That The Secretary of State be authorized to employ, in ihe State Department.' on additional Clerk, whose compensation shall not exceed sixteen hundred dollars two additional Clerks, whose compensa tion shall not exceed one thousand dol lars each ; and one additional Clerk for the Patent Office, whose compensation shall not exceed eight hundred dollars. , fiec. 2.
