In the conflict; . Mr. Heath killed one of the negroes attd so severe ly wounded'another that he i not expected to xlive, but sad to relate Mr. Heath lost his life. Adopted. ! : Mr. Davis expressly ' denied the assertion made by the Radicals on the froor, coincided in by some Conservatives, that; the sentiments of the people of this country had been pro claimed in favor of negro suffrage. It was a fixed American principle tht suffrage per tained exclusively to white men. The' States had always reserved jurisdiction over, this subject to themselves ; but although Congress bad been given the entire control over the Dis trict, yet lor many.years the people had been allowed to select their own municipal officers, and manage their local affairs.' This 'negro element which it was ntw proposed to intro duce was noxious, hurtful, unreasonable and unnecessary The white female population of this country at the last census was thirteen million, and the negro population less than four million, yet those who advocated negro sun race frowned upon female suffrage. The characteristics of the negro were then dilated upon by Mrs- Davis, who. alleged the ...negro's inability to elevate himself from barbarism even under the most favorable circumstances, alluding to the failure of negro self-govern meat in the 'Weet Indies.-?"
