ing of the malls, (the important pro
visions of which are cited herein,) and
also to familiarize themselves with the
Instruction and forms herein furnish

1. Seven minutes, are allowed to each
intermediate ofllcw,, when not other
wise specified, for assorting the mails.
2. On routes where tho mode of con
veyance f dm its om, the special agents
bf the Post Office Department, also post
office blanks, mail bags, locks and
keys, are to be conveyed without extra
charge. 1 ; i (
3. WaybilU' or receipts, prepared
by postmasteis' or,,pther agents of the
Department will accompany the mails,
specifying the numberaud destination
of the several bags, to be examined by
the postmasters, to Insure regularity in
the delivery of bags and pouches.

to break connection with depending

tions from, or drafts on, postmasters or
othorwise, after the expiration of each

May, and August, provided' that re
quired evidence of service has been re

10. The distances given are believed
to be substantial! v correct; but no in
creased pav will be allowed should they
be greater'than advertised, if the points
to be supplied are correctly stated.
Bidders must inform themselves on this
poinl,and also in reference to the weight
of the mail, the condition of hills.roads,
streams, fcc, aud all toll-bridges, turn
pikes, plank-roads, ferries, or obstruc
tions of anv kind by which expense
may be incurred. No claim for addi
tional pay, based on such giound, can
be considered ; nor for alleged mistakes
or misapprehension as to tho degreo ot
servife ; nor for bridges destroyed, fer
ries discontinued, or other obstructions
causing or increasing distance or ex-
occurring
during

11. Bidders are cautioned to mail
their proposals in time to reach the De
partment bv the day and hour named in

com pel ion with bids of reasonable
amount received in time. Neither can
bids be Considered which are without
the bond, oath, and certificate required
bv section 243, act of June 23, 1S74.
12. Bidders should lirst propose for
service strictly according to the adver
tisement, and then, if they desire, sepa
rately for different service; and if the
regular bid be the lowest offered for the
advertised service, the other proposi
tions may be considered.
13. There should be but one route bid
in a lor proposal. Consolidated or com
bination bkts ("proposing one sum for
two or more routes") cannot be consid
ered. 14. The route, the service, the yearly
pay, tho name and residence of tho bid
der, (that is, his usual post-office ad
dress,) and tho name of each member
of a firm where a company oflers.should
be distinctly stated.
15. Bidders are requested to use, as
far as practicable, the printed proposals
furnished by the Department, to vvrito
out in full the sum of their bids, and to
retain c6pies of them.
Bids altered in the route, the sorvico,
the yearly paj", or the name of the bid
der, Uy erasures or interlineations,
should not be submitted ; audit' so sub
mitted will not le considered in award
ing tho contracts. No withdrawal of a
bid will bo allowed unless the with
drawal is received twenty-four hours
previous to tlio time fixed for opening
the proposals.
16. In case of failure of the accepted
bidder to execute a contract, or of the
abandonment of servico during the
contract term, tho service will be re-advertised
and re-let at the expense of the
failing bidder or contractor, and any
accepted -bidder who shall wrongfully
refuse or fa'l to euter into contract in
due form, and to perform the service de
scribed in his proposal, may be deemed
guilty of a misdemeauor, and, on con
victiou thereof, be lined aud imprison
ed therefor.
17. Tho Postmaster General reserves
the right to reject any bid which may
be deemed extravagant; and also to
disregard the bids ot failing contractors
and bidders.
No contract for carrying the mail
shall be inado with any person who has
entered, or proposed to enter, into any

has made any agreement, or given ui
performed, or promised to give or per
form, any consideration whatever to in
duce any other person not to bid for
any such contract.
No bidler for carrying the mails
shall be released from his obligation
under his bid or proposal, notwith
standing an award made to a lower
bidder, until a contract for the designa
ted service shall have been duly execu
ted by such lower bidder and his sure
ties, and accepted, and the service en
tered upon by the contractor to the sat
isfaction of the Postmaster General.
By regulation of the Department, no
carrier can be employed who is under
sixteen years'of age ; and no bidder will
be accepted who is under twenty-one
years of ago, or who is a married wo

19. Every proposal must be accom
panied by a bond with two or more
sureties approved by a postmaster, and
in cases where the-amount of the bonds
exceeds live thousand dollars ($5,000)
by a postmaster of the first, second, or
third class. Bids for service, the pay
for which at the time of advertisement
exceeds live thousand dollars, ($5,000,1
must be accompanied by a certified
check, or draft, payable to the order of
the Postmaster General, on some sol
vent national bank, ot not less than live
per centum ou the amount of iho annu
al pay on such route, and in case of
new or modified service, not less than
fivo per centum of the amount of the
bond accompanying the bid, if the

23. A modification of a bid in any of
its essential terms is tantamount to a
new bid, and cannot be received so as to
interfere with regular competition.
Making a new bid in proper form is the
only way to modify a previous ono.
24. Postmasters are cautioned, under
penalty of removal, not to sign tho ap
approval of the bond of any bidder be
fore the bond is signed by the bidder
and his sureties, and not until entirely
satisfied of the sufficiency of the sure
ties. No postmaster, assistant postmas
ter, or clerk employed in any post office,
shall be a contractor or concerned in a
contract for carrying the mail.
25. Postmasters are also liable to dis
missal from office for acting as agents
of contractors or bidders, with or with
out compensation, in any business, mat
ter, or thing relating to the mail service.
Thej' are the trusted agents of the De
partment, aud cannot consistently act
in both capacities.

We have heard of a few cases of

young lady in this city a few nights

Ordinance No. 4 of the town of
Greenville, Pitt county, provides a
fine of ten dollars for any jackass
who may be publicly exhibited
upon the streets of that town, and
yet the Democratic candidate for
Lieutenant Governor and other
Democrats live there.
Circus. Old John Robinson's
Circus is coming this way. It will
exhibit in Lynchburg the latter
part of August, and in Petersburg
early in September. Old John
travels by special trains, and it re
quires thirty-three cars to convey
his show from point to point.

teen years of age, yet he now ranks

and gets up a paper which would
do credit to men of thrice his age
and experience.
The Lett-Watson Case.
Mr. Watson and wife, who had W.
D. Lett arrested and jailed for slan
dering Mrs. W. and others, being
moved to pity by the wretched con
dition of Lett's wife and children,
proposed to withdraw the prosecu
tion, provided he (Lett) would con
sent to leave the city within ten
days and not return for twelve
months, which proposition Mr.
Lett gladly accepted and the prose
cution was withdrawn without a
hearing.
The Oberlin Burglary. On
Tuesday, the colored men, John
Jones and Nathan Pettiford, men
tioned in ourlat as having been
arrested for breaking into the house
of Mr. Snipes, of Oberlin, were ar
raigned before Justice Magnin,
when Jones Signified his willing
ness to turn State's evidence and re
turn his part of the plunder. He
produced the gold watch and chain ,
tlie trunk, and a lot of papers,
which were turned over, to Mr.
Snipes. At the hearing, such a
plain ! case was made out against
Pettiford that hwas denied bail
andj)lacedinjail to await trial. His
accomplice, Jones, which we re
gard as tho worst of the two, was
also jailed in default of a $500 bond
to apjear as a witness at the next
term of the Superior Court.

other similar enterprises offering
prizes, or concerning schemes de
vised and intended to deceive and
defraud tho public for the purposo
of obtaining money under falso prc
tenses,and a penalty of not more than
$500, nor less than $100, with cost of
prosecution, is hereby imposed upon
conviction in any Federal Court, of
the violation of this section."
It will be observed that by this
amendment letters and circulars
relating to all lotteries, without re
gard to the character of such lot
teries, are declared unmailable and
that the depositing of such letters or
circulars in a post-office to bo sent
by mail is an offense to bo punish
ed, upon conviction, by a fine of not
less than $100 nor more than $500,
and the cost of the prosecution.

name of John Clarke, was engaged
in cleaning out a well on tho placo
of Mr. Abel Rhyne,in Gaston coun
ty, when he felt himself being over
come by the foul air.. Ho got In j

the top of the well to draw him up.
They began drawing, but as tho
bucket ascended, the negro becamo
so much overpowered that ho lost

Dr. Isaac Jackson, of Whitoville,
cuta ball out of a young man of
Columbu3 county, by the name of
Joshua Gore, which he had carried
in his body for eleven years. It
was a minnie ball, and when taken
out, the Doctor, noticing some par
ticles of powder adhering to it,
struck a match and applied it to
the , ball, when the powder flashed
the same as if it had been fresh
