Be fore the election inj August, and during the agitation of the Prohibition ques tion, the Commissioners of a number of counties followed the exaraploot higher authority and arrogated to themselves the rights of the people, and declined to issue license to men who desired! to engage in a business hoary with age and legalized by the state and nation,' This was rank-usurpatlpn-J-fotaented and brought about by the fact that the Commissioners are not the servants of the people because they are not re movable from office by th people jfot malfeasance ef this character.' The disastrous defeat of the Prohibition' Bill pflt a sudden stoppage to this summary action of .irresponsible County Com- missioners. The ' denial of this right is a-4rect attack upon the honesty and integrity of the people, and is a pungent admission that the people of North Caroliaa are diahoneat by nature corrupt by education, and art incapable of governing themselves! Like the denial of the right ofelecting cop nty officers by the people,, the Prohibition question af- fecta" eTery citizen of the state. Both are based upon a contemptuous disre gard of the natural rights of the people. Fortunately the attack upon Personal Liberty and Private Property as em braced I a the Prohibition Bill, did not siicceedj'--but it" mast not be assumed because of the unprecedented majority against; .the Prohibition Bill, that the contest ia finally ended. And he who is opposed to ' local self-governmeut, hewhe is against the people audio fa vor of a government by a favored few must be compelled by the refusing of the. masses toHake position, so that it may be known whether he is for or against (the people. All citizens of whatever; party, aire interested in the permanent success of govermental re organization which promises to explode the close corporation existing in each General Assembly, and which will cer tainly: take .the control of townships and counties -out of the handsof the bosse8,, and ''jugglers," and restore it to the , mass of voters, and retire the tainted adherents of this vicious and corrupt system to swift and unending oblivion.
