These bonds were issued by the city and paid over to " the Ticawrer of the State, who issued the same smouiit of State bonds, and paid them over to the President of the Railroad, to be sold for his benefit, and to pay the subscription of tho city. It is held by some that the city U no longer lia ble for their redemption, as the Convention, by a special ordinance repudiated all bonds or ik-hta contracted during the war. This is a mut ter wliich the 'committee are unable to deter mine and it is for the Legislature hereafter to decide. It is the duty, however, of the city to provide for the payment of the interest until a legal decision can be had. . , The charter is under consideration, and is now in the hands of the City Attorney for If gal cor Npt;n Ujn'M be reported to thtv Board Jbo loro it will be presented to the Legislature. There are at this time four constable in the employ of the city ; heretofore, two only were required. The four are now necessary and should be con tinued for the present. The number may be re duced to two after civil law is fully established; and the night watch may be further reduced in a few months, which will lessen the expendi tures several thousand dollais. In laying the Incoming tax for the present year, it is the duty of the Board to provide an adequate amount to defray the current expen ses, and interest on the bonds. From the state ment which is here submitted, it will be seen that the sum of $30,000 will have to be raised, to answer the purpose. Retrenchment is earnestly recommended, and . It is for the Board to determine what means may lie taken to accomplish so important a mat tar, involving the credit and prosperity of the city. W. n. McKEE, CM. FARRIS8, C. B.
