My Jolicy in Horth Carolina.
We have had the pleasure of conversing
-Kith Major A. W. Bolenius, Inspector for
the Freed men's Bureau in North Carolina,
now absent on. temporarary furlough.
Major Boleoiua confirms fully all the cur
rent reports of the miserable and wretched
state of that country, fie is one m6re only
to the cloud of witnesses that attest the ut
tor and disastrous failure of Johnson's poll
ry, and bis testimony is valuable in this sec
tion, because he is personally known to
most of the citizens of the county.
Major Boleoiua reports a failure in the
cotton crop to theextent of about one-h.ilt
of the expected harvest. Great distrust ex
ists among the negroes, ho refuse alwwt to
a man to work tor Southern employers, sim
ply because they hare not yet !-e-n paid tor
what tbey hare done. In the past they have
been deceived and they have nn eonridmcr
in the faith of the Southern planters.
Northern men cannot couie down to work
these negroes, because their lite is not safe.
The same story or the atrocious murder and
robbery ot Northern men, and ot crime un-
puntsbed by the courts of a sympathetic
community, ia beard from North Carolina, as
from the remaining States in the late insur
rectionary districts. Mississippi and Texas
differ only in, degree from Georgia and Caro
lina, reputed to be the most quiet and peace-.
