle of the South are lighting for. best APRIL 22. 1S73. Sherman replie?, Dec. 24th. '"This war differs from European wars in this particular-we are not only ti-ihting hostile armies, but a hostile pople? and must make old and young rich anj poor jeei tue jiarfi hand ot war, as well as their organized armies. After, seeing these dispatches, the reader will not be surprised at anything Gen. Sherman would do. Therefore when he attempts to saddle the rime ot burning Columbi.i upon Wade Hampton. .the world will know whom to hold responsible for that act oi fiendishness and inhumanity.-' "The fine race of men that people our Northern States ,? have controlled both Houses of Congress and for the past twelve years shaped the -legislation of this country. Need we mention the names ol Col- fax, the perjured ex-Vice President; and Oakes Ames, the Massachusetts Cinis- tian statesman, the author ot the Credit JJobilier scheme; and Beast Bii'l.ler, the blear-eyed patriot, who is suspected of hiving a partiality for spoons; and Pumeroy, and hi3 colleague Caldwell, ol Kansas, two mode! Senators belonging to the same "fine race ;" and Clayton, Carpenter ami the tnb' ot" L'aipet- baggers generuliy,whb came from some of our Noithcru States and bought thiir way with moey and negro votes to high places in-the State and nation ? Our space will not permit us to enumerate a tithe of the individuals belonging to Gen. Sherman's fine, race of men in whose hand have been placed the highest public trusts "and responsi- bilities, and who have in a great meas ure moulded the character of the nation for the past few years, Gen. Sherman's wish lis s been grati- fied. What the sequel will be, time only can determine. LOUISI-AN A CONFLICTING STATIC! JCATS. Oar noon dispatches to-day give con flicting accounts of the situation in Louisiana. - One report says that it will require Federal troops in every parish to enable the Kellogg officers to collect the taxes. Another report, which comes from Kel logg himself, and is therefore not very reliable, is to the effect that with the exception of three or four parishes a fiirs are moving along very snco.hly, and the taxes are being collected more rapidly than ever before. - Kellogg says the effort . to resist his Administration by refusing to pay the taxis is rapidly bieaking down. THE 310DOCS STILL IN THE LAVA BEDS. Notwithstanding the statements, in the dispatches in our last issue that the Modocs had been driven from the lava beds, it will ba seen in our noon dis patches to-day that Gen. Stholield is ol opinion that the Indians have not fled, but hold their lortner position. Tlie movements of the-Federal lorces thus far have not been successlul, and Capt. Jack has managed to outwit and outgeneral his eneraits. - It has been more than, a week since the death of Gen. Can by, and no pro gress 61 any consequence has been made in exterminating the Modocs.
