Yesteiday being the day appointed by Gov Worth, for the execution of Haywood, on the termination of the respite afforded him, all nec eusary arrangements were made by Deputy Sher iff Joseph D., Ballenger, who had been especially deputized by Sheriff Fleming, to conduct tha ceremonies inseperable trom the fatal occasion. The Sheriff has been confined to his bed, for sev pral days pasty by severe bilious fever, and ill &A he was, it "was with some difficulty, that his attending physician, Dr. White, Post Surgeon restrained him, in his attempt to proceed to the' performance, of his painful duty. ' Carteret, being, in debt, doubled her tax, as compared with that of the State1, and the tax list . was handed to the Sheriff kt the time prescribed by law, to wit: July 1st, 1867. The tax' was severe on liquor dealers especially. Mr. Allen, (Mayor, by order of Gen. Sickles,) of 1 the firm oi A. & S., kno viog that the old firm of Lambert & Hall had so successfully evaded their Obi gatlbn, ahoughtha wonld-ixy the lasaegsme. Finding the sheriff would not trust him and that he could not repeat the Lambert & Hall experi ment, he hastened to Brevet Major Van Horn, represented the tax paid as an ex post fudo law and, with other misrepresentations, inluced the Major to issue an order to the sheriff to suspend the collection of taxes until instruction could be r eived from Gtn. Sickles. Had not this gen tleman better learn the difference oi an ex post facto law before he makes such statements again? After waiting a long time to hear from Gen. Stckles, I concluded I would go to Raleigh to see the Governor on the subject. He telegraphed and wrote to the General but failed to get an an swer. On bAjfthpf September, the Treasurer issued a circular to the sheriffs and tax collectors c?EOerning the taxes, And informed them if they did not settle with him by the 30th, bo would en "Force the penalties prescribed by law. He stm, contends that the tax is au ex post j 'ado law, and employed a lawyer ahd -tried to get an injunction from Judge Green to stop collection. At last, poor Mayor, failing in all his efforts, unlike JUambert & HalL had to pay his tax. But this was not the only Sample of a yankee trick which I had to con tend with, for a Simple in reality tried his band at the game. He was not as sharp, however, as Messrs. Lambert & Hall, nor was his ingenuity sufficient to master his difflo altiea He knew the blow was heavy, but tried to lessen its weight by not giving in the amount of his purchases in 1663.
