We know ot many instances which have come under our observation of jersons who were forced into Confeder ate ranks, or into tho Home Guard or State milita, and who, on account of this forced service, were deprived by the till now in operation, of its lienefits. We know, also, of hundreds of good and truo men who entered into the ranks ct iho Home Guard; sought and obtained positions of Justices of the IVace, and acted in subordinate capaci ties in the State service only for the pur pose of avoiding oonscripidou, and of being placed in the position of light ing against their country's Hag. Yet this class of persons are debarred by the 1 ill from the privilege of proving their claims, while thousands who were only prevented from pursuing a similar course, by exemptions in another form, are allowed full payment for their losses. Thi has caused immense dissatisfaction throughout the Southern States, and has li 1 1 the HVect of throwing hundreds and thousands of hitherto good Republi cans into the Democratic ranks, while i: has rendered many utterly careless of the ioIitieal condition of the country. We earnestly hope that Congress at its approaching session will take steps to so modify ihe present claim bill as to work v,:h something like equality to our people. The present mode of pay ing claimants is manifestly unjust, and while we are Iree to confess that tho Re publican paity has been guilty of blun ders, it is responsible for none so glar ing as this. Lt a liberal bill be passed Ht once, and thousands of men who have temporarily deserted us will again rally to our standard. Wo feci that it would not be presuming too much to ask Pres ident Grant in the name of tho Repub licans of tho South, to give countenance to more liberal features of legislation on the subject. It is a measure of jus tie which the country, and especially the Republican partv, should not over look. ThkGoveknor's Message. We re 'et exceedingly that the continued pressure on our advertising columns prevents us from laying before our read ers, in this issue, the admirable message of Governor Brogden. We shall, how ever, print this elaborate stato paper next week. The document presents clear and con cise statements of the financial, political and agiiculturdl interests of the State, and while it plainly sets forth tho views f the Executive on the most important matters, yet, pains are taken to show great deference to tho Legislative branch of the Government. Although differ ing in a political point of view, we are sure that it will be the pleasure, as it is the duty, of the Executive to cordially co-operate with the General Assembly in all matiers pertaining to the material interests of the State. We- trust that undue agitation of questions, especially those of a charac ter to which we are to some extent in debted for our late losses, will not be en couraged among our Republican friends f the Legislature, or in any Republi can assemblage. Those who attempt at time like the present to throw fire brands into the ranks, or to indulge in useless criminations, should be treat Mas enemies to the Republican cause. 3t harmony and unity of action rather out watcbword for the future. On Tuesday, the 17th inst., a Joint committee was appointed to wait on the Governor and inform him of tho organ ization of tho body and that they were ready to receive any message he might desire to communicate. At 12 o'clock, M., of the same day, the two Houses met for tho purpose of comparing the voles for Superintendent of Public Instruction, with the follow ing result: Mr. Pool received 98,217 votes ; Mr. Purneil received 81,181 votes. Mr. Pool was formally declared elected. The majority for M- Pool was 14,030, including the votes of Wako and Frank lin, which were not couuted on ac count of no rem rns being made by the Sheriffs. Mr. Mondenhall offered a olution call'og on tho Auditor for a statement of (he expenses of the State government from 1800 iO ihe last fiscal year. Tho Governors message was read in the House on Wednosday, the 18th inst. A resolution offered by Mr. Me- bane, that it was tho sense of the Gen eral Assembly that the defaulting sher iffs of tho coun.ies named should be prosecuted, was adopted. Insane Asylum. Wo are indebted to Dr. Eugene Grissom, Superintendent of the Insane Asylum, for a copy of his report to the Board of Directors, for tho fiscal year fending Oct. 31st, 1S74. The total number of admissions since the opening of the Ins.itution on the 22d day of February, 1856, is 1.0S7 ; the total number of discharges for the same time is 810, leaving now under treatment 217. Among thoso put down as dis charged, 275 were cured, 103 improved, 172 unimproved, and 200 died. During the past year the cures upon admissions have been 25 per cent. ; the cures upon charges have been 33 per cent., and the deaths upon number under treat ment have been 27 per cent. Accompanying tho report is a plan for the enlargement of tho Institution, and considerable space is devoted to the dis cussion of that subject. Wo hope that the Legislature will at an early day mako an appropriation sufficient to meet the wants in every respect of the Insane of the State. It is a question ouiside of all party considerations, and, as a matter of humanity, demands the most prompt consideration. The Sentinel of the 17th inst. contains an articlo from tho Asheville Pioneer wrhich was copied in the Era of the 12th inst., in which Governor Brogden is complimented and the lato Governor Caldwell's political course rather harsh ly criticised; and comments in an un favorable manner upon our reproduc tion of tho article, without stating the fact that the Era specially disclaimed its intention to endorse the criticism of the Pioneer on our lato Governor. If the Editor of tho Sentinel would duly appreciate that courtesy which obtains among journalists, he will give the Era the benefit of tho disclaimer. We can seo no possible good end to bo attained by such distortion. A New Deal and Better Manage ment. Now that the elections are over it is not an inopportune time to remind certain political cooks and caterer?, all over the country, that the feast they have been in the habit of serving up will no longer be swallowed. The diet tley have been preparing has deranged tho body politic made it sick from bead to foot. It was enough to destroy the digestion of a horse and give dyspepsia to a whale. Tho truth is, the people in the Republican ranks deijiantl a new deal. The great political change in the coun try has not been caused by any love for or confidence in Democracy. The Dem ocratic vote is not perceptiblv increased it was a falling off in the Republican vote. The latter were sick and disgust ed with the party management. They demand that the barnacles must be scraped off and the vessel put under charge of better managers. And this is the only salvation for the Republican ship. Elizabeth City North Carolinian.
