AN AUkMhTKATIO.1 PF.T. Sawyer was a Collector of Inter nal Revenue la South Carolina. He waa a defaulter to the amount of $20,WX, and known to be such when elected to the Senate, and while a member of the aame. Know ing his dishonesty, the President appointed him Assistant Secretary of the Treasury. He drew his sal ary in this capacity, with the charge of this defalcation on record in the vry department in which he served. It id easy to imagine the state of feeling in the North at ihe time of the second nomination of the Presi dent when steady misrepresentation had made the South appear &sx:i the eve of a Second outbreak, and- when the man who had the merit of hav irg once served the Union, appear ed to be the only one able to do it again. Hut it is quite as cay to see that within the term of the present administration, tho scales have fall en from tho eyes of tho people. The South is neiftier turbulent or dis loyal except as made so designedly to give that administration a pro text to fasten its power upon tho country. And so much of dishon esty has beeu exposed, and so much villainy brought to light, a villainy that has been protected by the government, and tho perpetrators rewarded and defiantly retained in place, that tho people have neither respect or affection left for the President. His appeal to the peo plo therefore will amount to noth ing. But he leaves himself open to the efficacy of a coup d'etat. He may take the presidency "if it should ever come under such circumstances as to make it an imperative duty. ' And just hero lies the future dan ger. The imperativo duty may TFor the Pally News. The House of Commons to-night resumed the con sideration cfthe question of privi-r lege. The motion offered by the Marquis of Hartington, on May 4, was taken up. It was to the ellett that the House should not entertain any complaint with respect to the publication of its proceedings except iu eae of willful misrepresentation, or when its publication is prohibited, and that.strangers shall not be obli ged to withdraw unless they ale disorderly or by special direction of the House. , This motion was negatived. Mr. Disraeli then moved that ifattentiou is called by any member to the pres ence of strangers, the House shall decide by division whether they withdraw; .furthermore that the Speaker "bq empowered to order their withdrawal whenever he thinks fit. The Department of Agriculture, Mr. Frederick Watts Commissioner, lias just issued a circular to those parts of the country infested with the grasshopper, especially the State of Kansas, Nevada, Missouri and Illi nois, for the purpose of gaining min ute information concerning these pes tiferous aud destructive insects. When the Princess Alexandrovna, of Kussia, was married to the Duke of Kdiuhurgh and went to England, she is said to have missed her Nation al dishes very much, and in one of her letters to her governtss in St. Petersburg, she complained that she c uld get nothing to tat at Windsor that she eared about not even cab bage soup, a common Russian dish. The visit of the Sioux Chiefs to Washington is the part of a stupen dous job. The Indians were brought there to be bullied ont of their tiMes to their lands. And in the mean time, Fred. Grant is at the head of an exploring ex sedition to spy out the land, make his selec tions of the bet tracts, pre-empt the same, the army in the mean time keeping off white intruders as well aa Indians, and then when ev erything is in shape, Fred will re sign, and with the Interior Depart ment to sustain his preemptions, the beat of the Blade Hill Unds will pa&a, into his hands of tho ring he represents. The administrations shows at every step its grasping selfishness and its contempt ot public opinion, and yet it is to the people that Grant appeal. We cas enter Tery heartily in sympathy with the city of Richmond in the elation she feels at her bright ening prospects under the influences ol increased railroad faculties. The opposition in North Carolina to the change of gauge had no spring in hostility to Richmond. On the con trary, so large a portion of our State is so naturally tribntary to that city, that it is regarded with tit same interest as one of our own la Veaaty, its natural advantages; its diversity of business its oom manaortr so many avenue to the interice.aad its position with re spect to isrtign trade all conspire to centre -oo it the hopes and ex- PrBUc- attention is being called everywhere to the condition of pub lic buildings in relation to the fa cilities for egress in cases of tiro. The catastrophe at South Holyoke has intensified interest on this point It m.iy safely assumed that no public building in any town in tbe South waa erected in reference to this view. Architectual orna ment, or economy of construction, hare been the leading ideas. The question comes home to every com munity. There are times when public Halls are crowded to their utmost capacity, galleries as well as tho body of the building filled. How many nails hare more than one exit ? and how many whose doors open except ou the in side, to be closed hermetically by a panic stricken crowd ? These calamities may come home at any time to any community. We urge that attention bo directed at once to a subject upon which the lives of hundreds depands. Who has ever looked around at a crowded assemblage in any of tho public halls of this city without a shudder at-the certain consequences of an alarm and a panic ? Si-kakixo of the decision of Judge Schenck on the gange question, the Richmond D$patch says, it (the change) is indeed one of the best things that ever happened for this city." Planting is mill going on, and the Park is now growing more beautiful. The small boy was in history, feed ing tish ; our Teutonic brethren were gaily marching behind banners "of strange device," innumerable Bid dies were there with the poor while nerveless city babies, so waxen look ing in their blue heods and carriage cloths, sail little candidates for Gi eeu wood this summer.
