FRANKLIN COUNTY.
According to previous notice, a large and res
pectable Meting of the Whiga of Franklin assem
bled in the Court House in Louisburg, on Tues
day afternoon, the 14th instant, for the purpose of
appointing Delegates to the contemplated State
Convention at Raleigh ; and to exercise their un
doubted right of expressing their opinions upon
public affairs generally.
On motion of N R Junstall, Joel'King, Esq.
was called to the Chair, and Col. B, B. Lewis ap
pointed Secetary.
. Major Daniel S. Hill then moved that a Com
mittee of five be appointed by the Chair, to report
Resolutions for the. consideration and action of
this meeting.
' The Chairman appointed the following Com
mittee, namely, Metvrs. Ch. C Raboteau, Daniel
S. Hill. N. B. Masse aburg, Jacob H. Cooly, and
David Thomas. '
The Committee havinj retired Henry W. Mil
ler. Esq. by invitation, addressed the meeting in
an eloquent and able argument upon the topics
-connected wiih the Mexican war and coo rse of the
Administration. The speech of Mr. Miller was
highly appreciated by the audience, ami received
their unqualified approbation and applause.
Having concluded, Mr. Raboteau from the
Committee appointed for that -purpose, reported
the following

Whereas, it is the right an4 duty of the Peeple to
assemble in their primary meetings, freely to discuss
their public affairs, and to express their sentiments
upon all matters affecting their rights as citizens;
we, a portion of the Whigs of Franklin here assem
bled, adopt and publish to the world; as containing
our views, the following Resolutions, viz :
1. Thatj although the "present situation of out
Country, is such as to fill the minds of the People
with disquietude and alarm, we have undiminished
confidence in the principles of the Constitution ; and
we believe that, upon their preservation and obser
vance, in their spirit and letter, our Union as a Na-.
tion, and happiness as a People depend.
2. That the Government of the United States has
no right to interfere with the domestic Institutions
of the respective States ; they are for the People of
the several States to regulate in snch mode a to
them may seem best; and that we have seen with
great regret, the disposition manifested by our Nor
thern brethen to interfere in the question of Slave
ry, in which the South is so deeply concerned ; and
that, although theNorth has a majority in Congress,
they have no power to invade the rights or privile
ges, of any portion of the States, as we believe such
invasion would be a violation of the common compact,
and subversive of the Union.
3. That the principles expounded, and the policy
recommended by Henry Clay, in his Resolutions
a,nd Speech at Lexington, on the 13th of November,
1847, are sound, patriotic, and conservative, and de
serve the hearty commendation and earnest support
of all true friends to the Government
4. That while we hold the President responsible
for the manner in which the war with Mexico was
brought on, we recognise the right of Congress to
sanction that war; and having, sanctioned it, it Is
our duty to maintain and prosecute it, for such ob
jects as may be declared by Congress, until they
re obtained by a Treaty of Peace. -
5. That' we deem the conquest and annexation of
Mexico, or any part thereof, to this country, un
wise,' - inexpedient, and unconstitutional ; and that
we covet no political relationship with a people not
only alien, but hostile j unable to govern themselves,
and unfit to share in governing us. j
6. That this meeting concur with their feNow-cit
liens ot other Counties in North Carolina, in re
commending a Convention to be held in the City of
Raleigh, abont the first of February, next, for the
purpose of nominating a Candidate for Governor of
the State and that this meeting will appoint thirty
Delegates to represent the Whigs of Franklin in
the State Convention.
7. That the pnblie course of our distinguished
and talented Governor, Wm. A. Graham, entitles
him to the approbation and high respect of the Whii
of Franklin; that we look upon him as asterlic:!
patriot whose fame belongs to his country j and tb:j
in all situations he is entitled to our full confident
a'nd every lionor which it is in the power of tii
Whigs to bestow.
Which having been read, Maj. H. W. Hnsted,
being called on, addressed the meeting in a stntf
of witty argument irresistible, and 'presented
mirthful picture of the amalgamating properties
of Mexican annexation.
Mr. S. H-. Rogers, of Wake, also responded to
a call from the meeting, and addressed them a ie
patriotic remarks.
The question was then takeft upon the resolu
