The following is it brief synopsis of the President's Message, which was sent in it 12, M., tc-dsy : The Drat dutT, t tlio cloee of the civil war, w to repair its injuries, nnd secure the benefit of iu lessis, at the earliest mo ment. This duty was promptly accepted by the Executive and the insurrectionary Stan .. Restoration, in the first moments of peace, was believed to lie easy ami certain, as well as indispensable. These expectations hxve liecn disappointed by legislation, and now j there is no Union, where om State is as free f as another to regulate its internal affairs. according to its own will. Th Union and the Constitution in- in- I .K, , . , I separable; as long as one i obeyed, tbe other will be prewired , and if oo is de stroyed, both must perish together. TV-re is no military or other necessity, resl or pre tended, which can prevent otwdieocc to the Constitution, either North or South. The hope that we may ultimately concur in a plan ot settlement, consistent with our true interests and swum duties, is too natural, and too just, to be easily abandoned. It is dear, to the PtcetHeut's mind, that the States lately in rebellion are still mem bers of the Union. The Executive, his predecessor, as well as himself, and the heads of all t tic IVparl menu, have vlopted, and acted upon, the principle that the Union is not dissolved, but is indissoluble. Congress rubra itted amendments to the Constitution to the Southern States tad accepted their acts of ratification. Judges ot the Supreme Court have included the Southern States in their districts. If the Southern States are com ponent parts of the I'aion, the Constitution is supreme law tor tht-m, ss lor all other State. They are bound lo obey it, and so are we.
