There was a hot nartisan debate in the Hlouse in an election contest from Pamlico county, which resulted in the seating of a Republican by the Fusionists. Butler and Pritchard were de clared elected senators. THURSDAY. In' the Semite the principal new bills weie: ' m . To award the public printing and binding to the lowest bidder; to prevent any but chartered insurance companies'from doing business in North Carolina; to improve public roads of the State by convict labor; to incorporate the town of Guilford College. Bills passed repealing. the New Hanover stock law and incor porating the Bank of Edenton. IIOCSE BILLS. The principal new bills were : To exttnd to a number nt counties the convict road law; n n r.Rliza taxation; to make the school tax 22 cents; to encourage the study ot civil government in public schools; to repeal the Edge combe stock law; to abolish days of grace; to limit punishment of Iar- rPinv in' Dettv cases, lhe severe sickness of Representative Camp bell, of Cherokee, and Williams, of Warren, was annouueea. The report of the elections com mittee in the Granville case was taken up. Ewart submit'ed the ma jority report in favor of Crews, Fusion contestant. Reinhardtsub mitted the minority report in favor of Lee. Crews was seated. 'FRIDAY. In the House the principal new bills were: To compel fire insurance com panies to pay the full value on the face ot policies; to provide for the election of Chief of Bureau of La bor statistics by the Legislature on joint ballot; to afford bettei protec tion from tire at the insare asylum at Raleigh and to finish and equip the female department of the same; to prevent the adulteration of candy; to establish a law for the sale of liquor in North Carolina; to regu late the hours of labor in factories, making 9 hour's a day's wotk, or not over 54 hours a week; forbid ding employment of children under 13 years; forbidding employers not to make agreement not to join labor , unions. No women and children are to work betwean 10 p. m. and ' 6 a. m. No child under 14 is to be permitted to clean machinery while in operation. The bill also fixed 9 hours as a day's work on State contracts. There was a long debate, extreme ly partisan and at times personal, on the new rules of the house. .This was particularly so on the rule which allows the vote of the major ity of all members elected to sus- peod the rules so as to rote twice on a bill the 6am e day. Hereto fore two-thirds vote has teen re quired; now 61 votes only are need- ea. THE SENATE. Arrington. It was tabled. During the discus- sion, benator Uarver caused a sen sation by stating that in the suit of his Judge Seymore had been in timidated by Lyman and thereby Carver had lost nearly half his nrotertv. I he bill passed to regulate for warding of freight by the railways, I also caused some debate. It makesH the roads, in case of improper del lays, liable to $10 a dav. The fate befell a resolution favor ing the election of Senators by the people. The event of the day was the dis cussion of a bill to provide that of the three members of the township school boards one should be a fe male. The discueeion attracted a large audience. It was the first proposition or in this State. the kind ever made It was tabled by a vote of 24 to 18. ( BILLS IN'TRODtTCED. In the lower house of the Legls- lature thus far 340 bills have been introduced. A favorable report is made on the bill to allow townships or school di8t-iet8 to increase the school fund by the system of local assessments. This plan has been very warmly favored. I NIGHTLY SESSIONS. f The fusion caucus Committee on Election Law and County Govern ment is holding long sessions night ly. The sentiment is strongly in favor of the one-box-and-one-ballot system. It is also in favor of not allowing any challenging on the day of election, but to dispose of all challenges beforehand. All judi- cial power will be taken away from registrars of election, an! all power regarding elections will be taken from county commissioners or true tecs, or whatever thev may be term ed under the new bill. It appears that the purpose of the Fusionists is to place the elec tion of the Mayor of various cities and towns in the hands of the peo ple, taking it away from aider men or commissioners. UNIVERSITY APPROPRIATION. I The University appropriation bill, introduced in the Legislature Saturday, provides that $5,000 of the present appropriation shall ex pire after next June, and $5,000 more one year later, leaving $10, 000 as the annul appropriation, j Look on this Picture. We are all beginning to realize, little by little, the meaning of the anti-Democratic victory in North Carolina last fall. We read in the Raleigh News and Observer, for in btance, that when, in the lower house of the Legislature Wednes day, Mr. Smith, of Gates, in second- ing trie nomination of Capt. Thos, W. Mason for the United States Senate, spoke of him as a type of the true men ot the -State, the mob of negroes that are daily at tracted to the gallery by their patty' received the words -with hisses." We have fallen upon evil days when a mob' of negroes con ceive that there is dominant in the State a public sentiment which war rants them in hissing in the capitol the name of a man of the ability and dignity of character and car riage of Thomas W. Mason. This exhibition of insolence is full of significance the progress of the session of the Legislature thus far has developed nothing that is more significant. Charlotte Observer. While this may be the most brill'ant body of men ever assembled at Raleigh (as is claimed by some persons) yet aDnearances are decidediv axratost them, for a harder Rooking set has never before been seen in our capi- tol. Of course this does not apply -t .i 1 e. to oar unamam memoers, tor one of them (Mr. SelH has been publish ed as closelv resembling Daniel Webster. That which most forcibly im pressed us was the absolute leader ship and control exercised by the old time Republicans, especially in the House, where the Sneaker is t true blue Republican f aider) and the leaJer3 are the bitterest kind of Republicans. For instance, the leadership seems to be divided be tween rrench, of Tew Hanover, who was one of the noted "carpet baggers during the reconstruction days, and Jim Young, the colored membtr from Wake. These two seemed to divide the honors of Le ing the ablest speakers and aspiring leaders of the fusionists. - While seeing them controlling and direct ing our legislature, we could not . . . . ... help recalling the terrible recon strnction days, when just such men (carpet-bajrgers and negroes) had almost ruined our good old btate. The Provisions ot lhe Dill n it Passes the Senate The bill pledging the faith of the United States to the construe tion of the Nicaragua canal has passed the Senate by the drcisive vote of 31 yeas to 21 navo. It was the termination of a debate which has lasted since the present session w . ot congress began, it was, more- over, the first realization in either branch of congre88 of the vatt pro. congress ot tne vatt pro jects so long and vigorously urged for a canal joining the Atlantic and Pacific, with the United States gov ernment standing sponsor for the execution of the work. The bill, in brief, directs the iesuo of $70,000,000 .Nicaraguan cana bonds, each of these is to bear the ioiiowmg guarantee : "The United States of America guarantees to the lawful holder o these bonds the payment by the Maritime Canal company of Nita ragua, of the principal of said bonds and the interest accruing thereor and as it accrues." An aaauionai ioV,uuu.uuu o bonds is to be issued without the United States guarantee. The tota $100,000,000 thus issued. is to be used in constructing the interoccan ic canal. The secretaiy of the treasury ts to have general 6uper vision of the project. A board o fifteen directors is to have immedi ate charge of the work.
